I could have sworn the server already enabled SO_REUSEADDR...  I'd prefer for 
the default to be true because how many people really want to wait for the 
socket state to clear up?

[~adam.antal] based on a quick analysis, this socket option is disabled on 
every major OS, so setting it to false by default doesn't break anything. 
Having said that, a 100% perfect solution is simply not touching it if not 
defined in the config. If we want to be extra-safe, it's a viable approach.

Hi [~pbacsko], I have one tiny remark on the patch: there is a spurious empty 
line in the core-default change which could be removed. 
That could be fixed on checkin and should not need a new patch.
