Maven fails incremental builds when there are source files that do not generate 
class files. One example of this is package-info.java. This (old) issue is 
tracked at MCOMPILER-205, where the recommended workaround is adding an 
annotation to the class.

After this, with some other related fixes, I was able to do a proper 
incremental maven build.

Users can configure the desired class to use for a given codec via a property 
like {{hadoop.security.crypto.codec.classes.aes.ctr.nopadding}}. However, even 
though we provide a default value for this codec in {{core-default.xml}}, this

As a result, client deployments that do not include {{core-default.xml}} cannot 
resolve any codecs, and get an NPE.

For HDFS-5350 we'd like to report the last few fsimage transfer times as a 
health metric. This would mean (for example) a sliding window of the last 10 
transfer times, when it was last updated, the total count. It'd be nice to have 
a metrics class that did this.

It'd also be interesting to have some kind of time-based sliding window for 
statistics like counts and averages. This would let us answer questions like 
how many RPCs happened in the last 10s? minute? 5 minutes? 10 minutes?. 
Commutative metrics like counts and averages are easy to aggregate in this 
fashion.

ViewFileSystem currently passes unqualified paths (no scheme or authority) to 
underlying FileSystems when doing a rename. DistributedFileSystem symlink 
support added in HADOOP-9418 needs to qualify and check rename sources and 
destinations since cross-filesystem renames aren't supported, so this breaks in 
the following way

- Default FS URI is configured to viewfs://viewfs
- When doing a rename, ViewFileSystem checks to make sure both src and dst 
FileSystems are the same (which they are, both in same DFS), and then calls 
DistributedFileSystem#rename with unqualified remainder paths
- Since these paths are unqualified, DFS qualifies them with the default FS to 
check that it can do the rename. This turns it into viewfs://viewfs/path
- Since viewfs://viewfs is not the DFS's URI, DFS errors out the rename.

 to FileContext. The work is mostly moving the client-side link resolution 
 code to a shared place and porting the tests or modifying them to be FC/FS 
 agnostic.

Based on discussion in HBASE-6261 and with some HDFS devs, I'd like to make 
better high-percentile latency metrics a part of hadoop-common.

I've already got a working implementation of [1], an efficient algorithm for 
estimating quantiles on a stream of values. It allows you to specify arbitrary 
quantiles to track (e.g. 50th, 75th, 90th, 95th, 99th), along with tight error 
bounds. This estimator can be snapshotted and reset periodically to get a feel 
for how these percentiles are changing over time.

I propose creating a new MutableQuantiles class that does this. [1] isn't 
completely without overhead (~1MB memory for reasonably sized windows), which 
is why I hesitate to add it to the existing MutableStat class.
