What you are writing here does not make sense. Not all servers are being
ran on preset CS:GO gameservers with fancy admin panels and such, some
people actually want to save money and just use dedicated servers and
virtual private servers with SSH access for that. Obviously no server
provider which does not specialize in source servers is going to bother
with this at all.
A legitimate way of stopping this nonsense is by Valve improving their
detection system on whether a server uses illegal plugins or not.
