Karadzic, indicted for genocide and war crimes, was under US protection until 2000, when the CIA intercepted his telephone conversation that clearly proved he personally chaired a meeting of his old political party, the Belgrade daily Blic quoted a well-informed US intelligence source as saying. They went crazy realising Karadzic was making a fool of them, it said yesterday. The US and CIA withdrew [his] informal protection. Mr Karadzic has revived the allegations of a deal between himself and the chief US peace negotiator in Bosnia, Richard Holbrooke, since appearing before the UN war crimes tribunal in The Hague last Thursday. Mr Holbrooke has denied any deals with Mr Karadzic, telling CNN last Thursday that this was a flat-out lie. He's been spreading it for 12 years through his friends, now he's making it personally. It would have been morally reprehensible and illegal to do such a thing ... We made no deal, Mr Holbrooke said. However, statements by two top officials of the former warring sides seem to confirm the deal. The former Bosnian Serb foreign minister Aleksa Buha told Belgrade Radio he witnessed the agreement. He said the deal was made in the night between 18 and 19 July 1996. In recent years, companies from Intel Corp. to CenturyTel Inc. collectively have moved hundreds of millions of dollars of obligations for executive benefits into rank-and-file pension plans. This lets companies capture tax breaks intended for pensions of regular workers and use them to pay for executives' supplemental benefits and compensation. The practice has drawn scant notice. A close examination by The Wall Street Journal shows how it works and reveals that the maneuver, besides being a dubious use of tax law, risks harming regular workers. It can drain assets from pension plans and make them more likely to fail. Now, with the current bear market in stocks weakening many pension plans, this practice could put more in jeopardy. How many is impossible to tell. Neither the Internal Revenue Service nor other agencies track this maneuver. Employers generally reveal little about it. Some benefits consultants have warned them not to, in order to forestall a backlash by regulators and lower-level workers. The background: Federal law encourages employers to offer pensions by giving companies a tax deduction when they contribute cash to a pension plan, and by letting the money in the plan grow tax free. Executives, like anyone else, can participate in these plans. But their benefits can't be disproportionately large. IRS rules say pension plans must not discriminate in favor of highly compensated employees. If a company wants to give its executives larger pensions -- as most do -- it must provide supplemental executive pensions, which don't carry any tax advantages. The trick is to find a way to move some of the obligations for supplemental pensions into the plan that qualifies for tax breaks. Benefits consultants market sophisticated techniques to help companies do just that, without running afoul of IRS rules against favoring the highly paid. GAUGING THE IMPACT Qserps can sap the health of a company's pension plan. Flatware maker Oneida Ltd.'s pension plan suffered after the company added a QSERP in 2002. SUPPLEMENTAL BENEFITS Once a company knows how much capacity its pension plan has -- that is, how much bigger it can make executive pensions without having to raise benefits for the rank-and-file -- implementing a Qserp can be remarkably simple. On Nov. 17, 2005, CenturyTel Inc., a Monroe, La., telecommunications company, amended its regular pension plan to spell out additional pension benefits for 18 select individuals, including at least five top executives. Chairman and Chief Executive Glen F. Post III was promised $97,768 a year more than the pension would otherwise have provided. The company said he gave up an equal amount of other benefits, which were unsecured IOUs from the company, for the Qserp benefit, which is backed by pension-plan assets. (Read CenturyTel's filing.) READING THE CLUES Companies often disclose little or nothing about Qserps. A few, including chipmaker Intel Corp., provide passing mentions in corporate proxies or other SEC filings, though the references aren't always clear. Read an Intel filing from last spring in which the company's Qserp is discussed. The key section is highlighted, on page 53 of the 75-page document. Intel's case shows how lucrative such a move can be. It involves Intel's obligation to pay deferred compensation to executives when they retire or leave. In 2005, the chip maker moved more than $200 million of its deferred-comp IOUs into its pension plan. Then it contributed at least $187 million of cash to the plan. Now, when the executives get ready to collect their deferred salaries, Intel won't have to pay them out of cash; the pension plan will pay them. Normally, companies can deduct the cost of deferred comp only when they actually pay it, often many years after the obligation is incurred. But Intel's contribution to the pension plan was deductible immediately. Its tax saving: $65 million in the first year. In other words, taxpayers helped finance Intel's executive compensation. Two years later, in early 2006, Shane Harris, writing for the National Journal, revealed that TIA “was stopped in name only.” It lives on behind the veil of the classified intelligence budget and “names of key projects were changed, apparently to conceal their identities, but their funding remained intact, often under the same contracts.” Two of the most important components of the TIA program were moved to the Advanced Research and Development Activity, housed at NSA headquarters in Fort Meade, Md., documents and sources confirm. One piece was the Information Awareness Prototype System, the core architecture that tied together numerous information extraction, analysis, and dissemination tools developed under TIA. The prototype system included privacy-protection technologies that may have been discontinued or scaled back following the move to ARDA. In other words, after a meddling and mostly clueless Congress stuck its nose in TIA, the program went undercover and now poses even more of a threat to the liberty of average Americans, not just al-Qaeda dimwits and patsies. TIA and the fusion center concept was just too good for the spooks to let go. Well, that’s certainly what you got. What I find nonetheless amazing is how they, and the pundits, have taken such little notice of the dramatic change in the political landscape occasioned by Iraqi Prime Minister Nouri al-Maliki’s bombshell on July 7 — his insistence on a “timetable” for withdrawal of US troops before any accord is reached on their staying past the turn of the year. Responding to a question at his press conference yesterday, President George W. Bush showed that he was vaguely aware that the timetable is, as Robert Dreyfuss says (in Truthout, July 7), a “big deal.” Bush even alluded haltingly to the possibility of extending the UN mandate still further. But it is far from clear that Maliki, who is under great domestic pressure, would be able to sell that to the various factions upon which he depends for support, much less to those which he must keep at bay. As Dreyfuss points out, Maliki and his Shiite allies are also under considerable pressure from Iran, which remains the chief ally of the ruling alliance of Shiites. Most important, Maliki is by no means in control of what happens next. Israel Here’s where it gets sticky. No one who knows about third rails in US politics would expect the candidates or the fawning corporate media (FCM) to address how those now running Israel are likely to be looking at the implications of a large US troop withdrawal from Iraq next year. I am remembering how I was pilloried on June 16, 2005, immediately after Congressman John Conyers’ rump-Judiciary Committee hearing in the bowels of the Capitol, for a candid answer to a question from one of his colleagues; i. e., if the invasion of Iraq was not about WMD, and not about non-existent ties between Iraq and al-Qaeda, then why did we attack? In answer, I used the acronym OIL. O for oil; I for Israel; and L for Logistics, meaning the military bases deemed by neoconservatives as necessary to protect both. Neither the House members present nor the media people seemed to have any problem with oil and military bases as factors-in itself an interesting commentary. However, the suggestion that one main motive was an attempt to make that part of the Middle East safer for Israel (yes, folks, the neocons really thought that attacking Iraq would do that) — well, that was anathema. As it is anathema today to suggest that this is still one of the main reasons, besides oil, that Elliott Abrams, other neocons — not to mention Vice President Dick Cheney and his team — insist we must stay, Maliki and his associates be damned. (See the cartoon in the Washington Times today showing Maliki and words telling him “We are NOT leaving.”) Here in Washington we can sit back and quibble over the implications of such remarks by Maliki and other Iraqi leaders. The Israelis have to take such statements seriously. No agreement on US forces staying into 2009 without a timetable for withdrawal? For Tel Aviv, this is getting very serious. My guess is the Israeli leaders are apoplectic. The fiasco in Iraq clearly has made the region much more dangerous for Israel. There are actually real “terrorists” and “extremists” now in Iraq, and the prospect of US troops leaving has got to be a cause of acute concern in Tel Aviv. Keeping the US Entangled: Iran This dramatic change — or even just the specter of it — greatly increases Israel’s incentive to ensure the kind of US involvement in the area that would have to endure for several years. The Israelis need to create “facts on the ground” — something to guarantee that Washington will stand by what U.S. candidates, including Sen. Obama, call “our ally.” (Never mind that there is no mutual US-Israel defense treaty.) Israel is all too painfully aware that it has only six more months of Bush and Cheney. The legislation drafted by the American Israel Public Affairs Committee (AIPAC) being so zealously promoted in Congress calls for the equivalent of a blockade of Iran. That would be one way to entangle; there are many others. The point is that the growing danger that the Israelis perceive will probably prompt them to find a way to get the US involved in hostilities with Iran. Cheney and Bush have pretty much given them that license, with the president regularly pledging to defend “our ally” if Israel is attacked. All Israel has to do is to arrange to be attacked. Not a

What should have been heard across America however was a disquieting ‘h,’ as Americans scratched their heads and pondered the likelihood that the story being fed them concerning the ‘suicide’ of Ft. Dietrich bioweapons lab scientist Bruce E. Ivins was just another in a long string of lies, that it was not a suicide at all, but rather just one more cog in a Zionist-organized cover-up that has continued now for almost 7 years, beginning with 9/11. There are good reasons for Americans to be skeptical about the recent news concerning the ‘suicide’ of bioweapons researcher Bruce Ivins (undoubtedly destined to be dubbed ‘Dr. Anthrax’ now that he is not here to defend his name) not the least of which is the timing of this event. In the first case, the news of his death arrived only a month after the US government was forced to pony up almost 6 million dollars to Steven Hatfill, the bioweapons researcher whose good name and reputation were destroyed as a result of the US Justice Department naming him a ‘person of interest’ shortly after the attacks when the only ‘evidence’ linking him to the infamous crimes came from a mouthy disinformation agent named Barbra Rosenberg. Secondly, it is a mere month before the anniversary of 9/11, and the fact that for the last 7 years the largest criminal investigation in US history (codenamed ‘Amerithrax’ for maximum effect) has turned up a big goose egg does not help things at a time when Uncle Sam is suffering from a serious credibility problem, both at home and abroad. Those not recognizing the relevance of the aforementioned case involving Hatfill should keep in mind that the US DoJ losing a civil case against him (despite the scant news coverage it received) is like the town crier announcing to all within earshot that the case involving the anthrax attacks is not closed, and that the killer (or killers) is still on the loose. Obviously, given that the FBI always ‘gets its man’ this is gravely embarrassing, to say the least. But more importantly, as any good cop will testify, a case not closed means a case still open, which means going back to square one and reviewing the evidence all over again in the hopes of finding something possibly missed. Obviously this means looking at information certain entities (and particularly those interested in dragging the US into Israel’s dirty wars) can’t afford to have exposed to public scrutiny, and in particular the evidence revolving around a certain Lt. Col. Phillip Zack. For those who bought into the made-in-Israel storyline following the 2001 anthrax attacks that ‘the Ay-rabs did it,’ Zack was a researcher at the same Ft. Dietrich bio-weapons lab where the now ‘suicided’ Bruce Ivins worked. Along with Zack and Ivins was also one Ayyaad Assaad, an Egyptian-born scientist who became the butt of a concerted anti-Arab, anti-Islamic campaign organized and executed by Zack and some of his cohorts at the lab who collectively called themselves ‘the Camel Club’. A few days after 9/11 an anonymous letter turned up at a Marine base in Quantico Virginia accusing Assaad of being a terrorist planning biological attacks against America. According to Assaad’s testimony to the FBI agents who interviewed him, the personal information contained in the letter could only have been written by a co-worker at the lab, and surprise, surprise, a few days later, anthrax turns up in the mail. Furthermore, a security film caught Zack entering the Ft. Dietrich facility after hours at a time he no longer worked there, and more importantly, caught him on tape entering a secure section of the facility where the very same strain of anthrax used in the attacks later turned up missing. Given that the anthrax attacks amounted to the use of a weapon of mass destruction against the United States, naturally investigative eyes were on all persons considered relevant to the case, and–almost as if on cue–just about the time Zack and his anti-Arab bigotry started to circulate as clues in the case, the previously-mentioned Barbara Hatch Rosenberg floated the idea that Steven Hatfill should be put under the microscope, which he was, while all investigation of

Polk, former professor of history at the University of Chicago and a member of the Policy Planning Council under President Kennedy. “Industries would fail, banks would collapse, government revenues would dry up, universities would have to close, health care, even as limited as it now is for roughly 75 million Americans, would virtually cease. In short, something like [what] the South suffered at the end of the Civil War would plague the country.” The passage of vast amounts of oil and liquefied gas through the Persian Gulf would be disrupted. The government is furiously pumping billions of taxpayer dollars into private corporations to keep them afloat. The Congress bailed out the shareholders of Fannie Mae and Freddie Mac. These bizarre “government-sponsored enterprises” own or guarantee half the mortgages in the country—some $5.1 trillion. The Federal Reserve evoked rarely used emergency powers to put billions of taxpayer dollars at risk to stop the meltdown of a non-bank, Bear Stearns, which it never regulated. More than $300 billion has been written down so far. Losses, by the time we are done, could exceed $1 trillion. The already staggering debt generated by the war in Iraq would mushroom with an attack on Iran. Fighting wars in Iraq, Afghanistan and Iran, we would soon be struggling to pay off a debt of at least two or three times the present amount. This is a weight the U.S. economy cannot bear, especially as the dollar tumbles against the euro and other major currencies. The government has borrowed abroad roughly a quarter of our annual national income in order to pay for the Iraq debacle. We have been told for the first time by a sovereign fund (South Korean, one of the world’s largest) that it will no longer buy U.S. Treasury bonds.
