Peter,
It looks like a Jenday Conure ( Jandaya Parakeet) and should only be in
Colorado for aviculture purposes.
The only parrot I'm aware of that is/was??? breeding outside of captivity
in the wild in Colorado was the Monk Parakeet.   Monk Parakeets are
"technically" on the books as prohibited for sale, ownership, etc..   There
are many states where they are invasive and people irrationally fear
nesting behaviors can pose a danger to power lines, etc.   I believe this
might have been the case years back in the Boulder area and might be why
Colorado prohibits them.   Well, I have a handicapped "Quaker Parrot" (just
don't tell the authorities it is the same as a Monk Parakeet).  She's at
least 12 and has healed wing and leg fractures from previous home.   If I
could play the cello my Quaker would be trying to take apart the bow and my
African Grey would be sitting on my shoulder bobbing to whatever beat I'm
attempting to play.   It's a good thing I play French Horn.

[cobirds] CFO 2020 Convention in Pueblo has been canceled

CFO Community,

In recognition of the pervasive and ongoing public health emergency posed
by COVID-19, we have chosen to cancel the 2020 CFO convention in Pueblo.
Instead, the 2021 CFO convention will be held in Pueblo. The exact dates
and other details will be announced later in the year and we look forward
to seeing everyone there.

Convention registration for 2020 will be removed and registration for 2021
will start anew in March of 2021. Please note: registration for 2020 will
NOT carry over to 2021. Please review the FAQ below regarding the process
for refunds and cancellations. Thank you for your patience and
understanding while we manage this unprecedented situation in the name of
protecting each other’s health and safety.

We thank all the individuals and trip leaders who have volunteered, or were
planning on volunteering, their time as part of the CFO Convention. We look
forward to being able to work with you again in 2021.

In the interim, we invite the CFO community to take advantage of each
other’s camaraderie and support as well as our online resources and social
outlets, including the CFO website , COBirds
, and CFO Facebook Page
 to keep each other’s spirits
high during this challenging time.

The trail was very quiet today with just a few small groups and bicycles.
Finally the trail is dry.


Weather:
The predicted SW winds did not materialize. Winds were light South when I
arrived and NE 7-10 when I departed. A thick haze gradually formed during
the count period, limiting visibility of the western ridge.

Raptor Observations:
Few raptors flew along  dinosaur ridge and most were non migrants. Raptors
were detected migrating along the western ridge after 1000, but they were
difficult to locate and identify because of distance and haze.

Non-raptor Observations:
A small flock of unidentified swallows were seen to the west. Today’s
count was conducted from the power line to allow easier social distancing.

Site Description:
Dinosaur Ridge is the only regularly staffed hawkwatch in Colorado and is
the best place in the world to see migrating Ferruginous Hawks. Dinosaur
Ridge may be the best place in the country to see the rare dark morph of
the Broad-winged Hawk (a few are seen each spring). Hawkwatchers who linger
long enough may see resident Golden Eagles, Red-tailed Hawks and Prairie
Falcons, in addition to migrating Swainson's, Cooper's and Sharp-shinned
Hawks, American Kestrels and Turkey Vultures. Peregrine Falcons and
Ferruginous Hawks are uncommon; Northern Goshawk is rare but regular.
Non-raptor species include Rock Wren, and sometimes Bushtit, Western
Bluebird, Sandhill Crane, White-throated Swift, American White Pelican or
Dusky Grouse. Birders are always welcome. 
The hawkwatch is generally staffed by volunteers from Bird Conservancy of
the Rockies from about 9 AM to around 3 PM from March 1st to May 7th.

Directions to site:
>From exit 259 on I-70 towards Morrison, drive south under freeway and take
left into first parking lot, the Stegosaurus lot. Follow small signs from
the south side of lot to hawkwatch site. The hike starts heading east on an
old two-track and quickly turns south onto a trail on the west side of the
ridge. When the trail nears the top of the ridge, turn left, head through
the gate, and walk to the clearly-visible, flat area at the crest of the
ridge.

[cobirds] Lesser Black-backed Gull

A Lesser Black-backed Gull alternate plumage was found at San Luis Lake 
March 25th by Dale and Bev Hettinger. This represents, so far as I know, 
only the 4th San Luis Valley record for the species. (Alamosa Cty) . The 
next most recent LBBG was one I photographed at San Luis Lake in 2018, and 
I wonder if this is the same bird returning to a familiar area.

 A Mexican Duck was found last week at the Monte Vista Refuge Auto Tour 
Loop by Lance Cheslock and Rachael Couoh (Rio Grande Cty).

Still lots of cranes here in the Valley. Best places to view them are on 
the 7S and 3E roads, Monte Vista Refuge.   

I have read the conditions on the latest COVID 19 order for Colorado. One 
of the permitted activities reads as follows:

"To engage in outdoor activity, such as, walking, hiking, nordic skiing, 
snowshoeing, biking or running. For purposes of outdoor activity, state 
parks will remain open to the public to engage in walking, hiking, biking, 
running, and similar outdoor activities but all playgrounds, picnic areas, 
other similar areas conducive to public gathering, and attended areas shall 
be closed." 

So what that means is we can still go out and bird individually IMO. Stay 
well all.

until April 11, is that it does permit recreation including birding, as long as 
group activities are avoided, and social distancing practices are in use. 
However, be smart, folks. Avoid ANY public areas where the pandemic virus may 
be lurking on surfaces, and stay home if you have symptoms. Stay home if you 
are in a high risk group. It is imperative that we slow the epidemic curve of 
this virus to avoid overwhelming the health care system.

JEFFERSON COUNTY:
—On Mar 21 two Long-tailed Ducks were reported on the JeffCo side of South 
Platte Reservoir. First reported Mar 11 by David Bailey.
—On Mar 17 a Yellow-billed Loon was reported at Standley Lake Park - north 
shore. First reported Mar 14 by Peter Ruprecht.
—On Mar 15 the wintering PACIFIC WREN was reported at Bear Creek Lake Park in 
Lakewood. First reported Dec 22 by Chris Wood and a first record for JeffCo. 
Location: Walk to creek from Whitetail Deer parking area; a favored area is 
50-100 feet downstream. Note: Fee required for entry to this city park via 
daily or annual pass (NOT a state park).
 
LARIMER COUNTY:
—On March 21 a Glaucous Gull was reported at Topminnow Natural Area (East 
Horsetooth Gravel Pit) by Robert Beauchamp.
—On March 20 a PURPLE FINCH was reported in Fort Collins at Maple and Fishback 
by David Wade.
—On March 19 huge flocks of 2,000+ Rosy-Finches were reported in Estes Park at 
the home of Scott Rashid.  The flocks were mostly Gray-crowned Rosy-Finches 
with a few Brown-capped Rosy-Finches mixed in.   As of yesterday morning there 
was 1 Black Rosy-Finch.

Scott is graciously permitting birders to come see them, but requested that 
people let him know when they might be visiting.  Please do not visit without 
first calling him.
