The little girl was stripped of her clothes and assaulted on a daily basis by pupils her own age within the grounds of a school in Wales. Her ordeal only came to light last night after her mother gave an anonymous television interview. The case has been investigated by police and social workers but an extraordinary cloak of secrecy was thrown over it. The mother said it took two years for school officials to investigate after she complained. A 'serious case review' finally confirmed that sexually harmful behaviour had taken place at the school, but said it was difficult to establish exactly what happened. All of the 23 children involved, aged six to ten, are too young to be prosecuted for the sustained abuse. None were even removed from the school. The school has not been named, to protect the youngster's identity, and the local education authority also remains anonymous. Because of the level of secrecy, there are doubts the authority will ever be held to account over its failings. It also means parents throughout Wales will be haunted by fears that their children attend the school where the ordeal took place. The girl's mother learned about the bullying and sex abuse when she spoke to another parent whose daughter was also being abused. She then broached the subject with her daughter. 'I will never forget the look on her face, the fear on her face,' she said last night. 'I said It is okay, you can tell Mummy, and then it all started to come out. She was telling me things that I think every mother dreads to hear from their daughter. It was horrendous what she'd gone through.' She continued: 'Every day she was being stripped. She was being physically and sexually abused every day. And every day she cried out for help and nobody ever came.' It was only when the six-year-old was moved to another school and her mother took legal action that the local education authority launched the serious case review. It then took two years to report its findings but those findings have not been made public. Incredibly, the local authority has since claimed that the case review had been robust and that the school had received excellent inspections before and after the incident. (AP) Jurors on Tuesday found the Boy Scouts of America negligent and awarded $1.4 million to a former Portland man who was abused by an assistant Scoutmaster in the early 1980s, following a three-week trial in which secret Scout perversion files were used as evidence. The jury also decided the Irving, Texas-based Scouts organization was liable for punitive damages that will be decided in a separate phase of the trial. That would be in addition to the $1.4 million. The Scouts denied allegations of negligence and said the files actually helped them keep child molesters out of their ranks. Lawyers for Kerry Lewis, the victim who filed the lawsuit, argued the Boy Scouts organization was reckless for allowing former assistant Scoutmaster Timur Dykes to continue to associate with the victim's Scout troop after Dykes acknowledged to a bishop for the Church of Jesus Christ of Latter-day Saints early in 1983 that he had molested 17 Boy Scouts. The church was the charter organization for an estimated third to one half of the Boy Scout troops in the nation in the 1980s. The church settled its portion of the Portland case before trial, but the jury ordered it to pay 25 percent of the $1.4 million in noneconomic damages, or $350,000. The Boy Scouts of America must pay 60 percent, or $840,000, while its Cascade Pacific Council must pay 15 percent, or $210,000. Dykes was later convicted three times of various abuse charges involving boys and served time in prison. Shortly before trial, he admitted in a deposition to abusing LewisAll lawyers in the case declined comment pending the second phase of the trial to determine whether to award $25 million in punitive damages. He says, however, that the images did not contain actual people. And he acknowledges that in publicly explaining his report to the FBI, his use of the term child pornography may have been misleading. In his report to the bureau, Sanger says that in his non-lawyer's opinion, he believes that the images violate a US law against obscene visual representations of the sexual abuse of children (18 USC §1466A(2)(A)).
