I've just tried F25 cloud image (`Fedora-Cloud-Base-25-1.3.x86_64.raw.xz`), but the cloud-init is unable to communicate with GCE metadata servers. Full log can be seen here http://paste.fedoraproject.org/489121/47999081/ There is Cloud-init v. 0.7.8.
