Since the alleged victims are only just now remembering the alleged incidents, it would seem to possibly be a case of recovered memory... The wording was quoted verbatim from the article. So what? It doesn't matter where it came from. It matters where it ended up. Why did you post it in its entirety? A summation would have sufficed. I beg to differ. I'd much rather read the article myself, than have it filtered through someone's subjected summation... Even warning posted over a blank screen would have been polite. That way people who wanted to read it could have paged down to it. That way people who open the post without knowing what was in it would be spared, if they chose, from having to look at it. The subject heading was pretty clear regarding what the subject matter was about...what did you expect to find, Mother Goose rhymes? But not everyone here feels as I do. Some people wish to limit what they see. Would it hurt so much to be a little polite to them? Yes, because you are asking us to selectively censor postings. Almost anything posted on this list can potentially offend someone else...so where do we draw the line? It's a small thing. Show a little respect. You're in their home, often in their bedroom. That's their turf. You're a guest. Show respect for the local customs. We are not in their homes. Rather we all are leaving our homes and entering a semi-public 'club' set up by the list owner. In 'real life', if one doesn't like the atmosphere of a club then one shouldn't patronize that establishment...but one doesn't have the right to enter such an establishment and demand that the patrons alter either their behavior or their speech to suit the offended person. Your argument reminds me of an acquaintance who once complained about some cable channel broadcasting the Paris Lido show...the broadcast always occured during the wee hours of the morning, but my friend got all upset over the idea of children seeing the skimpily-clad showgirls... My friend's own child never saw it...no, what had her upset was the fact that she had learned that her neighbors watched the show, and that often-times the neighbors' child would wake up in the middle of the night and come join his parents while they were watching this broadcast... So this person wanted the show off the air because she thought it was terrible that this neighbor's child occasionally saw the show... And she couldn't understand it when I pointed out that this was a cable channel...one had to PAY to receive it, it wasn't available via general broadcast -- so it was the CHOICE of these neighbors of hers to pay for the channel that broadcast this show, just as it was the choice of my friend NOT to pay for that channel. It was also the neighbor's choice to stay up late and tune in that particular channel. It was also their choice to allow their son to wake up and come out and join them while they watched the show, rather than sending him back to bed. It is all a matter of CHOICE. If one doesn't like the subject matter on either the channel or the email list, one has the choice not to watch/read. One also has the choice not to even receive it, if it offends them so much. But don't go taking away the CHOICE of the rest of us to be able to read anything... Otherwise, you will drive some of these people off of this list and out of my life and I will be very angry about it because I value access to what they bring to to the list. Quite frankly, most of the ones who are complaining the loudest have rarely contributed much of value to this list... Do not drive them away by flaunting things you know will alienate them How was the person who sent the article to the list to know that it would 'alienate' the lily-livered whiners? Choice is the issue here. If some of the people on this list want a choice as to whether or not to have stuff like that in their face, we ought to give them the choice. Saba SHARON, Ariel Ariel Sharon, whose original name is Sheinerman, was born in Kfar Malal on a moshav (agrarian community) in 1928. In 1952-53, he attended the Hebrew University of Jerusalem in History and Oriental studies. In 1953, he founded and led Unit 101, an élite unit dedicated to leading retaliatory strikes against the Palestinian fedayeen attacking Israel from Gaza and the West Bank. During the 1956 war, he served as commander of a parachute brigade. His breach of discipline during this war angered the army command, and his advancement in the army ranks was suspended for years. In 1957-58, he studied at Camberley Staff College in the United Kingdom. During the years 1958-62, he i.a. served as commander of an infantry brigade and studied law at Tel-Aviv University. In 1962, he became Commander of the IDF armoured brigades. He was then appointed Head of Northern Command Staff in 1964 and Head of Southern Command Staff in 1969. Considering his chances slim of being appointed Chief of Staff, Sharon resigned from the army in June 1972 but was recalled to military service in the 1973 war. In December 1973, he was elected to the Knesset on the Likud lists although he had no strong party affiliations. In 1974, he resigned his seat and left Likud to become, from 1975 to 1977, Prime Minister Yitzhak Rabin's special security adviser. In 1976, he formed a new party, Shlomzion, which gained two seats in the 1977 elections. This party disappeared shortly afterwards when Sharon joined Likud again and entered Menahem Begin's government as Minister of Agriculture and Chairman of the Ministerial Committee for Settlements until 1981. Although he has never been religious, he supported the Gush Emunim movement and was thus viewed as the patron of the messianic settlers movement. He used his position to encourage the establishment of a dense network of Israeli settlements in the Occupied Territories and contested the possibility of return of these territories under Arab sovereignty. Minister of Defence in the second Begin government in 1981, he masterminded Israel's invasion of Lebanon in June 1982. Under the findings of an official Commission of Inquiry (the Kahan Commission), he was held responsible for the massacres perpetrated in the Palestinian camps of Sabra and Shatila in September 1982. He resigned from his post in 1983 but remained Minister without portofolio until 1984. In the national unity government of 1984, Shimon Peres appointed him Minister of Trade and Industry. During these weeks, over 100 Palestinians were killed, including 30 children, often by "excessive use of lethal force in circumstances in which neither the lives of the security forces nor others were in imminent danger, resulting in unlawful killings," Amnesty International concluded in a detailed report that was scarcely mentioned in the US. The ratio of Palestinian to Israeli dead was then about 15-1, reflecting the resources of force available. Barak's plan was not given in detail, but the outlines are familiar: they conform to the "final status map" presented by the US-Israel as the basis for the Camp David negotiations that collapsed in July. This plan, extending US-Israeli rejectionist proposals of earlier years, called for cantonization of the territories that Israel had conquered in 1967, with mechanisms to ensure that usable land and resources (primarily water) remain largely in Israeli hands while the population is administered by a corrupt and brutal Palestinian authority (PA), playing the role traditionally assigned to indigenous collaborators under the several varieties of imperial rule: the Black leadership of South Africa's Bantustans, to mention only the most obvious analogue. In the West Bank, a northern canton is to include Nablus and other Palestinian cities, a central canton is based in Ramallah, and a southern canton in Bethlehem; Jericho is to remain isolated. Palestinians would be effectively cut off from Jerusalem, the center of Palestinian life. Similar arrangements are likely in Gaza, with Israel keeping the southern coastal region and a small settlement at Netzarim (the site of many of the recent atrocities), which is hardly more than an excuse for a large military presence and roads splitting the Strip below Gaza City. These proposals formalize the vast settlement and construction programs that Israel has been conducting, thanks to munificent US aid, with increasing energy since the US was able to implement its version of the "peace process" after the Gulf war. For more on the negotiations and their background, see my July 25 commentary; and for further background, the commentary by Alex and Stephen Shalom, Oct. 10. The goal of the negotiations was to secure official PA adherence to this project. Two months after they collapsed, the current phase of violence began. Tensions, always high, were raised when the Barak government authorized a visit by Ariel Sharon with 1000 police to the Muslim religious sites (Al-Aqsa) on a Thursday (Sept. 28). Sharon is the very symbol of Israeli state terror and aggression, with a rich record of atrocities going back to 1953. Sharon's announced purpose was to demonstrate "Jewish sovereignty" over the al-Aqsa compound, but as the veteran correspondent Graham Usher points out, the "al-Aqsa intifada," as Palestinians call it, was not initiated by Sharon's visit; rather, by the massive and intimidating police and military presence that Barak introduced the following day, the day of prayers. Predictably, that led to clashes as thousands of people streamed out of the mosque, leaving 7 Palestinians dead and 200 wounded. Whatever Barak's purpose, there could hardly have been a more efficient way to set the stage for the shocking atrocities of the following weeks. The same can be said about the failed negotiations, which focused on Jerusalem, a condition observed strictly by US commentary. Possibly Israeli sociologist Baruch Kimmerling was exaggerating when he wrote that a solution to this problem "could have been reached in five minutes," but he is right to say that "by any diplomatic logic [it] should have been the easiest issue to solve (Ha'aretz, Oct. 4). It is understandable that Clinton-Barak should want to suppress what they are doing in the occupied territories, which is far more important. Why did Arafat agree? Perhaps because he recognizes that the leadership of the Arab states regard the Palestinians as a nuisance, and have little problem with the Bantustan-style settlement, but cannot overlook administration of the religious sites, fearing the reaction of their own populations. This Hollywood horror fairy tale is not true, or it is at least comparable with another fairy tale closer to our times: the total demonisation of Adolf Hitler. Here we offer you the true story of Prince Vlad Dracula the Impaler, Orthodox Christian Crusader of the 15th Century. FACING THE TURKISH THREAT Mahomed II entered history as an extremely ambitious Sultan. His two main goals were to conquer Central Europe and Constantinople. In order to fulfil his plans he had to occupy Belgrade - the gateway to Central Europe. Thus the Orthodox Romanian Medieval States and the Catholic Hungarian Kingdom became the direct targets of Mahomed II. Amidst the peoples, the idea of a Crusade grows, an idea which will be accomplished by Iancu Corvin of Hunedoara, Vlad Dracula the Impaler and St. Stephen the Great. Iancu Corvin of Hunedoara was a Romanian Catholic military Lord in South-West Transylvania. He also had the jurisdiction of Southern Banat, on the Danube across which the Ottoman threat was coming. In 1440, after the Hungarian King dies, Iancu Corvin helped the application of the Polish King Vladislav III for the Hungarian Crown. After the nomination of the new King in Budapest, Iancu Corvin was named Prince of Transylvania, in 1441. From that moment he started the project of the Crusade, mainly on two fields: 1. By strengthening the military inside Transylvania, working mostly on the middle class; 2. By helping his Romanian Orthodox friends to get into power in Wallachia and Moldavia - across the Carpathians. His first great victory upon the Turks took place in Serbia in 1441. By surprise, in 1442, the Turks attack Transylvania. After the first Ottoman victory, the Christians re-grouped quickly and struck back at the invader's army so harshly that they succeed in killing the Muslim leader together with his son. The dismantled Turkish army ran away Southwards into Wallachia. Iancu followed them, beat them and named Basarab II as Prince of Wallachia. In 1442, two more battles followed in Transylvania and Wallachia; on almost the same frame. Iancu's victories impressed Europe. Poland, Venice, Burgundy and Aragon planned a new Crusade under the rule of Iancu. Trusting the help promised by these countries, he began a long campaign into Serbia and Bulgaria, aiming to free Adrianople and thus to break the siege of Constantinople. But from Europe, only promises came: the material help was too weak. On his own, he fought the Sultan, forcing him to ask for a 10 year peace (the Treaty of Szeged, July 1442). The military preparations didn't cease. The Pope insisted on an attack and the Venician fleet set sail for Byzantium. In this new campaign, Iancu commanded the armies of Transylvania, Croatia, Bosnia and also Wallachia - the last one under the command of Vlad Dracul (the father of Vlad Dracula the Impaler. 'Dracul' was the Romanian for 'Dragon'; Vlad Dracul gained, as a soldier, a German Order of the Dragon; 'Dracula' or 'Draculea' means in Romanian 'Son of Dracul'. This, in short, is the ethimological origin of the name 'Dracula'). In Bulgaria, near Varna, a great battle took place in which the Hungarian King was killed. In 1446, Iancu Corvin of Hunedoara became Governor of Hungary. From this new position he developed strong alliances with Moldavia and Wallachia, shaping a common military defence system. He also established good contacts with Skanderbeg, the leader of the Albanians. In 1448, he fought the Turks at Kossovopolje (in Kossovo); the battle was lost because of treason. Soon afterwards, Iancu placed Bogdan II (the father of St. Stephen the Great) in power on the Moldavian Throne. In 1453, Mahomed II conquered Constantinople. In reply, Iancu fortified the Danube line and strengthened the Carpathian system of alliances. In 1456, Iancu of Hunedoara installed Vlad Dracula the Impaler on the Throne of Wallachia; immediately he supported the crowning of St. Stephen the Great in Moldavia. Looking to stop the Turks in the battle for Belgrade, Iancu formed an army of 30,000 men from Romania, Hungary, Poland, Czech, Germany etc. With this force he crushed the Muslims in a bloodbath. Even Mahomed II was wounded in the battle. While Europe was celebrating, Iancu died of pest in the military camp of Zemun, Serbia, on November 11, 1456. His body was laid to rest in peace in the Catholic Cathedral of Alba Iulia - in the heart of Transylvania, amongst the people he ruled and commanded in battles for Christendom. VLAD DRACULA CONTINUES THE STRUGGLE The political and military program of Iancu Corvin of Hunedoara was continued by Vlad Dracula the Impaler of Wallachia and by St. Stephen the Great of Moldavia. Although Buchanan was more conservative on social issues, Perot believed Buchanan could save his Reform Party. In the fall of 1999, Ross Perot had seemingly agreed to a plan for his Reform Party. His cohorts had invited Pat Buchanan and his ³Buchanan Brigades² into the party to blunt a takeover attempt by Governor Jesse Ventura of Minnesota. The loudmouthed, coarse ex-wrestler flaunts his contempt for values Perot holds dear, so it was no surprise that the former presidential candidate would find a means to stop him. Pat Buchanan, on the other hand, is articulate, media-savvy, and, even if more conservative than Perot on social issues, has fought beside him on the issues Perot cares about. With Buchanan as its candidate, the Reform Party would use its $12.5 million in federal matching funds to continue Perot¹s campaign for economic nationalism, campaign finance reform, and the elimination of foreign influence in the nation¹s capital. But by late September 2000, the Reform Party had been wrecked by trench warfare between Perotistas and Buchananites, Buchanan was barely registering 1 percent in the polls, and, after a flurry of lawsuits, the Buchanan campaign was still waiting for the $12.5 million in federal funding. Why did Perot turn with such a vengeance against Buchanan? Even Buchanan is perplexed, as I found when I talked with him in early September. Buchanan wouldn¹t respond when I asked him directly what he thought Perot¹s motives might be for reversing field and derailing his candidacy. Others close to Buchanan were less reticent. From their perspective, Perot¹s ego in the end could not abide giving up control of ³his² party. But, as I discovered, the reason the Reform Party shot at establishing a third party since Theodore Roosevelt November has nothing to do with Perot¹s famous ego. The turnabout can be traced to a phone call made to Ross Perot by a close friend in Dallas. In early July of last year, Perot ally (and 1996 vice presidential candidate) Pat Choate and Perot right-hand man Rus Verney approached Bay Buchanan, Pat¹s sister and campaign adviser, with a proposition. Choate and Verney argued convincingly that Buchanan should abandon the GOP and run for the Reform Party nomination. Buchanan and Perot agreed on many fundamental issues. They both favor a trade policy that puts America¹s interests first. They are opponents of free trade deals like NAFTA and GATT. Both have warned about the loss of national sovereignty to international organizations like the WTO. Perot had even invited Buchanan to speak at a United We Stand conference in 1995, where Buchanan had wowed the audience with a speech echoing many of Perot¹s favorite themes. ³We can deliver the Reform Party nomination to Pat,² Choate told Bay. Buchanan bit. He unleashed his ³peasant army² to help Perot forces fend off a takeover attempt by Ventura. The Buchanan Brigades moved quickly to take over or reestablish Reform Party organizations in states all across the country. Within a few months, the Buchanan and Perot forces had enough votes to take back control of the party¹s national committee (which Ventura¹s forces had captured). The infusion of Buchanan¹s recruits into the party had made the difference. Ventura threw up his hands in disgust and announced that he and his supporters were abandoning the Reform Party for good. Immediately fissions appeared. Verney expected to regain his former post as party chairman. But Buchanan supporters, who had grown to distrust Perot¹s chief political aide, joined with other disaffected Reform Party leaders to place Choate in the top post. This split between the two longtime friends and allies signaled an underlying rift in the party. Choate announced he would do all he could to help Pat Buchanan secure the party¹s nomination at its Long Beach convention in August. For his part, Verney confirmed Buchanan¹s suspicions by announcing he would stop Buchanan at all costs. ³Verney promised a bloodbath,² says Choate now, ³and he delivered one in Long Beach.² Perot¹s hand in this reversal is difficult to verify because Perot isn¹t talking. He refers all Reform Party matters to Verney. But Dallas sources who know Perot well are skeptical that a paid staffer like Verney would freelance on a matter so crucial as the party¹s candidate for president. Something caused Ross Perot to change his mind about Buchanan. And once Perot¹s mind was changed, the Perot people showed they would go to any length to deny Buchanan the nomination. In today's Bangkok post there was an article where a senator in Thailand called for the setting up of government shops where speed pills would be sold for 1 baht each, as compared to 120 baht black market prices. Calling on the decriminalization of speed in order to take the profit out of it, the senator challenged the Wa to compete with the price of 1 baht for the Thai market. Although not much could be done for current adicts it was said that it would greatly reduce harm as well as free up funds for treatment programs. Someone is finally bucking the US drug war. "They will die eventually of their addiction, and meanwhile the government is preventing other people from getting addicted."He suggested the state should price its speed at only one baht a pill. "Let's see if the Wa army could still capture our market then," said the former Khon Kaen governor. We call ourselves "psychiatric survivors" to remember those who did not survive the forced electroshocks, the forced druggings, the back wards, the restraints, etc. One big breakthrough for the psychiatric survivor liberation movement this last year has been with the disability rights movement. The disablity movement has really helped embrace the "mental disability" movement as never before. But what about the PRISON JUSTICE MOVEMENT? It's time -- past time -- to build more two-way bridges between the prison justice movement and the psychiatric survivor liberation movement. The psychiatric survivor movement originally came out of the same source as the prison justice movement, thirty years ago. In fact, psychiatric survivors would call themselves "psychiatric inmates" to emphasize that -- despite all the medical trappings -- they were essentially prisoners. Now, in the year 2000, I think one of the richest industries in the world is catching the prison justice movement flat footed. I'm talking about the psychiatric drug manufacturing industry. Front groups funded by the psychiatric drug industry (such as National Alliance for the Mentally Ill) have some very compelling sound bites about the prison system. NAMI says that mentally disturbed people are being inappropriately locked into prisons, and these are folks who should instead be getting "help" instead of simply incarceration. Sound good? The problem is, too many people are not used to popping the hood and looking inside this sound bite -- they are not asking "what kind of help"? If the auto industry came up with a new transportation plan to "help" us, wouldn't we ask "what kind of help -- more highways or more bike lanes"? But when it comes to the psychiatric system, people tend to be mystified. They usually don't ask tough questions such as "what kind of help?" The kind of "help" people should receive is voluntary and that offers a wide range of options, addressing the whole person. This kind of "help" should be available to anyone caught in the prison system -- it's part of massively changing the entire prison system. No, what these front groups mean by "help" is primarily psychiatric drugs. Now, we're pro-choice about taking psychiatric drugs. But many people don't want to take these super-powerful psychiatric drugs like "neuroleptics." Even the newest versions can feel like hell and can cause brain damage, and even kill. Now, as you can see below, the USA Congress has just passed a law to institute "mental health courts." And so you'll see the prospects of people entering because of crimes related to recreational drugs and leaving with a court-ordered mandate to take super-powerful corporate psychiatric drugs against their will, even while living out in the community in their own home. If you're living at home, and the government can force you to take extremely powerful neurotoxins against your will That amounts to a "chemical prison." You are still in prison. Your home has been made into a prison. But the bars are made of forced pills and/or injections. Break the silence about chemical prisons, and the merger of the pharmaceutical and prison industries! http://www.nandotimes.com) - A patient who died after brain surgery had an
incurable disease that may have spread to as many as eight other patients
through tainted instruments, hospital officials said.
Tulane University Hospital and Clinic destroyed the instruments as soon as
officials realized the first patient had died from Creutzfeldt-Jakob disease,
said Dr. Alan Miller, a Tulane vice president.
The patient checked into the hospital in March and the disease was
diagnosed in an autopsy in May, The Wall Street Journal reported Friday.
The university said the other patients all had brain surgeries and the
surgical instruments were put through "normal" washing and sterilization
procedures.
Citing patient confidentiality requirements, Tulane did not release the
patients' names or the dates of the procedures. The eight living patients
are receiving counseling and related medical care, Miller said in a
statement.
University officials declined requests for interviews Friday.
The disease strikes about 6,000 people a year, leaving the brain with holes
and a spongelike consistency, resulting in progressive dementia and loss
of physical functions. Patients usually die within a year of the first
symptoms.
University officials did not say whether the original patient had the form of
Creutzfeldt-Jakob that may be related to a bovine brain disorder known as
"mad cow disease." Some authorities believe humans contract that form of
the disease by eating meat from infected cows.
It was not known how the original patient contracted the disease. The only
proven method of transmission between people is medical treatment with
tainted human matter or surgical instruments, according to the Creutzfeldt-
Jakob Disease Foundation.
The independent group that renewed the hospital's accreditation last month
for three years, will investigate, as will the federal agency that administers
Medicare and Medicaid.

Industry-backed bill would nullify state food-warning laws

spending bill to nullify state laws that mandate warnings on food products
and dietary supplements and impose other regulations on processors.
The food-regulation measure was on a list of items Thursday that
Republican Senate leaders planned to attach to the last appropriations bill
that Congress is expected to pass before going home for the elections.
The measure, opposed by state regulatory agencies and the Clinton
administration, would bar states from imposing labeling and food safety
standards that are more stringent than the Food and Drug Administration's.
States would have to petition FDA for exemptions from the law.
"This legislation is needed so that we have a unified, common-sense
system of labeling in the United States and not a patchwork quilt of states
trying to usurp the authority of the FDA," said Gene Grabowski, a
spokesman for the Grocery Manufacturers of America.
The legislation is sponsored by at least three dozen senators, many from
farm states, including Democratic leader Tom Daschle of South Dakota.
Opponents of the legislation say it would effectively block state efforts to act
in areas where FDA has been ineffective or to goad the agency to regulate
products it has not.
The food industry has been trying for 12 years to get out from under a
California law, known as Proposition 65, that requires a warning label on all
products that contain cancer-causing agents or substances that are toxic to
the reproductive system.
Manufacturers typically remove or alter products rather than face the
negative publicity from a warning label. Because California is such a large
market, whatever companies do there they are likely to do nationwide. The
state used the measure to force manufacturers to reduce lead levels in
calcium supplements.
"The Republicans are going against the wishes of California voters with
this anti-environmental rider," said Sen. Barbara Boxer, D-Calif.
She and other Democrats opposed to the industry-backed legislation sent
a letter to the White House urging President Clinton to veto any bill to which
it was attached.
The legislation "sends a strong signal to our states that the federal
government is not interested in learning from new, innovative state ideas,"
the letter said.
In addition to Proposition 65, the legislation also would nullify laws in at
least 17 states, including California, Florida, Illinois and Texas, that allow
them to set tolerances for food additives that are more stringent than FDA
standards, according to the Center for Science in the Public Interest, an
advocacy group opposed to the bill.
The Senate Agriculture Committee approved the legislation in June without
a hearing.
The National Uniformity for Food Act is S. 1155.

It does not require such highly radioactive materials as are present in the core of a nuclear reactor to generate such atmospheric glowing, but certainly enough to be concerned about health and safety. Similar blue glows were observed in the atmosphere around Three Mile Island during the reactor accident there, as well as around Chernobyl, and more recently around a nuclear reactor accident in Japan. It would be ironic indeed if the nuclear engineers were forced to admit to the existence of some unknown source of the blue glowing, beyond ordinary Cherenkov radiation effects which require very strong radiation sources, as in the past, most of the eye-witness reports of blue glows around TMI and elsewhere have been systematically dismissed as "psychological reactions" or "hallucinations" by ordinary people. Like a UFO, however, if enough people see the blue glow, they cannot so easily dismiss it, and so will fabricate a "reason" -- in this case, "it must have been smoke". The memo, written Thursday by a health physicist employed by the plant operator, says "a 'blue glow' that looked like 'blue fire' above the ground" was first observed in the early 1980s over the southwest corner of the C-746-F classified burial yard and was reportedly seen a number of times after that. "That's the concern, if you have a blue glow, then that's indicative of a criticality and of course a major safety concern," Seaborg said. "My background experience tells me that it was unlikely something was going on of a criticality (nuclear reaction) nature. I'm bringing in the right people with the right certifications to verify that." The plant has been in the news since August 1999 when three employees filed a whistleblower lawsuit alleging that contamination and conditions were much worse than had been disclosed by former operators. A cleanup effort is underway. The Energy Department leases production facilities to the U.S. Enrichment Corp., a publicly traded company, but still owns the burial pit and other areas where radioactive and hazardous waste was dumped or stored during a half-century of enriching uranium for weapons and power plants. According to the memo, the burial yard was covered with five to nine feet of dirt at an undisclosed time after the first observations of a "blue glow." But it notes that there was another reported sighting in 1996, long after the earthen cover was applied. The statement paralleled a series of recent declarations by Mr. Nader, in which the third-party, presidential candidate reportedly accused Vice President Gore of being "cowardly" in his stated support of Israel and criticized Mr. Gore and Governor Bush for "taking sides" on Israel's behalf in the Middle East conflict. Mr. Nader, a son of Lebanese immigrants who is said to be fluent in Arabic, is best known as a consumer advocate. His views on the Middle East were not commonly known until a recent series of appearances. Mr. Nader is polling as high as 11% in several key states and worrying Democratic activists who fear he is draining support from Mr. Gore. Washington, Oregon, Wisconsin, Minnesota and Michigan are hotbeds of Nader support as well as toss-up states in the dead heat between Mr. Bush and Mr. Gore. Democratic activists are calling the Green Party's statement one of the most anti-Israel ever attributed to a party engaged in a presidential campaign. A survey by the Wisconsin Coalition to Stop Control Unit Prisons of 71 of the prison's 175 inmates at the time of last summer's survey (there are now 312 inmates) found that "prisoners are afraid of prison staff, afraid of other prisoners, and afraid of losing their minds." The prison has been the target of criticism from lawmakers since it opened last November. Two prisoners have filed suit in federal court alleging inhumane treatment at the facility. Gov. Tommy Thompson was scheduled to visit the prison today on a fact-finding tour, but aides said the trip was unrelated to the recent controversy. The Department of Corrections has denied any prisoner abuse and contends the prison is meant to handle those who will not comply with prison rules and who pose a danger to themselves and others. The 500-bed Supermax prison keeps inmates in total isolation in 8-by-12-foot cells for up to 23 hours a day and allows them only one hour per week of exercise in an enclosed yard. Inmates are allowed more privileges -- such as more time in the exercise yard or access to reading material -- if they behave. Many of those surveyed said they were afraid of being beaten by guards, particularly during "cell extractions," when inmates are forcibly removed by a team of guards. Three inmates said they were afraid of dying while in Supermax. In the words of one inmate, whom the survey did not identify, "I don't think the word 'afraid' is appropriate. I simply do not believe I am going to leave (Supermax) alive. My great fear is being handcuffed and led to a cell to find a noose hanging there waiting for me, then having these correctional officers cover up my death with a story of suicide." Others said they fear the long-term effects of isolation. "I'm afraid that I'm going to lose my mind," one prisoner wrote. "This prison's staff employs tactics that are used to break men's minds. I don't know how long I can hold on to my sanity and that scares me." Inmates generally have no contact with guards, who monitor them via TV, and are allowed only brief visits with friends or family also via two-way TV. Thirty-nine of those surveyed said no one had visited them while they were in Supermax. Many said they told family members not to visit them at Supermax. "My family doesn't want to drive here to see me on a video monitor," one inmate wrote. The Supermax, which opened in Boscobel last year, is intended to house "the worst of the worst" among Wisconsin inmates, such as those who have assaulted guards or other inmates or who pose an escape threat. The survey disputed those assignments, however, and found many "did not reflect the most violent prison behavior. In fact, a few prisoners expressed that they really did not know why they were there. Others were sent to complete disciplinary sentences whcih, before the existence of (the Supermax) were completed in disciplinary segregation units inside the state prisons." Others were placed in Supermax because they were federal prisoners who previously had been housed in Wisconsin prisons and met the criteria for incarceration at Supermax. Sixteen of those surveyed said they had been housed at a privately run prison in Whiteville,Tenn., that had been the site of an inmate uprising last November. The proposed power station is forecast to produce more than twice as much electricity as the controversial Three Gorges Dam being built on the Yangtze river. The project, which also involves diverting Tibetan water to arid regions, is due to begin as soon as construction of the Three Gorges Dam is completed in 2009. China will have to overcome fierce opposition from neighbouring countries who fear that the scheme could endanger the lives and livelihoods of millions of their people. Critics say that those living downstream would be at the mercy of Chinese dam officials who would be able to flood them or withhold their water supply. International opposition may bar Beijing from World Bank loans for the project and prevent it from listing bonds and shares on world markets to fund the scheme. If, as its experts believe, China has to use nuclear materials in order to blast the proposed 10-mile tunnel, the country will attract international opprobrium for breaching the Comprehensive Test Ban Treaty. Nuclear devices have been used in the past by Russia for engineering schemes, but the United States has rejected their use for civil projects on safety grounds. Last week, China's state-run media reported that the project would form part of a national strategy to divert water from rivers in the south and west to drought-stricken northern areas. The reports said that a 38 million kilowatt power station at Muotuo on the Yarlung Zangbo river in Tibet would harness the force of a 9,840ft drop in terrain over only a few miles. The capacity of the station would make it the world's largest power generation facility, much bigger than the 18 million kilowatt plant at the Three Gorges. The cost of drilling the tunnel through Mount Namcha Barwa has not yet been announced, but appears likely to surpass 10 billion. At the bottom of the tunnel, the water will flow into a new reservoir and then be diverted along more than 500 miles of the Tibetan plateau to the vast, arid areas of Xinjiang region and Gansu province. Beijing wants to use large quantities of the plentiful waters of the south-west to top up the Yellow River basin and assuage mounting discontent over water shortages in 600 cities in northern China. The government said last week that it would fund three huge water-diversion schemes in the west, centre and east of the country to quench the north's thirst. The proposal to dam and divert the Yarlung Zangbo as part of the western leg of this policy has drawn fire from several Chinese scientists. Yang Yong, a geologist who has explored the river, said the dam could become an embarrassing white elephant amid growing signs that the volume of water flowing in the Yarlung Zangpo could shrink. He said: "Environmental conditions in the upper reaches of the river continue to deteriorate, with glaciers receding and tributaries and lakes going dry." Tibetan activists have warned that the plans are likely to devastate the lower reaches of the Yarlung Zangbo, which flows south where it becomes the Brahmaputra. This river irrigates the northern plains of Assam state in India before flowing through Bangladesh and emptying into the Bay of Bengal. Lorne Stockman, of the International Tibet Support Group Network, said: "The countries downstream are at the mercy of China in regard to the water flows from the Yarlung Zangbo. During the dry season, the water will be held back to keep the water reservoir full for power generation, and during the monsoon season, the Chinese will be compelled to release the water in bursts." The Soviet-trained engineers who dominate China's Communist hierarchy have been tagged "dam fetishists" by opponents of their gargantuan hydropower programme. The country has built more dams than the rest of the world combined in the past 30 years and is responsible for the most controversial of them all: the 6 billion Three Gorges project, which is displacing more than 1.2 million people as it submerges towns and scenic and historical sites. Senior government figures have announced that the dam-building programme will be expanded in the next decade. Thirty-one large dams are currently on the drawing board. The Qaz worm used to hack into Microsoft's servers on Thursday was not a particularly elegant piece of coding, but Shakespeare would have loved it. As in, Bill Gates was hoisted with his own petard. Qaz, as it turns out, was written in the company's own programming language: Microsoft Visual C++. Security experts say an equally efficient worm could have been written in another programming language, but Visual C++ is rapidly becoming the hacking program of choice. It's relatively easy to learn Visual C programming, and rogue programs created with C++ are compatible with the majority of applications used by corporations. So, it's more ironic than anything that Qaz was used for the latest Microsoft hack. "Do I think it was written in C++ specifically to mock Microsoft? No," said David Anderson, of Anderson Consulting (a small, freelance consulting firm not to be confused with the much larger Andersen Consulting). "But do I think its amusing that their own application was indirectly used to attack them? Yes. God, I hate to admit it, but it made me smile," Anderson added. "It is interesting in a kind of cruel way that Microsoft has been eaten by the monsters it created," said Andrew Antipass, a security consultant. But Antipass said he finds it more interesting that Microsoft obviously stored valuable source code on a very accessible server. "I tell my clients to isolate all valuable information off the network. There's something about this whole Microsoft hack that doesn't make sense. Either they thought they were invincible, or they left a door very open for reasons I can't even begin to guess at." Jonathan Addams, a freelance security consultant, says that virtually any firewall can be bypassed if the organization behind that firewall has "the Outlook e-mail program, a Windows NT box as the server and just one dim employee." He wasn't surprised to learn that the worm was written in Visual C++. "Microsoft products are in wide use," Addams said. "The cracks that are directed at Microsoft products are partly because they are so popular. Why crack something that's obscure? Addams said that this crack is more about people "being stupid" and opening e-mail attachments -- and systems administrators "being too lazy" to apply fixes for known problems -- than it is an issue with the security levels of Microsoft's products. The Qaz worm was identified in August. It is a network worm with backdoor capabilities, which allows an attacker entry into an infected computer system. Once a system has been breached by the worm, it is possible to grab passwords off the server logs and use those passwords to enter into other sections of the server. The worm was considered to be of moderate risk, since it wasn't spreading quickly and there was a fix for it at available at security sites such as F-Secure. Addams said he was troubled by the fact that the crackers had access to the MS network for three months. "You'd think someone would have looked at the log, seen unusual activity and caught it in a day or two," Addams said. Hackers were reported to have copied the source code blueprints of the latest versions of its flagship Windows and Office products, which are installed on 90 per cent of the world's personal computers. The break-in was discovered when security employees detected passwords being remotely sent to an e-mail account in St Petersburg, Russia. Electronic footprints reportedly showed that the passwords had been used to transfer source code outside Microsoft's campus at Redmond, near Seattle. The hackers are believed to have used a "trojan" computer program known as Qaz, which was first identified in China in July. Microsoft was unable to say how long the hacking had been going on, although some reports said the attack could date back three months. The Windows source code is one of the world's most closely-guarded industrial secrets and a M icrosoft spokesman condemned the intrusion as "a deplorable act of industrial espionage". However, the company later played down its initial announcement that the codes had been copied after rivals revelled in the firm falling prey to a rather banal security breach. Steve Ballmer, the chief executive, when asked how damaging the break-in was, said: "Not very, but we want to make sure it doesn't get that way and that's why we called in the FBI." He denied that any source codes had been stolen, but added: "It is clear that hackers did see some of our source code." Microsoft has been repeatedly castigated for woeful levels of security on its products. Yesterday's humiliation did not come as a great surprise within the industry. The break-in was the latest in a string of security breaches of Microsoft products and networks that the company has addressed often only after hackers have pointed out the loopholes. The Lovebug and Melissa viruses were able to wreak such major destruction, costing corporate e-mail systems tens of billions of pounds, only because Microsoft repeatedly ignored criticisms of software security. A similar complacency led to Bill Gates's company being forced to close its Hotmail e-mail service last year after a security breach allowed anyone to read subscribers' personal messages. Of most embarrassment to Microsoft is that the latest breach was made by the Qaz "trojan", a remarkably well-known attacker that ought to be barred by the most basic anti-virus software. If the code has been copied, Microsoft could face a demand for a "ransom" to prevent it being released on the internet. The code could also be used to make malicious software to attack Windows and Office products. The company will also be anxious to ensure that highly-saleable research and development files, litigation papers, government discussion documents and corporate strategy information have not been accessed. Graham Satchwell, a former senior Microsoft investigator who now runs a security consultancy, said: "If it was a prankster, it is most unlikely that they would do nothing to advertise their success. That leaves the possibility that it is something more sinister." Europe was up around a percent as we approached the US open. The futures in the US were strongly positive. We had our usual pop at the open followed by a selloff, which was followed by another rally that held. From there we had a slow, gradual grind higher until the last couple hours where things started selling off. The bulls had to be long for the weekend though, and we had a nice bounce in the last hour to take us back up just shy of the earlier highs. Volume pulled back quite a bit from recent days, which is somewhat bearish (1.1 bil on the NYSE and 2 bil on the Naz.) Breadth was just shy of 2 to 1 positive on the NYSE and slightly positive on the other casino. Big gainers on the day were in wireless oriented shares as the YLS gained 3 percent. Big losers were in the oil service and biotech shares as the OSX fell 5 percent and the BTK fell 4 percent. We got earnings from JDSU last night and all that we need to note was that the market decided they wanted to love them. Never mind that the company lost a billion dollars on even less in revenue. They had JDSU up about $9 right at the open, and that was the high for the day, as the stock proceeded to be sold progressively lower for the rest of the day to end up only $3. AMGN guided Q4 down last night when it reported, and the stock was clipped for 13 percent. This put a drag on the BTK and had some of the other biofluffs er I mean biotechs weak also as the BTK fell 4 percent. Semiconductors were being sold right from the open. MU fell another 4 percent as DRAM prices continue to proceed further and further into the basement. AMAT was clubbed for 9 percent, as was TER. Obviously somebody thinks semi equipment is still not the place to be. PC stocks were bought after IM reported last night. DELL rose a percent, and GTW rose 5 percent. Optical kids were movin and groovin off of JDSUs results as GLW rose 9 percent but fell back substantially from its high. B2B were a little less loved as ARBA fell 10 percent. Financials were broadly stronger. The BKX rose 3 percent, and the derivative king rose 6 percent. Brokers were also stronger as the XBD rose 2 percent. GS actually had a little trouble late in the afternoon and slipped into the red, but it too managed to close in the green. GE flopped around unchanged all day and closed up an 1/8th by the close. Credit card trash was weaker early on but managed to green up into the close also. Retail stocks were weaker early on after the GDP data (more on that below) but managed to turn up slightly as the day wore on. The RLX closed up a percent. GDP growth came in a much weaker than expected 2.7% for Q3 as opposed to 3.5%, which the market was expecting. Thats a huge drop off from Q2, which was 5.6%. The PCE price index, which the Fed favors, showed a rise of 2.2% above Q2s 2.1% rise. Thus, we have slowing growth with rising inflation a.k.a. STAGFLATION. AAII sentiment survey was taken on Wed, and to my amazement it was another contrarian's dream as bullishness among US individual investors actually rose to 64% from 49% a week ago. Likewise, bears fell to 18% from 24%. Oil fell a buck. The XOI fell a percent, and the OSX fell 5 percent. Gold had bit of a mid-day recovery to only lose 70 cents. The XAU and HUI both closed higher by a couple percent. This is two up-days in a row for gold shares somebody wake me up, I must be dreaming. The move in the gold shares could be telling us that this break in the dollar might be the real deal. Especially with the utilities having put in a top already as well. The dollar was lower against most currencies as the US dollar index fell a percent on the weak GDP data this morning. The euro in particular had a second day of rally-mode as it rose to $.84, taking it back to its highs of the week. Recall that the last ECB joint intervention with the rest of the globe came on the heels of a two-day rally in the euro not unlike the one weve seen over the last two days. Will they intervene on Monday? Maybe, but we obviously have no way to know. After Secretary Summers stated this week at the G20 meeting that the US "still favors a strong dollar" (ie- we need to continue to meltup the dollar against other currencies in order to continue to finance this bubble, you silly), I doubt the US will participate in any intervention. That means the rest of the planet will have to gang up on the dollar, which they might just do. Once the dollar breaks against the euro for good, I tend to think well get an avalanche of selling from Europeans that have jumped into US stocks to enjoy the

As the presidential campaign heads into its final stretch CounterPunch has been disgusted, though not particularly surprised, by the gentle handling the press has given both Bush and Al Gore on the matter of drug use. Bush's refusal to give any direct answer on his relationship to cocaine before 1974 is a matter of record. This can only mean that he has something to hide; that he fears that a categorical denial could be refuted by someone with knowledge of his activities relating to cocaine. The attitude of the press is that "nothing new" has emerged to justify any reprise of the Bush/cocaine stories. Nothing new? Not a day passes in the nation's courts but that a non-violent drug offender is put behind bars for cocaine possession, either for use or for sale or both. Yet here is the governor of Texas, seeking to lead a nation cursed by a "war on drugs", refusing to address questions about cocaine use in his own past. Al Gore has grudgingly conceded use of marijuana in the 1970s. The prime source for the drug habits both of Gore and his wife Tipper is John Warnecke, their supplier at the time, who has stated that at that time in Nashville Gore smoked as much marijuana as anyone he knew, including opium-coated Thai sticks. We have heard stories, though devoid of the same categorical eye-witness certainty of the Yale informant, of Gore's continued enjoyment of marijuana in later years after he entered Congress. Today Gore reiterates his support for the war on drugs and declares that imprisoned offenders should not be released until they test clean. There have been many destructive campaigns by US governments, both Republican and Democrat, but only a few with more terrible consequences than the war on drugs. At home this war has been aimed primarily at the poor and most of all against black people. It is a war that has kicked aside constitutional protections and crammed our prisons. Abroad the war is a rationale for counter-insurgency. Today the Taliban, installed with CIA backing, now rule Afghanistan as the world's leading supplier of heroin and morphine to the west. The Colombian military, flush with a billion in aid from the Clinton administration, make war on desperate peasants with nothing but coca and opium cultivation between them and starvation. No inconvenient questions about the drug war or any personal relationship with drugs by either candidate have perturbed the decorum of the debates. Jim Lehrer didn't ask George W. Bush about cocaine or Al Gore about marijuana. Yet Bush has been posturing about a crusade to restore moral honor to the Oval Office and Gore about "personal responsibility". So as long as Mickey Mouse and Co. are cross-promoting, why not give San Francisco's own Michael Savage a host on Disney-owned "Hot Talk" KSFO-AM his own Disneyland ride? They could call the ride "It's a White World After All." Or kids could take aim at immigrants trying to cross the U.S.-Mexico border at the "Savage Nation Shooting Gallery." The Disney Store chain might sell Savage's commentaries on "turd-world" immigration, or why women shouldn't vote, or the gay rights movement, which he calls the "Pink Swastika." Actually, it's safe to say you won't see any of those things coming to Disneyland anytime soon. The giant media conglomerate works hard to promote and defend its image as a family-friendly entertainment company that makes nice movies, runs clean, safe, fun amusement parks for Mom, Dad, and the kids, and bills itself as "the place to turn for quality family entertainment." But there's another side to Disney, and you can hear it every day in, of all places, San Francisco. Welcome to hate radio, Disney style. He even once suggested that some Marin schoolgirls who passed out sandwiches to the homeless in San Francisco were in danger of getting raped but might enjoy it (see Savage Family Values). The Walt Disney Co. referred me to Julie Hoover of ABC Radio, who stressed that she could not speak for the parent company. She said that both Disney and ABC radio "support a diversity of voices." "We recognize that some of the people who speak on some of our stations will be saying things that not everybody agrees with," she said. She added that Disney has a good reputation as an equal opportunity employer who offers domestic partners benefits. Shock-jock schlock Of course, right-wing ranting is a staple of talk radio around the country. And conservatives have as much right to the airwaves as anyone else. But a lot of people in San Francisco and elsewhere around the country are starting to wonder how long Disney can continue to maintain its wholesome image and still push the envelope on shock-jock schlock. A few weeks ago, Disney paid $2 million to settle a lawsuit over a promotion by the morning show team at its KLOS station in Los Angeles. Hosts Mark and Brian had the bright idea of giving out "black hoes" black plastic gardening tools as a gag promotion. Employee Judy Goodwin had sued in August 1999, contending that the promotion was "racist and sexually degrading." After initially refusing to apologize and denying all claims, Disney settled the lawsuit last month. Civil rights groups are reportedly still upset that Disney has taken no action against its executives. As for Mark and Brian, their Disney contracts were recently extended. Some observers think it's only a matter of time before San Francisco's Savage whose real name is Michael Weiner goes too far. "There has been some concern that he would cross the line, get the stations sued, get clients to bail out, get Disney to lower the boom on him," said a KSFO insider who asked not to be named. It is unlikely that the image-conscious company would feel comfortable being associated with the likes of Savage and its other hate jocks. Charles Lyons, who covers Disney's film studios for Variety, says that the company is ultrasensitive about maintaining its wholesome reputation. A 14-year-old girl became the latest person to die of Creutzfeldt-Jakob
disease, the human form of mad cow disease, on Saturday.
Zoe Jeffries died at her home in Wigan in northern England, just days after
her family allowed television cameras to record her plight. She was seen
lying virtually motionless in bed.
Helen Jeffries, whose family has since stopped eating meat, said she felt
guilty for buying cheap beefburgers, which she fears may have caused her
daughter's illness.
"They were the cheapest ones. Zoe ate them probably three times a week,"
she said.
The British government this week promised millions of dollars in
compensation for families stricken by the disease. It released an
independent report Thursday showing officials were slow to respond to
evidence of its threat to human health.
It said mistakes were made in the handling of the crisis, including a six-
month delay in informing the public about the disease after government
scientists identified it in late 1995, for fear of causing panic and damaging
British trade.
Eighty-one people have now died from the brain-wasting disease in Britain
and five other cases are suspected. Three lawsuits have been filed against
the government.
Both the cow form and its variant, Creutzfeldt-Jakob disease, are varieties
of a rare group of brain-wasting diseases known as transmissible
spongiform encephalopathies. Such illnesses cause microscopic holes in
the brain. There is no cure.

PARIS (Reuters) - After mad cows, it's dodgy duck -- another food scandal
hit French headlines Friday to shock a country proud of its gourmet
reputation.
The daily Le Parisien revealed that 23 tonnes of duck confit, a hearty
southwestern specialty of duck meat preserved in its own fat, were found to
be rotten in a routine inspection last year.
Almost half the shipment had already been packed into 6,000 tins labeled
"Top quality" and was set for delivery from the factory in the Dordogne

The news -- which dominated radio and television headlines Friday -- came
as the Agriculture Ministry announced another seven cases of mad cow
disease or bovine spongiform encephalopathy (BSE), bringing to 78 the
total number of cases of the brain-wasting disease detected this year.
Their herds, 531 animals in all, were destroyed, it said.
Meanwhile, displaying another French tradition almost as entrenched as
good eating, trade unionists said they would demonstrate later Friday for
the release of a trader jailed for selling livestock from a herd where BSE
had been detected.
Three retail chains this week warned customers to return any beef they had
bought recently because some of their shipments had come from the same
herd in western France. Eating BSE-infected beef can trigger a version of
the similarly fatal Creutzfeld-Jakob Disease in humans.
In Corsica, officials reported that over 260 sheep suffering from a nose and
throat inflammation known locally as "blue tongue disease" had died or
been slaughtered this week.
WEBBED FEET AND FEATHERS
Le Parisien published a facsimile of the Agriculture Ministry inspector's
report that said duck meat had been left standing for some time after its
slaughter before being canned.
Some duck legs were badly bruised while others still had their webbed feet
and feathers attached.
The scandal went unreported and the company went bankrupt eight months
ago, Le Parisien said. Financial police were investigating suspicions of tax
fraud, abuse of corporate funds and money laundering.
The state prosecutor investigating the case was due to hold a news
conference later in the day.
The scandal, which could shake other food companies in southwest
France, followed a series of scares including the presence of dioxin and
sewage sludge in animal feed.
Apart from the suspect beef recalled from the three supermarket chains,
about 10 makers of tripe and animal feed also received meat products
from the affected herd.
The Agriculture Ministry said efforts were under way to retrieve the
potentially contaminated meat products, but some might have already
wound up feeding man and beast.
A year ago the European Commission reported that some French
rendering plants were supplying animal feed makers with animal remains
contaminated by sewage sludge.
France's poultry and dairy industries lost at least 500 million French francs
($63 million) last year after it was discovered that Belgian animal feed
tainted with the toxic chemical dioxin had made its way to French farms.

THE DEFICIT AND THE MIDDLE CLASS While Gore intends to use the surplus to pay down the deficit, Bush plans to refund a large part of it to the wealthy. He says it's their money and they should get it back. Well, it's their deficit as well and they should help pay it off. At this time the nation is almost five trillion six hundred billion dollars in the red. That's $5,600,000,000,000. Over the past ten years we have paid over three trillion dollars in interest. This year we will pay an estimated three hundred and sixty-two billion dollars in interest. That's $362,000,000,000, Mr. Nader. About $1,400 for every man woman and child in this country. Do you have any idea what that amount of money could do for the environment and health care and education if it was not being wasted on interest? Next year we will pay even more. And the years after that still more. And instead of paying down the deficit it will grow larger. Why? So Bill Gates and Paul Allen and all the other multimillionaires can have their much needed tax brakes. And if Bush is elected and then inheritance tax is eliminated, the middle class will be asked to make up the hundreds of billions of dollars in those lost revenues as well. THE ENVIRONMENT As governor of Texas Bush has put the polluters in charge of the state's environmental program with the result that Texas is now an environmental disaster. Although he doesn't dare articulate it during the campaign, the Republican agenda includes doing away with the Environmental Protection Agency. If it's not eliminated completely it will be emasculated to the point where it exists in name only. And in service of his major contributors, the Oil and Coal conglomerates, Bush and the Republicans will encourage oil exploration in environmentally sensitive areas and the burning of fossil fuels to produce electricity etc. If you think global warming is bad now, just give a Bush administration a few years to pay of its debt to these special interests. And whether you want to admit it or not, Mr. Nader, Al Gore has been one of the strongest advocates for environmental protection. He recognized the danger of global warming before most people had heard the term. And he almost single handedly, and against the advice of all his political advisors, saved the Kyoto Accords. But a rabid Republican Congress has blocked their implementation along with almost every other environmental effort put forth by the Clinton Administration. You're correct. Clinton/Gore haven't got a lot done. But if you'd been president these past eight years, neither would you. CAMPAIGN FINANCE REFORM You warn us of the growing power and influence of the corporations on our lives and our democracy yet you threaten to help defeat the only candidate with any chance of doing the one thing that will help solve this problem. You know Bush and the Republicans will not support Campaign Finance Reform. But Gore has promised that he will work with John McCain in his mission to bring about the reform we need. Fujimori told reporters Saturday the three officers resigned. "There would be no authentic democratization if the armed forces and police had not made this enormous sacrifice, this enormous patriotic gesture," he said. In the navy, Adm. Antonio Ibarcena was replaced by Adm. Victor Ramos Ormeno. Gen. Elesvan Bello was replaced by Gen. Carlos Balarezo as the air force commander. Gen. Walter Chacon, who had served as the interior minister, replaces Jose Villanueva Ruesta as chief commander of the army. Gen. Fernando Dianderas becomes interior minister. The only Cabinet member to retain his position is Defense Minister Carlos Bergamino. Journalist Claudia Cisneros told CNN from Lima that the move by Fujimori was seen as a genuine attempt to further democratize Peru. Although the replacements as leaders of the country's armed forces were former Montesinos supporters, they were also moderates. Talks disrupted Fujimori's grip on power has been in doubt since Montesinos' return on Monday from Panama, where he had sought asylum after being caught on videotape apparently bribing a congressman. The bribery scandal was followed by Fujimori's announcement that he would step down next year. But Montesinos' return disrupted talks on democratic reform between the government and opposition and forced the president to reassure his countrymen he was in control. Before Saturday's resignations, he had already transferred five colonels from their posts. He also led a highly visible manhunt for Montesinos this week. The former intelligence chief has not been seen since he returned and many analysts suspect members of the military are sheltering him. Montesinos has claimed all he wants now is to live quietly as a private lawyer and to avoid public intrigue. Few believe he is telling the truth. On Saturday, Peru's Attorney General Blanca Nelida Colan -- a Montesinos loyalist -- appeared to bow to public pressure by assigning three new prosecutors to investigate Montesinos on a range of criminal complaints from torture and death squad killings to corruption and money laundering. Colan also removed from the case a prosecutor who critics charged had whitewashed a 1997 probe of systematic phone-tapping by Montesinos' intelligence organization. Money laundering probed The prosecutors will investigate allegations that Montesinos laundered money from a drug trafficker who testified in 1996 that he had given Montesinos $50,000 a month for the use of an airstrip. The former spy chief will also be investigated as the man responsible for the November 1991 murders of 15 people, including an 8-year-old boy, in a tenement building in Lima's squalid Barrios Altos district; and for the death-squad executions a year later of nine students and a lecturer at La Cantuta, a poor public university on Lima's outskirts. In a radio interview from his secret hideout, Montesinos on Tuesday denied involvement in either massacre. Legal experts believe the former spy master will find it difficult to hide from international justice. Already shunned by Latin American countries, Montesinos has found that the world has become smaller for alleged torturers and murderers since former Chilean dictator Augusto Pinochet was arrested in Britain two years ago on the orders of a Spanish judge. 'Lot of money, nowhere to go' Robert Varenik, director of the protection program at the New York-based Lawyers Committee for Human Rights, said, "What is really clear is that Montesinos' options have narrowed, Fujimori's options have narrowed and the options for Montesinos to get around the law are limited." Martin Belaunde, dean of Peru's college of lawyers, said the former spy chief "has a lot of money but nowhere to go. "I don't know how many countries would like to receive him," he said. One of Montesinos' most promising options disappeared earlier this week when Venezuela declined to take him. Morocco and Iraq have been offered as possibilities. Lawyers said that if Montesinos left Peru he would essentially face life in "rogue states" that cared little about flouting international law, such as a 1984 convention obliging states to try alleged torturers.
