Dear Colleagues,

Just to provide you with a brief update, as we also just shared a quick update 
with the colleagues of DGCONNECT based on our observations this week.

So far, we are not aware of any major issues caused by the increased load. You 
may have seen that some of our colleagues have also been looking at data 
collected by our Routing Information System and they also conclude that there 
are no significant changes

).

We did point out the issue of site access, as it was mentioned here, and also 
flagged that issues might arise from disruptions in the supply-chain and global 
logistics that our industry depend on, also for instance for timely deliver of 
spare parts.

In return, they pointed us to an earlier statement by BEREC,which lays out some 
of the efforts taken by the national regulatory agencies to monitor the 
evolution of traffic patterns. The same document also makes reference to the 
exceptions granted under the Open Internet Regulation with regards to traffic 
management measures that networks are allowed to take to prevent or mitigate 
network congestion.

Hi Luca,

I think a case-study could be very useful, perhaps could be useful even beyond 
this contingent time, I am reading in some IETF mailing list about setting up 
guidelines for preparedness and resilience, maybe is something the RIPE 
community can have an appetite for as well. I think we can learn a lot from the 
Italian experience, in terms of lessons learned and identification of potential 
safety measures. Wo could volunteer for this (taking into account, obviously, 
the scarce resources that are currently deployed to face the emergency)?

As Italian I follow Sara suggestion.
There are some bottom up experiences that can be shared but think other 
countries already in lockdown can do the same.
I can do as an IXP but, if there are other Italians in the group from ISPs, 
they can do on their side.

I second Chris' suggestions, very interesting topics and such an agenda fills 
up quickly.

One interesting topic, giving the time we are living in, could be how to make 
sure policymakers and standard organisations as well as technical communities 
can find a common discussion ground. We will likely see a substantial change in 
our ways of living and working (I assume most of us are actually teleworking 
now and this is already a change!). It may sound a bit philosophical, but we 
are possibly the best placed group in the Cooperation WG to try to find at 
least some pointers towards where this impending cooperation could be oriented.

Another perhaps interesting topic could be learning from the experience of our 
Italian colleagues, who are at the forefront of this crisis and had to deal 
first with a surge of issues.

Jumping in from the RIPE NCC side here… there are a number of developments that 
we could report on:

- developments in the ITU discussion (including the “new IP” proposals that 
have received some attention in recent months)
- developments in EU regulation (including the upcoming review of the Digital 
Services and its implications for intermediary liability - though this may be 
delayed as the Commission manages its own COVID-19 adjustments - and work with 
ENISA)
- broader regulatory developments, including in relation to IPv6 adoption 
strategies, and updates on specific relevant national regulatory efforts, such 
as continue to develop in Russia and other countries in the RIPE NCC service.

So while we’re certainly happy to contribute to (or substantially make up) the 
agenda for a Coop session, it would be great to hear if that’s something that 
working group members would find useful, and whether there are any specific 
issues (including, but not limited to the ones I’ve mentioned above) that you’d 
like to hear an update on.
