John: The problem is prevalent. When it happened at 28th and Maryland at 4 a.m., I called Salem Reiner at JHU and he called the company to stop it. So the best thing to do is to locate the person or company paying the bill for dumpster pickup at that location and approach them with the request to contact the company to come after 7 am. There is a City ordinance prohibiting dumpster pickup in residential areas but I am not sure of the hours. The city ordinances and laws are online at www.baltimorecity.gov. John: Email or Call 311 and report the violation of the City Ordinance with the details that you were able to collect from your photo and give them the address of the property on which the dumpster was located. The property owner is responsible also. (1) an environmental citation under City Code Article 1, Subtitle 40

The issuance of a citation to enforce this subtitle does not preclude

We've had problems with My Cleaning Service at 2701 Cresmont. It doesn't happen too often, but once a month or so they empty the dumpster between 1-3 am. Christine is correct, John, a private hauler has been picking up the dumpsters at the back of the apartment bldg for years at between 5 and 6 am. It was super fun to have infants awakened by them routinely ;-D Never knew there were ordinances against this... BTW, the City asks us to have our trash and recycling out by 6 a.m., although I have never seen the City sanitation crews that early on my block. And some of the new CVCBD trash cans are full and surrounded by plastic bags of household trash, and sometimes rats can be seen there as early as 6 a.m. If they are going to provide trash cans there, they need to empty them really early and maybe more than once each morning if they are not going to feed rats. Fortunately, emptying those cans make a lot less noise than emptying a dumpster.
