Indeed you need to ask for commit rights.  E.g., I did that via the 
following Bugzilla request:


  https://bugs.eclipse.org/bugs/show_bug.cgi?id=529851

So please open a Bugzilla like that one against Community/Cross-Project.

In the interest of timeliness, I've approved the review on your behalf 
(with my god-like powers).

Hello Ed,

This sounds promising, but I do not have +2 option to submit it.
I assume it requires a "committer" rights for 
simrel/org.eclipse.simrel.build and I'm not sure that everyone has it by 
default.

This is generally "self serve".  You commit to Gerrit and if the build 
verifies the changes don't cause aggregation problems you give your own 
+2/+1 and then submit it.

The staging repository for 2019-06 M1 is complete and ready for EPP.

To confirm that everything works as expected, please test
