Ultimately it's totally arbitrary.  When I decided to do this[1] , I needed
to pick a date.  After Ed pointed out that +0 projects are RC3 this week I
offered to move it, but since nobody responded to that I took it to mean I
could go forward.

However I'm willing to hold off if this list is uncomfortable with this
kind of change this close to release.

[cross-project-issues-dev] Eclipse Platform PPC64 actual removal for 4.9

As announced more than a year ago [1]. We planned to drop ppc64 (be) for
4.8. It was kept for one more year and there was no concern so for 4.9 it's
going out when build start in this stream.
