“Soldering Iron” effect. A controller handling 100 watts can get pretty hot and not blow a fuse if the fault is a 9.99 amp fault and not a dead short. My solar wiring is only fused on the battery end, the controller itself has no fuse between it and the panel. Not necessarily. Same as in a house, an arc fault (or conceptually similar) can ignite combustible materials at lower-than-protected current levels. So it was a solar charge controller that started the electrical fire. Interesting since the list was just recently discussing solar panels (and I'm planning to do that project in the spring). Either the controller was faulty, overloaded, or improperly installed.
