Special Information:
The Montana State Library (MSL) seeks a creative and technically skilled 
individual to serve as a Library Systems Analyst and lead our Information 
Products team. This Library Systems Analyst implements, maintains and provides 
support for library technologies for the Montana State Digital Library (MSDL).  
In collaboration with the State Library Information Technology Work Group, and 
leading Information Products staff, the Library Systems Analyst develops, 
tests, deploys, and maintains information technology to support a range of 
discovery, acquisition, description, access, preservation, security, and 
repository services. This work includes software maintenance and development, 
upkeep and development of the MSDL website and integration of various 
information technologies including MSL's integrated library system, automated 
content management system, local system networks, databases, and other systems 
and applications.

Duties:
This position works with the Information Products team to prioritize and manage 
the development, procurement, and maintenance of the website and access tools 
of the Montana State Digital Library (MSDL, or Digital Library).  This position 
serves as a liaison between the Digital Library and the MSL IT group.  Working 
with the Digital Library Administrator, the Information Products team, and 
leads from our User Services and Information Management teams the Library 
Systems Analyst will set priorities and make recommendation about the best use 
of resources for tool procurement, development, and maintenance.

A key component of this job is work with the User Services team to understand 
how existing tools are being used, identify gaps in the services provided, and 
recommend and support training opportunities to improve the user experience and 
gain valuable feedback for continuous improvement to the tools we maintain.

This positon will work with the Information Products team and the IT group to 
trouble-shoot technical issues, resolve authentication issues, and customize 
user interfaces, publicizing resources, gathering statistics and feedback and 
making recommendations to the Digital Library Administrator for the maintenance 
or discontinuation of resources.

The majority of the work effort for this position will be focused on research 
and development, business process analysis, and project management with time 
also spent overseeing the websites and applications (internal and external) of 
the Digital Library, providing user support, and supervising staff.

This position provides leadership, supervision and guidance to staff within the 
Information Products team of Digital Library.  With support from the Digital 
Library Administrator coordinates work priorities for performance management, 
approves time sheets and leave requests.

Qualifications:

Competencies:
The position requires a broad and advanced knowledge of existing and emerging 
technology used in library science and information management.  This includes 
knowledge of the electronic, audiovisual, and information formats, 
technologies, and resources; hardware and software systems necessary for the 
operation of the library and management of its resources.  Familiarity with 
Geographic Information Systems and spatial data management is desirable but not 
required.  Knowledge of, and experience with supervisory practices preferred by 
not required.

The position is expected to stay current on emerging technologies for 
information management and access and to guide efforts within the library to 
continuously assess and improve information products and tools used both 
internally and externally.

We are seeking a candidate that demonstrates:

  *   Knowledge and experience with library-specific software and with emerging 
technologies.
  *   Knowledge or experience with integrated library systems.
  *   Skill in extraction and manipulation of data between and among IT systems 
and experience with ETL tools
  *   Knowledge, skills, and experience with relational database management 
systems, e.g. MS SQL.
  *   Knowledge, skills, and experience with systems analysis, design, and 
testing.
  *   Knowledge, skills, and experience documenting techniques and procedures.
  *   Knowledge, skills, and experience in information architecture.
  *   Knowledge, skills, and experience with web usability practices and 
standards.
  *   Knowledge, skills, and experience with scripting web languages including 
.NET.
  *   Knowledge, skills, and experience in developing application software.
  *   Knowledge of metadata record structures such as MARC, Dublin Core and/or 
GIS metadata and their manipulation.
  *   Knowledge, skills, and experience with operating systems, hardware and 
software.
  *   Skills in balancing multiple assignments and projects.
  *   Excellent communication, problem-solving, and interpersonal skills.
Education/Experience:
The position requires a combination of education and experience equivalent to a 
bachelor's degree* in computer science, information systems, computer 
engineering, or a very closely related field and four years of progressively 
responsible related experience, including specific experience in website 
development, installation, and configuration, and web applications development.

*Job related training and certification and/or an associate's degree plus 
directly related experience may be considered equivalent to a bachelor's degree.

Other education, training (software), certification (CPA), or licensing (pilot, 
psychologist) required (please specify):

JavaScript, HTML, SQL, XML, Object Oriented Programming (OOP), CSS, and HTTP; 
Microsoft development technologies (VBA, C#, .NET, .ASP); Microsoft development 
environments (Visual Studio, SQL Server Management Studio)

3-4 years of job related work experience is preferred.  An advanced degree in a 
related field or other relevant advanced education or training may be 
substituted for work experience.

Supervision:
This position is responsible for direct supervision of two FTE.
