My prior company is doing this right now, not with CF but with .net.
We used FFMPEG which is free and pretty easy to use once you get used

A co worker of mine, Simon Free, did this using VideoZilla. I think he
had to develop some sort of queuing system because you can not convert
more than one video at a time or it craps out. I think it is a CFExecute
type thing.

Look into ffmpeg. It is a very easy to use command line tool that can
convert almost anything to anything else (audio and video). Very nice tool.
