I have confirmed that the above patch works by applying it and running xev. I have a patch, taken from SO. Patch is attached for package xorg-server. After building with it, you need to install xserver-xorg-core-*.deb package generated. Or at least that is my interpretation. BTW this is still an issue in bionic as of today. I have never read the ubuntu/gnome sources before, so please forgive if I have misinterpreted something.
