[PATCH] D29480: C++11 Compatibility - OpenMP constant expressions

This patch is a subset of the previous https://reviews.llvm.org/D20710 This patch contains 4 tests, the changes are nearly identical. C++11 introduced constexpr, hence the change in diagnostics. C++11 added 2 new Notes following the existing Warning. Existing: error: expression is not an integral constant expression C++11: note: non-constexpr function 'foobool' cannot be used in a constant expression C++11: note: declared here Change in Error message.
