I'd be very surprised if it's free. I suppose it might be bundled with CF9. 

I'm guessing a couple of hundred dollars personally.

I'd heard that a set number of Builder licenses came with every server
license, obviously proportional to the price of the edition. That makes a
lot of sense. And then shared-host-only developers would need to purchase
their own IDE license, etc.

Well, as a teacher who teaches ColdFusion development in his high school
classroom, I'd fully support it being free.  I also think that giving it
away would pay dividends down the road, as it would open the language up to
many more potential developers, which would have a direct translation into
more sales of CF server products.  Builder uses Eclipse as its foundation,
which is a free/open source product, so much of their development effort is
going to providing fundtionality that is specific to Adobe's products.
 Perhaps they will follow Aptana's model and have a standard version that
is fine for most, and a souped up version that a few might wish to pay
for?

To this point, Adobe and it's ancestors have charged for all their
development products: HomeSite, CF Studio, Dreamweaver, UltraDev,
FlexBuilder, perhaps others?  They also obviously charge for their
design products (the Creative Suite's members).  It stands to reason
that FlashBuilder and CF Builder will cost to purchase when released.
I would say it's theoretically possible FlashBuilder and CF Builder
(minus some features) might be released for free with the extra stuff
available as paid upgrades, but nothing I've heard indicates that's
likely.

All that said, regardless of whether they cost money to use, they will
certainly be commercial products and licensed as such.
