Thanks all for the work here.

As [~gabor.bota] found out in an offline review, it seems the whitespace and 
checkstyle are not addressed before committing. I understand everyone is busy, 
but this is a bad practice and should not be followed. :)

[~kihwal], can you review this patch? I believe it will address your concerns 
for now. It solves the immediate problem by removing disk IO from the disk 
check path. 

HDFS-13538 is the second part of the change to restore disk IO for HDFS disk 
checks but also add an exception for disk full. That should not block any 
releases.

Yes it is a blocker. The performance regression was introduced in HADOOP-13738. 
For the 2.8.4 release, it was reverted in the release branch.  If the 3.0.x 
release schedule does not allow waiting for this to complete, reverting it in 
the release branch (i.e. branch-3.0.3) is an option.

1. This jira seems an important one, would you please confirm it's a blocker 
for 3.0.3?

Split this out into separate changes. For now this fixes Hadoop Common to avoid 
doing disk IO unless explicitly requested to address the immediate concern.

Will add the disk full check via HDFS-13538.
