[BEAM-484] Datastore Read as a composite PTransform

- Datastore Read as a composite PTransform:
Create.of(query) | ParDo.of(split query) | Reshard | ParDo.of(read from 
query)

- Dynamic rebalancing support comes for free as it happens after the 
sharding of queries (GBK)
