We've now reached the milestones of two sucessful Java releases, and one 
non Java release. In addition, the project has sucessfully added new 
committers, has developed the existing code, merged in added new codebases 
from outside. All of this has been done following The Apache Way. The 
project status page shows everything as ready too.

So, I think the community is now ready to strike out on it's own as a top 
level project!

(The new project also needs a PMC chair, and I'll kick off the discussions 
on that on the private list shortly)

So, voting please:
  +1 - Graduate the Chemistry podling to TLP
  +0 - I've no opinion on graduation
  -1 - No to graduation just yet, because...

Voting will be open until the end of Friday, so you've all a little over 
72 hours! The proposed board resolution is below too.

of the Foundation and consistent with the Foundation's purpose to
establish a Project Management Committee charged with the creation and
maintenance of open-source software providing an implemention of the
