I'm guessing that the other provinces have GST on shipping. 2) Are the rules pretty close to what they are in the US? I'm not familiar with the rules for taxes in the US, but as far as I know, you charge the taxes that would be applicable in your province. The nearest I can tell is that GST/HST gets charged for the rate that of the province territory the item is shipping to.
