[Cosign-discuss] requested v2 for v3 service

I'm trying to bring up a cosign server using 3.3.0rc1.

All of the cosign filters connecting to the server are v3, but probably
older versions (3.0.x, 3.1.x)

When I try to connect, I get a cosign error page:

Error: Unknown service
We were unable to locate a service matching the one provided.

The corresponding error in the apache error log on the cosign server is
requested v2 for v3 service.

Don't all versions of the 3.x filter speak v3 of the protocol?
