Good morning everyone,
 
I live on the 2700 block of Guilford.  This morning around 9:20am, after 
dropping my husband from work, I returned home.  Because of everything going on 
in the area I scanned before parking...trying to be cautious because I'm often 
slow getting in the house because I have to get my 8 month old out of her car 
seat.  There wasn't anyone on the street except on of our neighbors leaving.  
So as I'm getting out of my car, I notice a red/burgandy car coming from 
Whitridge and turning right, stopping at the light on 28th and Guilford.  To my 
surprise, the car, full of men then put their car in reverse.  ( I am already 
on the other side, getting ready to get my baby out of her seat).  They went in 
reverse all the way to Whitridge and then turned toward me, slowing down.  It 
was very intentional and then they covered their faces and sped off.  I don't 
know if they had mal intent or what, but I thought I'd pass it on for whatever 
it's worth.  My gut
 feeling was that they were doing this because they either saw me or my 
neighbor.  I think when they realized there was more than one person on the 
street, they took off.  The fact that they were covering their faces before 
they left tells me they weren't up to any good.  The car was a four door, 
red/burgandy smll sedan.  There were 5 men in the car, a couple with baseball 
caps...

The fact that you were observant of your surroundings while you were moving 
may have also acted as a deterrent.  I have often heard the police say that the 
criminal will only go after the easy mark, i.e., someone who is not paying 
attention and who they can catch off guard.  You have demonstrated a good 
example for all your neighbors.

The only other thing you could have done that would have been helpful would 
be to get the license plate number of the suspicious vehicle and call 911 to 
report the incident.  Officers on duty would pick up that 911 call which might 
constitute probable cause for them to stop the vehicle for questioning.  That 
would send a signal to the criminals that we have a tight network in Charles 
Village and that the chances of getting caught are too risky to continue it as 
a 
target area for them.

I am passing this information on to David Hill at CVCBD at 410-235-4411 so 
that their safety patrols can contact Northern District police to alert them 
and 
to look out for the vehicle you have described.  That is something you can 
also do in the future after calling 911.

Good job Sonya!  I am making a deliberate attempt to not only be aware of my 
surroundings but to also be deliberate about it hoping it will clue in crooks 
that the neighborhood is on the lookout.

Guilford.  Driver is home safe, neighbor witnessed incident and called
