What format are you sending the Emails in (ie html or plain text) and how are the templates created? We had an issue where this was happening... I was ing the template in and sending this... The template was created on a MAC and it was certain mailservers that were adding the exclamation marks Opened the template on a Windows machine and re-saved it and the problem went away...
