The particles under scrutiny by Lisa DeLouise, Ph.D., are almost unfathomably tiny. The particles are less than one five-thousandth the width of a human hair. If the width of that strand of hair were equivalent to the length of a football field, a typical nanoparticle wouldn't even belly up to the one-inch line.  In the September issue of the journal Nano Letters, a team led by DeLouise at the University of Rochester Medical Center published a paper showing that nanoparticles pass through the skin of a living organism, a type of mouse commonly used as a model to study the damaging effects of sunlight.  It's the strongest evidence yet indicating that some nanoparticles are so small that they can actually seep through skin, especially when the skin has been damaged.  The health implications of nanoparticles in the body are uncertain, said DeLouise, an assistant professor of Dermatology and Biomedical Engineering and an expert on the properties of nanoparticles. Other scientists have found that the particles can accumulate in the lymph system, the liver, the nervous system, and in other areas of the body. In her study, she found that the particles accumulate around the hair follicles and in tiny skin folds.  DeLouise, a chemist, points out that her study did not directly address the safety of nanoparticles in any way. "We simply wanted to see if nanoparticles could pass through the skin, and we found that they can under certain conditions," she said.  DeLouise's work is part of a broad field known as nanomedicine that is a strategic area at the University of Rochester Medical Center. The area includes research, like hers, looking at the properties of nanoparticles, as well as possibilities like new forms of drug delivery and nano-sensors that can immediately identify microbes and other threats to our health.  While nanoparticles are becoming widely used in the manufacture of consumer products, they are also under a great deal of study in research labs, and there are some processes – including ordinary candle flames – that produce them naturally. Some of the particles are so small, less than 10 nanometers wide (a nanometer is one-millionth of a millimeter), that they are nearly as small as the natural gaps between some skin cells.  In its paper in Nano Letters, the team studied the penetration of nanoparticles known as quantum dots that fluoresce under some conditions, making them easier to see and track compared to other nanoparticles. The scientists looked at the distribution of quantum dots in mice whose skin had been exposed to about the same amount of ultraviolet light as might cause a slight sunburn on a person. The team showed that while the nanoparticles were able to breach the skin of all the mice, the particles passed more quickly through skin that had been damaged by ultraviolet light.  Part of the explanation likely lies with the complex reaction of skin when it's assaulted by the Sun's rays. In response to ultraviolet light, cells proliferate, and molecules in the skin known as tight-junction proteins loosen so that new cells can migrate to where they're needed. Those proteins normally act as gatekeepers that determine which molecules to allow through the skin and into the body, and which molecules to block. When the proteins loosen up, they become less selective than usual, possibly giving nanoparticles an opportunity to pass through the barrier.  In the future, DeLouise plans to study titanium dioxide and zinc oxide, two materials that are widely used in sunscreens and other cosmetic products to help block the damaging effects of ultraviolet light. In recent years the size of the metal oxide particles used in many consumer products has become smaller and smaller, so that many now are nanoparticles. The effects of the smaller particle size are visible to anyone who takes a walk on the beach or stops by the cosmetics counter at a department store: The materials are often completely transparent when applied to skin. A transparent lip gloss that protects against UV light, for example, or a see-through sunscreen may contain nanoparticles, DeLouise says.  "A few years ago, a lifeguard at the swimming pool wearing sunscreen might have had his nose completely covered in white. Older sunscreens have larger particles that reflect visible light. But many newer sunscreens contain nanoparticles that are one thousand times smaller, that do not reflect visible light," said DeLouise, who noted that many people apply sunscr

The time has come to paint the bus. We have been given a really good rate  by 
paint suppliers and a painting company.
 
We still have $400 to go to finish the painting of the bus, before we put logos 
on it.
 
I hand sanded the bus myself. About a couple hours left to go before it can 
roll into the paint booth.
 
The inverter is being repaired, we have batteries to pick up yet. I repaired a 
leak in the grey water tank, and have been checking wire connections and doing 
maintenance here and there.
 
The bus is going to sparkle once the painting is done. We hope it brings some 
attention to the situation of the Akha people.

for their second try. They are used to  directing the affairs of the country 
regardless of the will of the people. The  U.S. Senate is expected to vote 
tonight, Wednesday evening, in favor of a nearly  identical version. This is 
intended to force the House of Representatives to do  the same when they return 
tomorrow, Thursday.

Bush's "No Banker Left  Behind Act" was defeated because of overwhelming 
public opposition. But now the  politicians have come up with an easy answer.

an unprecedented step, Congress  is virtually shutting down its incoming 
constituent email. They are installing  the digital version of riot police, 
protecting the politicians from an enraged  population that demands to be 
heard. 
Congress has acknowledged that it is  receiving millions of emails from the 
people 
of the United States, all opposing  this theft of $700 billion to be handed to 
the richest bankers. People who try  to send emails are likely to receive 
error messages and their emails will not go  through during "peak hours." 
Congress claims that this is a response to the  overwhelming emails to keep 
their 
server from crashing; however, their server  did not crash during the time they 
were receiving the most emails and they  quietly instituted this program late 
Tuesday afternoon.

The U.S. Senate -  this country's version of the House of Lords - is 
returning to do the work  of the White House in league with the biggest 
bankers. Known 
as "millionaires  club" because of the elite status of its members, the U.S. 
senate is playing the  same role that the King's House of Lords played in 
earlier times in British  history, a political barrier created to protect the

The richest 400 Americans -- that's right, just four  hundred people -- own 
MORE than the bottom 150 million Americans combined.  _400  rich Americans_

17richamericans_land.html)  have got more stashed away than half the entire 
country!  Their combined net worth is $1.6 trillion. During the eight years of 
the Bush  Administration, their wealth has increased by _nearly $700  billion_

that they are now demanding we give to them for  the "bailout." Why don't 
they just spend the money they made under Bush to bail  themselves out? They'd 
still have nearly a trillion dollars left over to spread  amongst themselves! 

Of course, they are not going to do that -- at least  not voluntarily. George 
W. Bush was handed a $127 billion surplus when Bill  Clinton left office. 
Because that money was OUR money and not his, he did what  the rich prefer to 
do 
-- spend it and never look back. Now we have a $9.5  trillion debt. Why on 
earth would we even think of giving these robber barons  any more of our money? 

I would like to propose my own bailout plan. My  suggestions, listed below, 
are predicated on the singular and simple belief that  the rich must pull 
themselves up by their own platinum bootstraps. Sorry,  fellows, but you 
drilled it 
into our heads one too many times: There... is...  no... free... lunch. And 
thank you for encouraging us to hate people on welfare!  So, there will be no 
handouts from us to you. The Senate, tonight, is going to  try to rush their 
version of a "bailout" bill to a vote. They must be stopped.  We did it on 
Monday with the House, and we can do it again today with the  Senate. 

It is clear, though, that we cannot simply keep protesting  without proposing 
exactly what it is we think Congress should do. So, after  consulting with a 
number of people smarter than Phil Gramm, here is my proposal,  now known as 
"Mike's Rescue Plan." It has 10 simple, straightforward points.  They are: 

1. APPOINT A SPECIAL PROSECUTOR TO CRIMINALLY INDICT ANYONE ON  WALL STREET 
WHO KNOWINGLY CONTRIBUTED TO THIS COLLAPSE. Before any new money is  expended, 
Congress must commit, by resolution, to criminally prosecute anyone  who had 
anything to do with the attempted sacking of our economy. This means  that 
anyone who committed insider trading, securities fraud or any action that  
helped 
bring about this collapse must go to jail. This Congress must call for a  
Special Prosecutor who will vigorously go after everyone who created the mess,  
and anyone else who attempts to scam the public in the future. 

2. THE  RICH MUST PAY FOR THEIR OWN BAILOUT. They may have to live in 5 
houses instead  of 7. They may have to drive 9 cars instead of 13. The chef for 
their  mini-terriers may have to be reassigned. But there is no way in hell, 
after  forcing family incomes to go down more than $2,000 dollars during the 
Bush  
years, that working people and the middle class are going to fork over one 
dime  to underwrite the next yacht purchase. 

If they truly need the $700  billion they say they need, well, here is an 
easy way they can raise it:  



a) Every couple who makes over a million dollars a year and every  single 
taxpayer who makes over $500,000 a year will pay a 10% surcharge tax  for five 
years. (It's the Senator Sanders plan. He's like Colonel Sanders,  only he's 
out 
to fry the right chickens.) That means the rich will still be  paying less 
income tax than when Carter was president. This will raise a total  of $300 
billion. 

b) Like nearly every other democracy, charge a 0.25%  tax on every stock 
transaction. This will raise more than $200 billion in a  year. 

c) Because every stockholder is a patriotic American,  stockholders will 
forgo receiving a dividend check for one quarter and instead  this money will 
go 
the treasury to help pay for the bailout. 

d) 25% of  major U.S. corporations currently pay NO federal income tax. 
Federal corporate  tax revenues currently amount to 1.7% of the GDP compared to 
5% 
in the 1950s.  If we raise the corporate income tax back to the level of the 
1950s, that  gives us an extra $500 billion. 



All of this combined  should be enough to end the calamity. The rich will get 
to keep their mansions  and their servants, and our United States government 
("COUNTRY FIRST!") will  have a little leftover to repair some roads, bridges 
and schools. 
3. BAIL  OUT THE PEOPLE LOSING THEIR HOMES, NOT THE PEOPLE WHO WILL BUILD AN 
EIGHTH HOME.  There are 1.3 million homes in foreclosure right now. That is 
what is at the  heart of this problem. So instead of giving the money to the 
banks as a gift,  pay down each of these mortgages by $100,000. Force the banks 
to renegotiate the  mortgage so

LA JOLLA, Calif. (MarketWatch) -- Last month, in anticipation of a  
volatile September, I recommended a proactive risk controlled trading  
strategy designed to make money during volatile market conditions.

September was a tough month. have left everyone on edge. However, the  
government has come to the near-term rescue -- at least, they were  
coming when this article was written. If they indeed pass the  
resolution currently on the table, the market should stabilize. I  
expect they will.
Going forward, although I believe a near-term bottom is in place, a  
concise understanding of longer-term trends is important. I'll start  
by offering an idea for October, and follow that recommendation with a  
review of my longer term market analysis. The Investment Rate is, in  
my opinion, the most accurate leading longer term economic and stock  
market indicator ever developed. It is my longer-term analysis, and I  
welcome your thoughts and comments on this subject after you review  
the analysis.
First, because I believe a near term bottom is indeed in place, I am  
interested in buying the market again. Technology is relatively  
sheltered from the financial crisis, and although a global slowdown  
has occurred, tech may be a good place to look if indeed the market  
starts to turn higher as I expect. Avoid financials for now because of  
the lingering concerns, and expect QLD to perform well in September.  
My upside target is near $80.
Be careful though. If the increases occur as I expect, many investors  
might feel comforted that the global credit crisis has been stymied  
and a long-term recovery had begun.
Not so fast
The recent downturn in our economy is rooted much deeper than the  
credit crisis. The mortgage-related mistakes were a near crippling by- 
product of the greed allowed to compound during the past  
administration, but they do not provide insight into the future demand  
for investments. In fact, most people believe, once this credit crisis  
is behind us, buyers will rush back into the market again and the  
economy will restore itself. This might cause some people to try to  
get ahead of this anticipated curve.
If you are trying to get ahead of a long-term rally, think again.
Indeed, I expect a short-term rally, but afterwards I expect  
significant declines. This forecast is based on the findings of the  
Investment Rate.
The Investment Rate measures the demand for investments over long-term  
cycles.
 From 1900 to today, the economy and the stock market have followed  
the trend of the Investment Rate perfectly. The Investment Rate is a  
demographic analysis of investment demand on a consumer level. Many  
economists might argue that demographic analysis is not applicable to  
market cycles, and we would agree that a demographic analysis is not  
applicable to short-term cycles. However, from a long-term standpoint,  
demographics are all that matters to the economy and to the stock  
market.
The Investment Rate measures demand and forecasts directly to market  
cycles.
For example, if demand is increasing over extended periods of time,  
over the course of many years, we could rationally assume that the  
market and the economy will fare well. In fact, this has been the case  
since 1981. Every year, between 1981 and 2007 the demand for  
investments increased annually. More people had money to invest, and  
reason to invest it at the same time. During that upward sloping cycle  
in the Investment Rate market declines and economic downturns were  
short lived, buy-and-hold strategies worked extremely well for passive  
investors, and buying the dips made sense religiously. This was true  
during every major down cycle, including the "crash" of 1987.
However, at the end of 2007 the upward sloping cycle which began in  
1981 came to an end. A new era began at the end of 2007, an era  
representing diminishing demand for investments going forward. The  
Investment Rate identified this in 2002, when it was first offered to  
the public. You can find a complete copy through Reuters Research if

Incidentally, progressive declines in the slope of the Investment  
Rate, which represent declining demand annually over extended  
durations, have only occurred twice before in history. The first was  
the Great Depression. The second was the Stagflation period of the  
1970s.
The declines that began at the end of 2007 relate directly to the  
Great Depression and the Stagflation period of the 1970s because, in  
all three instances,

That's true! So where does he want "to take our nation?" How does his  
version of "service" fit his vision of CHANGE? And what will it cost

There's nothing wrong with the old voluntary, personal service to the  
poor and needy. For centuries, Christian missionaries have given  
their lives and comforts to serve God among the sick, hungry and  
dying people in distant parts of the world. Others have shown the  
same God-given compassion in their own community.



 They've demonstrated His love, shared His Truths, and brought hope  
as well as help to the needy.




Obama's plan is radically different. Aimed at socialist change, it  
would raise "religious" boundaries, limit free speech, and ban  
divisive truths. It must be tolerant of today's amoral values and  
militantly intolerant toward traditional values. And --



like the tactics outlined in Saul Alinsky's "Rules for Radicals" --  
it would use deception and "agitation" to create conflict, and the  
Hegelian/Marxist dialectic process to manipulate minds and establish  
the planned solidarity.[6]




Obama learned all about it during his years as "Community Organizer"  
in Chicago.




THE TRANSFORMING POWER OF "SERVICE LEARNING"

"Service learning" isn't a new phenomenon. It has been well tested by  
U.S. educators for more than a decade. What's new is the scale of  
Obama's plan. His massive system would press students and citizens of  
all ages in a revolutionary government-led program to change the way  
we think and relate to each other.




A more descriptive term would be mass brainwashing! He outlines it on  
his official website:



"Expand Service-Learning in Our Nation's Schools: Obama will set a  
goal that all middle and high school students do 50 hours of  
community service a year. He will develop national guidelines for  
service-learning and will give schools better tools both to develop  
programs and to document student experience."[7]




National guidelines? Documenting each server? Such traditional words  
now carry new meanings [8]and requirements unknown to the public.  
Service learning implies socialist indoctrination through facilitated  
group dialogue designed to break down barriers, manipulate minds, and  
build unity in diversity. All members will be monitored and tracked  
by massive computer networks. And all the personal attitudes,  
beliefs, values, adaptability, and especially resistance to the  
planned change -- i.e. all the countless factors that now define a  
person's "mental health"[9] -- will be recorded within these systems.

Friends,
Everyone said the bill would pass. The masters of the universe were  
already making celebratory dinner reservations at Manhattan's finest  
restaurants. Personal shoppers in Dallas and Atlanta were dispatched  
to do the early Christmas gifting. Mad Men of Chicago and Miami were  
popping corks and toasting each other long before the morning latte run.
But what they didn't know was that hundreds of thousands of Americans  
woke up yesterday morning and decided it was time for revolt. The  
politicians never saw it coming. Millions of phone calls and emails  
hit Congress so hard it was as if Marshall Dillon, Elliot Ness and  
Dog the Bounty Hunter had descended on D.C. to stop the looting and  
arrest the thieves.
The Corporate Crime of the Century was halted by a vote of 228 to  
205. It was rare and historic; no one could remember a time when a  
bill supported by the president and the leadership of both parties  
went down in defeat. That just never happens.
A lot of people are wondering why the right wing of the Republican  
Party joined with the left wing of the Democratic Party in voting  
down the thievery. Forty percent of Democrats and two-thirds of  
Republicans voted against the bill.

Here's what happened:
The presidential race may still be close in the polls, but the  
Congressional races are pointing toward a landslide for the  
Democrats. Few dispute the prediction that the Republicans are in for  
a whoopin' on November 4th. Up to 30 Republican House seats could be  
lost in what would be a stunning repudiation of their agenda.
The Republican reps are so scared of losing their seats, when this  
"financial crisis" reared its head two weeks ago, they realized they  
had just been handed their one and only chance to separate themselves  
from Bush before the election, while doing something that would make  
them look like they were on the side of "the people."
Watching C-Span yesterday morning was one of the best comedy shows  
I'd seen in ages. There they were, one Republican after another who  
had backed the war and sunk the country into record debt, who had  
voted to kill every regulation that would have kept Wall Street in  
check -- there they were, now crying foul and standing up for the  
little guy! One after another, they stood at the microphone on the  
House floor and threw Bush under the bus, under the train (even  
though they had voted to kill off our nation's trains, too), heck,  
they would've thrown him under the rising waters of the Lower Ninth  
Ward if they could've conjured up another hurricane. You know how  
your dog acts when sprayed by a skunk? He howls and runs around  
trying to shake it off, rubbing and rolling himself on every piece of  
your carpet, trying to get rid of the stench. That's what it looked  
like on the Republican side of the aisle yesterday, and it was a  
sight to behold.
The 95 brave Dems who broke with Barney Frank and Chris Dodd were the  
real heroes, just like those few who stood up and voted against the  
war in October of 2002. Watch the remarks from yesterday of Reps.  
Marcy Kaptur, Sheila Jackson Lee, and Dennis Kucinich. They spoke the  
truth.
The Dems who voted for the giveaway did so mostly because they were  
scared by the threats of Wall Street, that if the rich didn't get  
their handout, the market would go nuts and then it's bye-bye stock- 
based pension and retirement funds.
And guess what? That's exactly what Wall Street did! The largest,  
single-day drop in the Dow in the history of the New York Stock  
exchange. The news anchors last night screamed it out: Americans just  
lost 1.2 trillion dollars in the stock market!! It's a financial  
Pearl Harbor! The sky is falling! Bird flu! Killer Bees!
Of course, sane people know that nobody "lost" anything yesterday,  
that stocks go up and down and this too shall pass because the rich  
will now buy low, hold, then sell off, then buy low again.
But for now, Wall Street and its propaganda arm (the networks and  
media it owns) will continue to try and scare the bejesus out of you.  
It will be harder to get a loan. Some people will lose their jobs. A  
weak nation of wimps won't last long under this torture. Or will we?  
Is this our line in the sand?
Here's my guess: The Democratic leadership in the House secretly  
hoped all along that this lousy bill would go down. With Bush's  
proposals shredded, the Dems kn

we are experiencing is more than a financial crisis, however large. 
 
Here is a historic geopolitical shift, in which the balance of power 
in the world is being altered irrevocably. The era of American 
global leadership, reaching back to the Second World War, is over.

You can see it in the way America's dominion has slipped away 
in its own backyard, with Venezuelan President Hugo Chávez 
taunting and ridiculing the superpower with impunity. 
Yet the setback of America's standing at the global level 
is even more striking. With the nationalisation of crucial parts 
of the financial system, the American free-market creed 
has self-destructed while countries that retained 
overall control of markets have been vindicated. 
 
In a change as far-reaching in its implications as the fall 
of the Soviet Union, an entire model of government 
and the economy has collapsed.
 
Ever since the end of the Cold War, successive American 
administrations have lectured other countries on the necessity 
of sound finance. Indonesia, Thailand, Argentina and 
several African states endured severe cuts in spending 
and deep recessions as the price of aid from the International 
Monetary Fund, which enforced the American orthodoxy. 
 
China in particular was hectored relentlessly on the weakness 
of its banking system. But China's success has been based 
on its consistent contempt for Western advice and it is not 
Chinese banks that are currently going bust. 
How symbolic yesterday that Chinese astronauts 
take a spacewalk while the US Treasury Secretary is on his knees.
-
Despite incessantly urging other countries to adopt its way 
of doing business, America has always had one economic policy 
for itself and another for the rest of the world. 
Throughout the years in which the US was punishing countries 
that departed from fiscal prudence, it was borrowing 
on a colossal scale to finance tax cuts and fund 
its over-stretched military commitments. 
-
Now, with federal finances critically dependent on continuing 
large inflows of foreign capital, it will be the countries 
that spurned the American model of capitalism 
that will shape America's economic future.
 
Which version of the bail out of American financial institutions 
cobbled up by Treasury Secretary Hank Paulson and Federal 
Reserve chairman Ben Bernanke is finally adopted is less important 
than what the bail out means for America's position in the world. 
 
The populist rant about greedy banks that is being loudly ventilated 
in Congress is a distraction from the true causes of the crisis. 
The dire condition of America's financial markets is the result 
of American banks operating in a free-for-all environment 
that these same American legislators created. 
-
It is America's political class that, 
by embracingthe dangerously simplistic 
ideology of deregulation, 
has responsibility for the present mess.
-
In present circumstances, an unprecedented expansion 
of govt. is the only means of averting a market catastrophe. 
The consequence, however, will be that America will be 
even more starkly dependent on the world's new rising powers.
 
The federal government is racking up even larger borrowings, 
which its creditors may rightly fear will never be repaid. 
It may well be tempted to inflate these debts away 
in a surge of inflation that would leave foreign investors 
with hefty losses. In these circumstances, will the governments 
of countries that buy large quantities of American bonds, 
China, the Gulf States and Russia, for example, 
be ready to continue supporting the dollar's role 
as the world's reserve currency? 
-
Or will these countries see this as an opportunity 
to tilt the balance of economic power further in their favour? 
Either way, the control of events is no longer in American hands.
-
The fate of empires is very often sealed by the interaction of war and debt. 
That was true of the British Empire, whose finances deteriorated 
from the First World War onwards, and of the Soviet Union. 
 
Defeat in Afghanistan and the economic burden of trying to respond 
to Reagan's technically flawed but politically extremely effective 
Star Wars programme were vital factors in triggering the Soviet collapse. 
Despite its insistent exceptionalism, America is no different. 
 
The Iraq War and the credit bubble have fatally undermined 
America's economic primacy. The US will continue to be 
the world's largest economy for a while longer, but it will be 
the new rising powers that, once the crisis is over, buy up 
what remains intact in the wreckage of America's financial system.
