No pcd 12.1 does not need to talk to plm or smartlicensing. Let us know how that upgrade goes, that’s a long way! We did a similar upgrade from CUCM 9.1.2 to 11.5 using PCD and it didn't require communication to PLM. We took care of the licensing the following day.
