Export to CSV is a way to get data out of CHIRP if you want to edit it 
externally (which is an advanced operation that you need to be careful about 
because it's easy to break your data), or if you want to maintain a 
radio-independent plan of channels that you import into other radios to get 
them synced up. Might be good to check out this page:

You can export to a CSV file if you want, but it's not necessary and definitely 
not the easiest way to make changes. Just make changes right in CHIRP and then 
Radio->Upload the changes back to the radio.

That said, I do think you're hitting some bug in the export process, but until 
you reply on the issue you created with the image I asked for, I won't be able 
to tell for sure. After you download the file, File->Save, and then attach the 
resulting .img file to the issue so I can have a look.

What are you doing?

Exporting a CVS file from CHIRP? Why is that preventing you from programming 
the radio? Can you read and write to the radio? What do you have in chirp that 
you are trying to export?

I wonder if you are trying to read in (import) a CVS file into chirp and it is 
failing.
