Recently had to do it Option 1 as already pointed out: Card Reader and a Notebook Option 2 which i had to use: use the tar command to tar everything on the flash card of Router A, then untar on router B. You can use a USB stick. The archive-sw command if available on the ISR might be handy too. From Gateway to Gateway? I'm not sure unless you get a compact flash card reader and copy and paste that way or maybe transfer it like you normally work files to a router.
