I have the same issue, I "fix" it by Velcro lashing an extended boathook up the 
port shrouds. I have to have it just right, otherwise it only reduces it 
slightly.

It can also be the mast making the noise. Haul a line up on the halyard and
wrap it around the mast in a few places. It helps on our boat when we have
some howling.

Ditto to the topping lift.

When I climbed onboard last nite, I heard the distinctive sound of a diaphragm 
pump running, except that I don’t have an automatic one. I checked the 
backstay, which usually sounds like a low resonant hum, but it was quiet. Put 
my ear on the boom, and it was loud! The spare halyard I had just put on as a 
temporary topping lift was alternately humming, I could literally see it 
shaking every second. These are a weird phenomenon.

Do you have a topping lift?  I was accidentally tightening my main sheet to 
stop the boom vang squeak...and was tuning my topping lift like a guitar 
string.   Another experience with neighboring boat had a in-mast furler groove 
make spooky notes like a flute when wind hit just right angle. Your results may 
vary...

Unrelated - My wife and I first started sailing in the late 80s on a swing keel 
venture 22.  It was trashed and bought at a bankruptcy sale.   We had some 
great adventures, and certainly envied the then new C‘s that abounded here in 
the Toronto area.  The venture’s swing keel was suspended by a steel cable on a 
winch, which was under tension.   As speed increased the cable would resonate.  
It had three pitches, low, mid, high.  As any speed was gained, it would start 
a low hum and we’d say the cellist has arrived.  As the seas picked up it would 
alternate rhythmically between low and mid.   It was kind of soothing.    
Pachabel’s canon in d comes to mind, tempo-wise.   In perfect surfing 
conditions, the knot meter would pin at 10 and the high pitch would be hit in 
the surges - think Vivaldi.    Great fun.   if only the mast had also 
resonated!

Unrelated - My wife and I first started sailing in the late 80s on a swing keel 
venture 22.  It was trashed and bought at a bankruptcy sale.   We had some 
great adventures, and certainly envied the then new C‘s that abounded here in 
the Toronto area.  
The venture’s swing keel was suspended by a steel cable on a winch, which was 
under tension.   As speed increased the cable would resonate.  It had three 
pitches, low, mid, high.  As any speed was gained, it would start a low hum and 
we’d say the cellist has arrived.  As the seas picked up it would alternate 
rhythmically between low and mid.   It was kind of soothing.Pachabel’s 
canon in d comes to mind, tempo-wise.   In perfect surfing conditions, the knot 
meter would pin at 10 and the high pitch would be hit in the surges - think 
Vivaldi.Great fun.  
 if only the mast had also resonated!

I run messenger lines in place of my halyards for the winter and this 
past winter the parachute cord I use for the main halyard sings like a 
guitar string in very gentle breezes.  When I tighten it up it changes 
pitch.  Willing to bet somewhere you've got a vibrating line, as others 
noted the telltale being "only when a wind blowing".

Operative words..."only with a wind blowing"...it is most likely the
rig singing to you so how do you stop itit did on my boat
when I was on a mooring...first I changed the rig tuning (shroud
tension loosened off a little)worked for a while but not
completelyreset shroud tension and then took ordinary white tape
and wrapped it around my 4 shrouds (6 to 8 wraps per shroud) 
approx. 8' feet from the deck...silence.

Probably not a UFO causing your rig singing...now you have to figure
out how to stop the rig from resonating in the wind?
