   So, that particular one is built against CUDA 8, so you?d need to install
   CUDA 8. You can still have CUDA 9 installed. Mxnet supports CUDA 9 if you
   build it yourself from master or 1.0 branch.

   I believe the newest branch will build with CUDA 9. Sorry, I have forgotten
   ? are you building locally? Where is this dll on your machine?

   If the dll is indeed there, run depends.ex on it and it should tell you what 
dll is missing:
