this adds diagnostics to help find why tests are failing,
* StatsDSink: binding diags of HADOOP-14200
* TestFsShellList: fixes of HADOOP-14199
* TestShellBasedUnixGroupsMapping don't run the tests windows doesn't like
* TestLambdaTestUtils allow for slower machines by not worrying about the retry
count, other than a retry must have happened.
* TestWinUtils: more diagnostics of failures
TestWinUtils was still failing;in the "insufficient memory," test; the fix for
that appears to be "ask for much more heap". Maybe JRE changes to heap
allocation caused the JVM to not ask for that full -Xmx amount, so hide the
problem.
My windows test VM is still having problems with hostnames and things; I've
given up worrying about that.
