I'm about to mark this issue resolved, if we could not really move forward 
identifying the real problem.
Please also check if it is not some virus/security scanner that are making FS 
slow. The other day I've just installed NetBeans 9.0 from it's zip 
distribution, unpacking the zip took more than half an hour on a very stuffed 
up computer with NVMe drive, due to some Virus scanner scanned each and every 
file sequentially. It's a shame.
