Tested on 3.0 and not able to replicate, so looks like CASSANDRA-7273 didn't do 
this but something over time saw the lower case global static field and tried 
to use it differently.

Seems global static state was added to CASSANDRA-14888 with names that are 
lower case, so all the cleanup logic for a single table attempts to delete all 
global metrics...

I have seen this as well with server running JVM 11 and nodetool JVM 11, the 
issue went away on restart.

I took a dump of the metrics and saw that the tables had the MBeans registered, 
but not TableMetrics (though some tables had both).

My bad, server is using JVM 11 and nodetool client using JVM 8 that is the 
reason.
