For those preparing ICTD papers, here are some unsolicited thoughts...

What makes ICTD research research, and not just reports about 
technology
projects in rural villages? What does it mean to have economics and 
anthropology
research side by side with computer science and electronic engineering? 
How can
we preserve the integrity of methodologies developed by individual 
disciplines,
while allowing for cross-fertilization among fields and a healthy 
respect for
other disciplinary perspectives?

Having served the conference in various capacities, I've asked these 
questions
from a variety of perspectives, some of it in heated discussion with 
colleagues.
Below is a sketch of what I arrived at for authors, particularly in 
terms of what
constitutes good ICTD research and what goes in a good ICTD paper. It 
undoubtedly
reflects my personal biases. Nevertheless, my hope is that the ideas 
below
provide some guidance for those new to ICTD research or to authors 
submitting
papers to the ICTD conference.

Conference paper submissions for the 3rd IEEE/ACM International Conference on 
Information and Communication Technologies and Development (ICTD2009) are due

The ICTD2009 Conference will be held 17-19 April 2009 at Carnegie-Mellon's 
state-of-the-art campus in Doha, Qatar (http://www.ictd2009.org).  This 
conference will act as a focal point for new scholarship in the field of ICT 
and international development.  Confirmed speakers include a keynote by William 
H. Gates, Chairman of Microsoft Corporation.

We aim to provide funding for attendance of one author of each paper accepted 
for oral presentation at the conference.  We are working to raise additional 
sponsorship to cover attendance of other participants, with priority given to 
students and participants from developing countries.

We invite submission of conference papers relating to use of ICTs for 
development according to the following schedule:

September 22, 2008  Submissions due
January 15, 2009Final decisions sent out to authors
February 20, 2009   Camera-ready papers due
April 17-19, 2009   Conference

Only original, unpublished papers in English will be considered, through 
double-blind review. Word-length limit: 8000 words. All papers will be printed 
in the conference proceedings, and some will be developed for a journal special 
issue.

Some quick thoughts.

 

Given your very open approach (great!), I think the best thing you can do
initially is to ask the community what they most aspire to. Of course, not
everyone in the area will agree. And, in many communities, just getting to
the point of having people articulate their deep aspirations can take a lot
of work - You have to establish trust and rapport; you have to build up
their confidence; you may have to undo years of cynicism caused by previous
people/organizations who parachuted in to help but left after a year or
two (or less). (I say the last with deep regret about having done that
myself in many instances.) 

 

Still, the first task is to ask them, and to spend a lot of time asking
them. It's great that you have committed people on the ground - hopefully,
they are as committed to listening as they are to doing. 

 

Here is an interesting fact about all of your questions below. They all
start with Do I.? Are you sure you have the right pronoun?

 

Once you have a better sense for the things that the community most wants, I
think the answer to the rest of your questions will become immediately
apparent. After that, the trick is to do less providing and problem-solving
yourself, and instead help the community do as much as they can towards
their own aspirations for themselves. Most people agree that it's better to
teach a person how to fish than to give fish. But, actually implementing
that is not trivial, especially when fish = computer center or fish = social
enterprise. The hard part is finding the right balance of what you do for
them, and what you help them do for themselves.

to get answers to how exactly start up a center/NGO or something in a remote
village. 

--lets  say .. i have identified a region .. ( the region in Rajasthan,
India has high female foeticide, child marraiges, domestic voilences cases)

--I am fortunate to have some people on the ground .. willing to work with
me and they are committed and passionate

-- Now the questions i face are:-- how to i chart up a sustainable solution
in this area?..now i am thinkign out loud

 --Do i start a computer center in this region ? why ..how can computers
helps in this remote desert area getting them employment ? how can internet,
excel benefit these people?

 ---Do i start a social enterprise --that sounds better since girls in
that region love to sew, or learn more home-making skills .. so they willbe
interested in coming and learning and making new things (crafts, pots
clothes bags e.t.c) ..because they are getting skills they can use and ..if
a fair trade is established they can earn ..and hence get empowered.  But
then i don't have experience and i need guidance and i wonder if the costs
can be broken down .. such as international sellings will actually translate
to profits back home for these artisans ?

Do i start a awareness center ..a information center probably is the
low-caste safe alternative .. but its reach/impact also is not that  much. 



So my question is . ..How to find the right solution for this remote village
in Rajasthan ..to make a difference in the lived of those girls..Whom i
dream of giving the same opportunities i was fortunate enough to get

Joan, you really struck a nerve there. I have been working on the issue
since 2010 and have run into walls repeatedly. I am from Pakistan
originally, and we have power cuts for up to 18 or 20 hours every day. The
government is not promoting use of solar power nor looking in to providing

I started a technology centre in a very remote desert area (thanks to
Systers PIO award) and the girls travelled to the centre from miles for the

it is serving for the individual needs of some women but regular group
lessons have been a nightmare.

Neetu, we were also facing similar social and cultural barriers of girls not

Call for Proposals: International Growth Centre (IGC)

IPA Deadline: Nov. 27, 2014

 

The IGC invites researchers to submit proposals for high-caliber research 
projects relevant to growth policies in developing countries. Projects can be 
funded by either the Research or Country Program:

* Research Program: focused on production of cutting-edge  policy-relevant 
academic research that goes towards informing effective policymaking on 
economic growth in developing countries. Priority themes are: State 
Effectiveness, Firms Capabilities, Cities  Energy.

* Country Program: focused on tailoring top-quality research w/ the specific 
growth policy needs of the IGC’s partner countries (overlap IGC  IPA countries 
are Bangladesh, Ghana, Liberia, Rwanda, Sierra Leone, Uganda, Zambia, Kenya  
Malawi).

 

The IGC welcomes all funding proposals on pertinent growth issues in developing

Call for Demos - ICTD 2016



The Eighth International Conference on Information and Communication

Technologies and Development (ICTD2016), to be hosted at the

University of Michigan from June 3-6, 2016 cordially invites proposals

for demonstrations. ICTD2016 will provide an international forum for

scholarly researchers to explore the role of information and

communication technologies (ICTs) in social, political, and economic

development.



The demo session will provide students, researchers, and practitioners

with an international audience for showcasing demonstrations of their

work. The demo session will be given wide visibility and opportunities

for interaction during the conference. Your demonstration may span

novel hardware or software systems, or physical artifacts. Research

projects, commercial tools, or government initiatives are all welcome.

We particularly encourage engaging, interactive demos that demonstrate

real world impact. While the topic for demonstrations may have been

published previously, the demonstration itself should offer new

insights and perspectives to the ICTD community.



For consideration, an abstract of between 100-400 words describing the

context, novelty, and significance of the demonstration must be

submitted. Be as descriptive and precise as possible, detailing what

exactly will be demonstrated. Also include the technical requirements

for your demo (e.g., power, Internet access, space and other setup

requirements). Each proposal should also include a demo title, as well

as names, affiliations, and contact information for all authors.



Demonstration proposals will be reviewed according to relevance to the

conference. Accepted demonstration proposals will not be published in

the conference proceedings, but will be listed as part of the

conference program.



The submission deadline is March 18, 2016. Authors will be notified on

April 4, 2016.

Drexel University global health professor featured in "Half the Sky" who

ACM COMPASS 2018: CALL FOR PAPERS

The first annual ACM SIGCAS Conference on Computing and Sustainable
Societies (COMPASS 2018) invites submissions of Full Papers for the
conference to be hosted at Facebook from June 20-22, 2018. COMPASS 2018 is
a re-creation of the ACM DEV conference, which was held annually between
2010 and 2016. Inspired by the broad agenda of the United Nations
Sustainable Development Goals (SDGs), the new conference expands the focus
of the original conference to explicitly welcome work on all
under-represented and/or marginalized communities worldwide and to include
work on sustainability, gender equality, health, education, poverty,
accessibility, conservation, climate change, and economic growth, among
others.

To ensure strong research contributions, the conference will review papers
based on focus areas corresponding to the computing areas they draw upon.
The four focus areas for the 2018 conference are *Systems*, *HCI*, *Data
Science/AI*, and *Applications*. Possible topics for each focus area
include, but are not limited to:

The COMPASS conference will have a model of rolling submissions, as has
been recently adopted by several other top conferences. As this is a
transition year for the conference, there will be two separate submission
dates. Papers submitted on the first deadline may be given the option of
revise and resubmit for consideration of acceptance at the conference. Full
papers will have a length limit of 7-10 pages (not including references).
The conference will have a separate track for notes (short papers of 4
pages or fewer, focusing on a single topic). Please see the FAQ page for

The SIGCHI elections are coming up, and you have to be a SIGCHI member on
March 15 to vote. If you're not already a SIGCHI member, you can sign up
here:  https://www.acm.org/special-interest-groups/sigs/sigchi.
(Apparently, you don't have to be an ACM member to be a SIGCHI member.) The
SIGCHI membership pays for itself through the discount you get for
registration to CHI and other SIGCHI-sponsored conferences.

One reason I'm sending this out is that Neha Kumar
 and Shaowen Bardzell
 are on the ballot for President/Exec
VP, and I think they would be terrific for moving the SIGCHI community
toward greater inclusiveness.

The Department of Global Development invites applicants for an Assistant
Professor in the area of technology and development. Given the centrality
of technology in development efforts and the uneven social and
environmental impacts of technological interventions, it is vital to
examine technologies through a lens of justice-centered ethics. We seek
candidates who share our strong commitment to innovative research, teaching
and mentoring, and whose work addresses the ethical implications and power
dynamics of technology and technological change and how these contribute to
different social and environmental outcomes. The responsibilities of this
position are 50% research and 50% teaching, and the successful candidate
will be expected to develop an internationally recognized and externally
funded research program. Teaching responsibilities will consist of 2.5
courses per academic year (2 courses one year; 3 the next), with a
combination of courses at undergraduate and graduate levels, including an
introductory undergraduate course addressing ethics in social and economic
development.
