Description:
The use case for this is storing transaction logs, which, unlike HBase logs,
need to be appended, instead of created every time.
Currently, hadoop-azure has append support but only for Block Blobs, which are
not suited for transaction logging.
After a quick look, I think the existing {{PageBlobOutputStream}} can be easily
adapted to support appends. It already contains logic to re-upload the last
page if it's not full.
