I for one, have a hard time with statins the family of drugs that are used to reduce cholesterol. One of the side effects is having a muscular rigidity and I've experienced this almost immediately with two versions (and I'm about to embark on a third). Beyond this, there are considerations as far as liver function effects. And on and on. The ill effects of some drugs are well known (alcohol, e.g.) but people keep on taking them because they feel better off with them than without. Different strokes for different folks. Some people freak out on some things that others can take for indefinite periods of time with no apparent ill effect. According to The Telegraph, the proposal (invading Iraq and installing a U.S. military ruler there to replace the Iraqi regime) is an implicit acknowledgement that America's long-running effort to identify an immediate and credible successor to Iraqi President Saddam Hussein, among the ranks of the Iraqi opposition, has foundered. Diplomats say that the suggestion, made by senior Bush administration officials Friday, October 11, has endangered frantic American and British efforts to secure a United Nations Security Council resolution backing tough new weapons inspections inside Iraq, the paper added. One European official said: If you're worried about military action and you have concerns about American intentions, as some people do, then this kind of suggestion is only going to increase your suspicion. Iraqi dissidents and the Arab League expressed dismay at the prospect of the country being run by a foreign power. Hamid al-Bayati, a representative of the Supreme Council for Islamic Revolution in Iraq, a Shiite-led opposition group, met U.S. officials in August. He said: We were told that they want a broad-based Iraqi government, with no direct American role. Under the plan, modeled on America's occupation of Japan after the Second World War, a top American commander - possibly General Tommy Franks, now in charge of U.S. forces in the region - would assume the senior role in a coalition-run regime. The military regime's first task would be to find and destroy Iraq's weapons of mass destruction. Only once this was achieved, after at least a year, would power be passed to Iraq's opposition groups, who are judged incapable of quickly forming a stable government. France and Russia, two of the five permanent members of the United Nations Security Council, are dragging their feet over U.S. calls for inspections to be backed up by the simultaneous threat of military force, and many NATO members are also nervous. The plan emanated from the Pentagon, where U.S. hawks, led by Donald Rumsfeld, the Defense Secretary, want a quick invasion, assisted by hoped-for mutinies within Iraqi military ranks. One London-based diplomat told The Telegraph, Someone at the Pentagon has decided it's a good time to leak this, without thinking that it does not go down well elsewhere. At a practical level, there are doubts over whether America has sufficient service personnel required. Straw will tell Colin Powell, the Secretary of State, that after a month of diplomatic negotiations it is now unlikely that Russia and France will agree to the American demand. Instead British officials are pinning their hopes on a weaker option: a first, strongly-worded resolution setting out the inspections regime and making clear that some kind of consequence will follow if Iraq fails to co-operate. A second resolution, explicitly authorizing force, could follow if necessary. We'd prefer a single resolution, but the most important thing is to have a UN process, said one official. We do not want to end up with no UN resolution at all. An Iraqi letter to the UN, which came to light Saturday, October 11, failed to confirm details that Blix thought had been nailed down at the end of last month. Iraq had written an earlier letter dated Friday October 10 to the U.N. which had been construed as evasive and criticized by the U.S. administration. Washington dismissed the October 10 letter as a page-and-a-half of rhetoric that says everything but 'yes'. IAEA spokesman Mark Gwozdecky told AFP the Saturday letter, the second in two days, from Iraqi presidential adviser Amir El-Sadi, head of the Iraqi delegation to weapons talks in Vienna on October 1, was an explicit confirmation that Iraq agreed to arrangements made in Vienna. The letter is new but my understanding is that the content of the letter isn't new, it's merely meant to set the record straight, he added. It is meant to try to dispel any misinterpretation that the previous letter might have led to and basically to make it clear that the arrangements and the agreements reached in Vienna were now formally agreed in writing, Gwozdecky said. But he did not believe the letter would affect plans to delay the return of weapons inspectors to Iraq until a new U.N. Security Council resolution has been passed. The Iraqis believe that what they did in Vienna was remove all obstacles to the return of weapons inspectors. They did remove some obstacles, but one exception was this question of presidential palaces, he said. One of the main areas of contention is the inspection of President Saddam Hussein's presidential palaces. But Iraqi Vice President Taha Yassin Ramadan said in Hamburg Saturday October 12 that inspectors would have unfettered access to all areas of Iraq. Malaysia on Sunday October 13, urged the 57-nation Organization of the Islamic Conference (OIC) to call an emergency meeting in a bid to avert a U.S.-led war against Iraq. The OIC needed to speak with one voice on Washington's threat to invade Iraq and topple the regime of President Saddam, Foreign Minister Syed Hamid Albar told the official Bernama news agency. I will send the letter [calling for an emergency meeting] to the OIC secretary-general tomorrow. We must come out with one voice and our actions must be integrated, Syed Hamid said. -Caveat Lector- 9th October 2002 The True Motives Behind The Impending War on Iraq On the anniversary of the start of the U.US. war in Afghanistan, in Cincinnati, Ohio, George Bush delivered a speech attempting to string together a convincing argument to launch a war against Iraq. In unison British Foreign Secretary Jack Straw was also on a tour of the Middle East and Persian Gulf, discussing with Saddam's neighbours the possibilities of an upcoming war. Despite the numerous attempts that the British and American governments are putting forward, it should be clear that this will be a colonial war based on furthering their strategic, political and economic interests.By reviewing the arguments that are put forward to provide a rationale to attack Iraq their absurdity becomes apparent. This should prompt us to scrutinise the true and real motives behind this impending war. The following are some of the key reasons for going to war with Iraq that have been outlined by Bush and Blair: 1. The first claim made about Iraq is that it is in material breach of numerous UN resolutions. George Bush in his address to the UN General Assembly on 12 September went through a painstaking review of all the resolutions that Saddam had broken. The problem with going down this path is that other countries notably India and Israel have also put the proverbial V sign up to UN resolutions, yet there is no sense that Tel Aviv or New Delhi are being warmed up for an imminent attack. The concept of double standards gives too much credence to Western leaders as it assumes they have some belief in the concept of International law in the first place, they simply don't. Conformity with International law only occurs when it coincides with national interests. The simple fact of five permanent members having a veto in an institution which is designed to represent democracy and the norms of international law would be laughable if it wasn't so serious. 2. The second claim made about Iraq is that it should be attacked because it has weapons of mass destruction (WMD's). Well taking that logic a lot of countries have WMD's including the countries, which want to do the attacking. So obviously this cannot be the real reason. Bush said in his recent speech, Iraq's weapons of mass destruction are controlled by a murderous tyrant, who has already used chemical weapons to kill thousands of people. Yet Bush's predecessors in the Whitehouse also used nuclear bombs and chemical weapons, in Japan and Vietnam to name a few, needless to say these killed hundreds of thousands of people. 3. The third claim is that Saddam is a monster, a real brutal dictator who terrorises his own people and therefore needs to be removed. The retort to the argument that it was the West who armed and befriended Saddam in the 80's is met with disdain. According to Bill Clinton's view the West has some moral duty therefore to cleanse the swamp it has itself created. There wouldn't be a problem with this argument if the West just came out and said that dealing with nasty and brutal dictators really did depend on one's political interests rather that this farce of pretending in some way that they have empathy and sympathy with the people who live under these dictators. Madeline Albright when asked a few years ago on US television whether the death of 500,000 Iraqi children as a result of UN sanctions was a price worth paying, she replied 'Yes I believe it was a price worth paying'. The real acid test on whether the West conforms to this doctrine of an ethical foreign policy is to look at the West's current allies in the 'War on Terror'. This reveals several unsavoury people like Islam Karimov the butcher of Tashkent who routinely kills and imprisons his political opponents. While Baghdad anticipates the imminent prospects of cruise missiles, F16's and carpet bombing Tashkent expects with bated breath, bumper US aid packages, more IMF loans and further encouragement in its crackdown on Islamic groups. 4. The fourth claim is that Saddam Hussein is a special case in that he has a track record of using his WMD's on his own citizens as well as previous experience of invading his neighbours. However the use of WMD's and invading other countries is not confined to Saddam and the same accusation can be legitimately applied at the US, Britain or Israel . So in need of a convincing argument Britain and America prophesise that Iraq could develop nuclear weapons within months and then pass these over to groups such as Al Qaeda. This latter argument gives rise to the new neo conservative thinking within the Bush White House which states that pre-emption is a perfectly acceptable political and military doctrine especially after 9/11 which they say has changed the international and security landscape.The advocators of this doctrine or as some have described the real 'axis of evil' are Defence Secretary Rumsfeld,

In much poetry, dawn represents the breaking of the methaphorical night of loneliness, a respite from pain. But for the Iraqi people, this is not that dawn. In an early morning vote, the Senate voted to approve Bush's Iraq resolutions with a stunning 77-23 majority. Yesterday, the House voted more than two-to-one in favor of the resolution. The way is now paved for a military attack on the impoverished Iraqi people. The mightiest power in the world will soon attack a reeling, poor country of 22 million people. For us in the U.S., we can only imagine what devastation will be wroght, but in the sewer filled streets of Basra, in the filthy, decaying hospitals of Baghdad, in the shanties of Karbala, the Iraqi people know all too well what awaits them. Theirs has not been an easy life. For 22 years they have been subject to wars not of their making. 22 years ago, in 1980, Saddam Hussein attacked Iran. The ensuing war lasted 8 long years and cost each side over half a million lives. Then, Iran was a vilified enemy of Washington and thus the U.S. looked at the war favorably. Of course, the U.S. wasn't simply a dispassionate observer, it actively abetted: it provided arms, support, and credit to Iraq, provided Saddam Hussein seed stock for chemical weapons, allowed Iraqi tankers to sail the gulf under the U.S. flag, and even shot down a commercial Iranian airliner. Later it was revealed that the U.S. also sold arms to Iran during this time, supporting its policy of dual containment, one dedicated to the notion that if aspiring brown countries expend their energies and resources fighting each other, they won't be able to develop independently. 8 years of war, hundreds of thousands of dead youth, and a hundred billion dollars later, Iraq emerged the victor, albeit one in heavy debt and in which hardly a family existed who did not lose a loved one in the war. The next two years saw Saddam and his forces brutally attack the Kurdish population of the North-- under the watchful eyes of the U.S -- killing tens of thousands of civilians. And as Iraq reeled under a heavy burden of deebt, it called upon other Arab nations to pay for their share of the Iran-Iraq war and was turned away. Tensions mounted and wars of words ensued. Meanwhile, the entire political world was changing. The Soviet Union was disintegrating and the U.S. was emerging as the sole superpower, one that needed a proving ground for the New World Order it was developing in its own image. With incredible political legerdemain coupled with the gift of insanity that the despots it has always supported have inevitably bestowed upon it, the U.S. got what it wanted: Iraq in the crosshairs. On August 2, 1990 Saddam Hussein's forces invaded Kuwait. On August 6, 1990 - Hiroshima Day - the U.S., under the formal auspices of the U.N., put Iraq under the most onerous sanctions regime in modern History. And between January and April 1991, the sole superpower, with a fawning coalition of countries, bombed Iraq mercilessly, destroying not only military but also civilian infrastructure. Water treatment plants, drug factories, and electrical plants were destroyed. The sanctions war took over where the bombing war ended. For 12 long years, the Iraqi people have been under an incredibly onerous sanctions regime. Clean water, medicines, and food are all in short supply in Iraq. The education system is in ruins, the economy is in shambles, and the children of Iraq have been stripped bare of hope. Also, over the last 12 years, Iraq has been under the direct attack of the US: a deadly set of missile attacks in 1993, operation Desert Storm in 1998, and ongoing bomb runs by coalition aircraft patrolling the no-fly zones. The Iraqi people have suffered for 22 years. Generations have grown up under war and sanctions. Children suffer the most. The sanctions themselves have directly led to the death of over 1 million Iraqi children. Now, Iraqi parents must prepare to lose more. Many Western journalists report that in Iraq, people seem non-chalant about war, indifferent. It's curious to me how this can possibly be true. I wonder how many of these journalists understand that while one can bomb and starve a people, their dignity will force them to put up a brave front to those from the very countries that plague them. The argument is that after 22 years of conflict, the people are inured to suffering. No parent can be inured to the suffering and death of her children. The argument is that after 22 years of conflict, war is no big deal. That's like saying that since they suffer anyway and have suffered long, let's make them suffer more. No, folks, there is no way around it. War will kill Iraqi people. And they will sob for their children with severed limbs,

On Thursday, a lineup of about 30 Democratic lawmakers gathered outside the Capitol building to detail their displeasure for a resolution that would authorize President Bush to use any force against Iraq that he deemed necessary and appropriate to defend the U.S., and to enforce UN Security Council resolutions. Leading members of the House, including Minority Leader Richard Gephardt (D-Mo.), already had reached an agreement with the Bush administration to support the resolution. The emergence of what seems to be a growing anti-war faction, organized primarily by Rep. Dennis Kucinich, a Democrat from Ohio, reveals some serious divisions within party ranks. I am completely at a loss to explain to you why the minority leader of the House, the Democratic leader, would join with President Bush in this kind of activity, noted Rep. John Conyers (D-Mich.) at the news conference. Conyers, a ranking member of the House Judiciary Committee and dean of the Congressional Black Caucus, called the resolution the most disturbing arrogation of constitutional power by any president in my memory. Rep. Sam Farr (D-Calif.) made the point that the resolution proposes a leap before you look strategy that ultimately jeopardizes American security. Ohio Democratic Rep. Sherrod Brown said the proposed resolution allowing pre-emptive unilateral action represents a radical change in our military doctrine. [Unilateral action in Iraq] sends a message to our allies and to others around the world that if the United States, the world's superpower, a member of the UN Security Council, is willing to do that, then why can't we? Brown said. He added that Bush never once mentioned his plans for such a dramatic departure from military tradition in his presidential campaign. Rep. Jan Schakowsky (D-Ill.) displayed two uneven stacks of e-mails and letters, claiming those opposing war represented the largest stack by far. Like many of the other House members, she argued that she is being bombarded by messages urging her to oppose the Bush administration's war resolution. Some observers trace these ripples of dissent to a Sept. 23 speech by former Vice President Al Gore in which he argued that an Iraq attack will damage the war on terrorism, weaken U.S. leadership in the world and create new enemies. But many members of Congress had expressed opposition to the logic of the Bush Doctrine long before Gore's well-publicized comments. Some members also blame the media for minimizing dissenters. Let's see how much media coverage there'll be of this news conference, shouted one voice in the audience. People have been asking `Where are the Democrats?' Well, here are the Democrats, said Rep. Maxine Waters (D-Calif.). Waters has been a consistent critic of the administration's overall Middle East policies and has often urged her party mates to be more vocal. Waters said the Bush administration has failed to provide the proof that Iraq has possession of nuclear weapons and is willing to use them. The U.S. keeps pushing for an intrusive inspection regime, yet, she noted, we seem to forget that the CIA was caught spying on Iraq during the last spate of inspections. The California lawmaker expressed considerable cynicism regarding Bush's plans for an invasion of Iraq. Seems like no matter what we do, the determination has already been made, she said. But there were hints that this ripple of dissent may move beyond the progressive elements of the Democratic Party. Rep. Jim Moran, a centrist Democrat from Virginia with a hawkish record, joined the crowd of dissenters. Saddam Hussein is the one who should be marginalized, not the U.S. Congress, Moran said. The basis of his dissent is the new powers the resolution grants to the president. He said our new national security strategy that allows for unilateral, pre-emptive military action upon the president's own authority has implications for the rest of the world that will come back to haunt us. There also has been an uptick in anti-war demonstrations around the U.S., including two in Chicago last week. In addition to the usual left-leaning suspects, there is considerable opposition to the Bush administration's war plans among conservatives. Pat Buchanan has used some of that aggressive opposition to help fuel a new magazine called the American Conservative. The voices of dissent are rising and just may prevent the U.S. from becoming the 21st Century's leading warmonger--but don't bet on it. Ulysses Currie's viewpoint, Gun laws reduce crime - so what are we waiting for? (Feb. 7). We are waiting for objective and honest politicians who legislate based on fact, not fiction. We are waiting for compelling evidence that shows gun control has reduced crime somewhere, anywhere, including New Jersey, the lone jurisdiction Currie cites as proof that gun control works. Note that in Vermont, where citizens can legally carry a concealed firearm without a permit, the murder rate is half that of New Jersey's. The District of Columbia has been waiting 25 years for its complete handgun ban to reduce crime, but it hasn't happened yet. England has waited five years for its handgun prohibition to work, but crime has gone up, not down. There are similar documented failures in New York City, Chicago, Australia and elsewhere, but politicians simply ignore these failures to further their own political agendas while pandering for the votes of their liberal constituents. Maryland has some of the strictest gun-control laws in the nation, yet as Currie himself noted, ``Maryland has the dubious distinction of having the highest rate of youth handgun killings. Note that Maryland is also No. 1 in robbery, No. 3 in murder and No. 4 in overall violent crime. Just across the Potomac River, however, Virginia's gun laws are so ``bad that Virginians can legally sell each other handguns without background checks or waiting periods. Virginians also can carry concealed weapons. Yet Virginia's violent crime rate is much lower than Maryland's. Why? I'll answer that question, too. Virginia's legislature is not waiting for a gun-control miracle to somehow prevent criminals from committing crime. Unlike Maryland's legislature, they've realized that the only way to reduce crime is to actually put criminals in jail. Project Exile in Richmond is a well-documented example of how to reduce crime. Along the highways in Virginia, billboards give prospective criminals this stern warning: ``Illegal gun? Five years mandatory in a state prison. Regardless of what any judge or lawyer says, there is no parole, no plea bargain and no early release. This works. What doesn't work is Maryland's absurd revolving door of justice. ``In Maryland, a judge can reduce a sentence at any time, for any reason, according to the Journal article, ``Truth in sentencing: A justifiable and fair demand by Del. Marilyn Goldwater, D- Bethesda. She notes: ``Maryland has the dubious distinction of being the only state that gives judges such complete latitude with sentence reconsideration. In recent years, this particular ``dubious distinction lets Maryland judges release 1,100 criminals early and return 90 convicted murderers to our streets. One released murderer killed a policeman and a store clerk in Prince George's County, in Currie's district. This double-murderer served only 16 years of his double-life sentence. Does this make any sense? Maryland has the most lenient judges, the most lenient sentencing laws and the highest violent-crime rate. Is this merely a coincidence, or are these ``dubious distinctions somehow related? I'll let Currie, D, ponder that question, while I pose yet another: Now that we know what works, and what doesn't, what are we really waiting for? If we sincerely want to reduce crime, we know that putting criminals away works, and gun control doesn't. We are waiting for Maryland citizens to make their political system work by voting out the politicians who are either too cynical to choose public safety over politics, or too stupid to recognize which policies actually reduce crime. Instead of working hard on crime-control policies to make their own constituents safe from criminals, Maryland's incumbents worked hard on redrawing district lines to keep their own seats safe from political challengers. It's our job to vote these guys out, and vote in politicians who have the courage to put criminals behind bars. Joseph Curran is proposing a wide-ranging package of laws that would make the state's gun control regulations among the strictest in the nation and says his ultimate goal is a ban on handguns. He is considering whether to sue gun manufacturers for the violence caused by their products. He cited shootings at Columbine High School in Colorado, an Atlanta brokerage house, a Los Angeles day-care center and a Fort Worth church that left 32 dead. In an interview, Curran said he had not ruled out taking legal action against gun manufacturers. Nearly 20 cities and counties throughout the nation have sued gunmakers to recoup the cost of treating gunshot victims. None have come to trial. A judge recently threw out a suit filed by Cincinnati, handing gunmakers a victory. But in the face of the new litigation, Colt's Manufacturing Co., the venerable Connecticut gunmaker, has said it is discontinuing many of its handguns. Curran said he wanted to make a legislative push before suing and hoped that enactment of his legislative proposals would be the first step in what he acknowledged could be a more- than-decade-long effort to restrict handguns. He's sorry for that now. You've got to hand it to them on some level, he originally said of the murderers, because they've achieved something which nobody would have thought possible. Best known for his series of art pieces involving neatly sliced animal carcasses, Hirst now has issued a regret- filled clarification insisting, I value human life. Meanwhile, as Hirst was slapping al Qaeda on its collective back, a New Zealand artist named Gail Haffern was telling the Auckland art press that the destruction of the World Trade Center while filled with people was wonderful . . . because it was a new idea. Haffern's only notable achievement is that she holds New Zealand's first- ever doctorate in fine arts. Being an artist, she says of her reaction to the attacks, I thought what if this had been a performance piece and Osama bin Laden had declared himself an artist, how would the world have seen it then? Her answer is a sculptural installation involving representations of the trade towers, surrounded by blocks featuring such wordplay as Pentagone. As it happens, Hirst and Haffern were echoing sentiments blurted out a year ago by Karlheinz Stockhausen, one of the world's best-known composers. Stockhausen was speaking to journalists in Hamburg, Germany, a few days after the attacks, and called the destruction the greatest work of art ever. Stockhausen immediately asked the interviewers not to report what he had said. However, a juicy quote is at least as appealing to reporters as mass murder is to certain artists, and the composer's remarks resulted in an uproar. What's this about? Haffern, the obscure New Zealander, might be dismissed as seeking cheap notoriety. Hirst and Stockhausen, on the other hand, are acknowledged leaders in their fields; they're hardly in need of bad publicity, as the German composer realized. A reasonable conclusion is that all three meant what they said: that the Sept. 11 attacks had great aesthetic significance, were visually stunning, wonderful in their originality, and even great works of art that deserve recognition and congratulating. One conclusion is that these artists represent an aesthetic barbarity not evident since the painters and writers of prewar Italy and France celebrated violence, destruction and martial strength as necessary to create a fascist order. These, too, saw something positive -- something wonderfully aesthetic -- in force, blood and mayhem, which is why the German critic and philosopher Walter Benjamin charged fascism with aestheticizing its repellent politics. In that sense, these artists and those for whom they speak may be aestheticizing their own politics as well. Until such time as these artists applaud the obliteration of Hiroshima in a wonderfully novel burst of light, or celebrate Hollywood for its beautifully choreographed violence, or embrace the American right to bear arms for its aesthetic potential -- until then, we can justly speculate that it is only when Americans are murdered that the act is revealed as grand art. What really stands out about these various remarks, however, is their breathtaking banality. Stockhausen, for example, placed the acts in the context of cheap melodrama. He told interviewers, That characters can bring about in one act what we in music cannot dream of, that people practice madly for 10 years, completely fanatically, for a concert and then die. That is the greatest work of art for the whole cosmos. But that sounds less like a vision of cosmic art than it does a cynical MGM tearjerker from about 1948. Stockhausen successfully evoked the moody, misunderstood musician, played by an unkempt Louis Jourdan. But where is the fatherly character played by Oscar Homolka, urging Jourdan to end his 10 years of mad practicing and instead marry Olga Baclanova and live a life of small pleasures? No matter, the last scene writes itself: The concert is over, the audience's sneers have become an ovation, but Jourdan lies dead behind the curtain in the arms of a tearful Baclanova who only now understands art's demands. Hirst and Haffern are younger than Stockhausen, and express a more modern banality. Hirst envisions congratulating the terrorist/artists, as if they were gathered for a London gallery opening. What has earned this peer recognition? The work? Of course, but it is the scandal that is unparalleled. These artists have not merely offended their middle-class capitalist audience, they've murdered its members by the thousands. Their art

Is it likely that one person on a board controls the entire board? This is guilt by association. There is no connection between the CIA or McGeorge Bundy and PRA or me. In fact, this claim originates in a lawsuit filed against me by Lyndon LaRouche. LaRouche lost the case. Here is another example. I thanked Progressive editor Matt Rothschild in a book I edited years ago for help he gave me in getting permissions from some of his writers to include their articles for the Progressive in the book. This is offered by Feldman to suggest that there is a conspiracy involving Matt and me to criticize conspiracists. A coincidence? Actually, yes. I have not contacted Matt in several years. A major case involving those voter fraud issues has been under investigation by the FBI for the past month. KSFY has learned the investigation mainly focuses on six counties including: Dewey, Pennington, Fall River, Charles Mix, Shannon and Ziebach, although there may be other counties involved. The focus of the investigation centers on absentee ballot registration requests in counties with or near Indian Reservations across South Dakota. A letter recently sent out by the Democratic Party confirms Party officials were notified about possible ballot discrepancies in Dewey County, and when notified contacted authorities immediately. According to their letter, a Democratic Party contractor, Becky Red Earth-Villeda was fired after at least two of the people she registered were found to be invalid. On October 12, we found evidence that in Ziebach County a woman somehow applied for an absentee ballot after she died. The absentee ballot application for Denise Red Horse is filled out just as it should be: she has an address, she signed where she was supposed to. The major flaw? Denise Red Horse died September 3rd in a car accident. Her application was signed September 21st, 18 days after she was killed. This is just one of the discrepancies of which Attorney General Mark Barnett has been notified and the FBI is investigating. Barnett says there was one case where the lady had apparently registered in two different counties, another case shows a lady supposedly sent in an absentee ballot some days after she was actually killed in a car accident. Red Horse's bogus application isn't the only suspicious item Ziebach County's Auditor, Cindy Longbrake has noticed in the past few weeks. She says one person filled out 150 registration cards, and she could tell they were all filled out by the same person. Longbrake says she thought, She either didn't know what she was doing or, I understand, she was getting paid to do these and she didn't care how she was doing them. There are several different politically motivated groups on and around Indian Reservations trying to register that particular population. Native Americans make up 8.3 percent of the state's population -which transfers into roughly 63-thousand residents. With close races, especially on the Senate side, every vote truly does count. According to our sister station KOTA in Rapid City, two brothers are now being investigated for turning in forged voter registration cards to the Pennington County Auditor. The auditor says most of the voter registrations were duplicates which could have been done by copying names and addresses out of a phone book. The brothers were caught after getting the voters birthdays wrong. Patient arrested after flare gun scare at hospital

A man at Audie Murphy VA Hospital shot two staffers with a flare gun, then holed up in
a second-floor office for more than an hour Thursday before police negotiators talked
him out.
The man arrived around 11:30 a.m. at the hospital's mental health unit, where he shot
a social worker and a psychiatrist with an orange plastic flare gun. The two women
were not seriously injured. Police arrested a veteran who was being treated at the
hospital for schizophrenia. His name was not immediately released.
Hospital workers reported that the attacker told them he was upset that they had
implanted a microchip inside him.
He expressed that he felt that we had implanted something in his body that made him
hear voices and he wanted it taken out, said Jose Coronado, director of the South
Texas Veterans Health System. Coronado also said the man had stopped taking his
medication.
The man first entered the office of social worker Yvette Huerta and shot her in her
left arm and chest, police said.
We saw sparks coming out of the office and thought a computer was malfunctioning,
said Iva Timmerman, a psychiatrist and 15-year veteran of the hospital who also was
injured in the incident. Then we saw him following her.
As Timmerman and others tried to get to cover, she said, the man shot her from behind.
She said it felt like a racquetball bouncing off my shoulder.
He was firing at people, she added. He was picking and firing. He chose people.
Police evacuated about 30 people, including patients and employees, from the west wing
of the building in the 7400 block of Merton Minter. The rest of the hospital remained
open, Coronado said.
Timmerman said schizophrenics who stop taking their medication may withdraw from
society or become paranoid. Some can become violent.
We can't predict violence, she said. A lot of people threaten violence and never
carry it out.
Police spokesman Sgt. Gabe Trevino applauded the negotiators for defusing a situation
that could have developed into a much longer standoff.

Ron Kessler walked along the suburban highway, clutching a bunch of wildflowers in one
hand and a claw hammer in the other.
As he went down an exit ramp, a car pulled up alongside. The young driver wondered if
he needed a ride. Get away from me! Kessler barked, waving the hammer. Soon
afterward, alerted to this encounter, two police officers in patrol cars appeared.
Kessler, 42, who had recently stopped taking drugs to treat paranoid schizophrenia, at
first ignored their orders and kept walking. Within two minutes, he lay dead on a lawn
with five bullets in his chest, leg and wrist. It was the first fatal shooting by the
56-member police force in this town next to Lake Ontario. And it raised questions
about how well police here - and in departments around the nation - are trained to
cope when mentally ill people break the law.
I saw the bullet holes, said Kessler's sister, Marlene Zazzara. They didn't have to
shoot him so many times.
When officers saw her brother was despondent, she said, why not try non-lethal means?
Why didn't they Mace him? Why didn't they net him or call for backup? They didn't
know he was trying to go get help.
Tears flooded her eyes as she sat in her kitchen recalling that July morning in 1998.
It was like losing a child, she said. I was his lifeline, through good, bad and
indifferent. I was always there for him.
Large institutions that once housed psychiatric patients began shrinking or shutting
down in the second half of the 20th century as doctors switched to community care and
the use of new anti-psychotic drugs.

The Sefer Ha-Chinuch points out that since the Children of Noah were adjured about stealing, they were equally adjured about all Torah decrees to keep a person far away from stealing, such as the decree, You shall not covet. According to Jewish tradition, a human being who fulfills the teachings and precepts of the universal code has achieved a high spiritual level, and Maimonides writes: Anyone who accepts upon himself the fulfillment of these Seven Mitzvos and is precise in their observance is considered one of the chassidei umos ha'olam - the righteous among the nations - and will merit a share in the World to Come ( The Laws of Kings 8:11). Officer Kevin Boyle, 43, of Massapequa Park, was released from Jamaica Hospital Medical Center Friday after being treated for a gunshot wound to his left calf. The 18-year-old man accused of shooting him Thursday, Timothy Fahy, remained at Kings County Hospital Center Friday night undergoing psychiatric evaluation, police said. Police sources said Fahy has a history of emotional problems and it's believed that on Thursday he had stopped taking his medicine, Risperdal, a drug used to treat schizophrenia. When they reached the hilltop, they adjusted Jamies coat and scarf to cover as much of his swollen face as possible, then roamed about town for a bit longer until nightfall. At 5:30, when they felt it was finally dark enough, Venables and Thompson took Bulger to one of their favorite play spots -- some railroad tracks -- where they knocked Baby to the ground and stomped on his tummy and chest. And everybody knew what they meant. The rallies in the market continue to be fake-out rallies and we recommended shorting into it. Those who followed our advice did very well by the end of the week. The sell off has come from what we previously reported - concerns for underfunded fixed pension schemes at US corporations. General Motors, Ford and Chrysler have admitted that the arrearages in their fixed pension systems are billions more than initially reported. This then leads to this thought -- how many other corporations are there with fixed pension plans, which are dramatically underfunded because the Reagan Bush/ Bush II Regimes purposely allowed corporations to skirt the law when it came to their pension contributions in exchange for large campaign donations to the RNC? The other upcoming problem is the enormous amount of money that has been lost by the individual state, county, and munuipal pension systems. As CALPERS (California State Pension System) itself admitted, it may take decades to recover. There is no longer enough pension money in the states to pay out the pensions in the years to come. The states are left with some very unpalatable choices-either cut pension benefits (reduce pensions) or, for the first time since the Great Depression, states are going to have to use general tax revenue to subsidize pension systems. There isn't any money left. The money has been transferred to shadowy offshore Republican controlled accounts that were short the markets. There literally isn't any money left in the country. Since the markets are a zero sum game, where has the liquidity gone? The liquidity has gone to Republican controlled offshore trading accounts, which will then be buying back stocks at ten cents on the dollar. It's the old Bushonian trick. The government, through its own economic malfeasance, takes everything down, then the Bush Cabal who were short the whole time (all the money got transferred to them) then repatriate the money and buy everything back for ten cents on the dollar. Of course, this has always proved to be a bad idea in the past. When the US Government has purposely tried to cheapen the dollar, it has always boomeranged on them. The reason why the Bush Administration wants to do it is to spur export growth. The Bush Administration has admitted that when you cheapen the dollar you create an inflationary implication. Insofar as inflation is already so low and we are suffering from a global deflation, they're not worried about the inflationary impact. But there's a two-fold negative when you cheapen the dollar - the other negative is that you cause an exodus of foreign money out of your own country when you cheapen your own currency. This is foreign money, which our government relies on almost 100% in order to finance its ever-increasing federal budget deficits. This money leaving means that this in itself could push interest rates higher. The government has the ability to create an artificial demand for money. In other words, it's not a demand for money created through an increase in gross domestic product or an increase in consumer spending. It is being generated by our ever-increasing needs to finance debt. It's an artificial demand created through deficit financing. If you cheapen your own currency and chase that money out of your own country, that money isn't going to be so quick to come back again -- unless you make it worthwhile. Money flows to where it is best treated, so the United States would have to figure in a "risk premium" if they want that money back. Therefore interest rates would have to rise. In the report, Cowper-Coles is attributed with accusing Israel of contravening the Geneva Convention and the Israel Defense Forces of displaying a lack of professionalism, during a leaked conversation last week with IDF Major General Amos Gilad, coordinator of government activities in the territories. Cowper-Coles told Ha'aretz yesterday that the comments, reported in the Yedioth Ahronot daily, were exaggerated, but broadly true. The ambassador also criticized Israel for continuing to build settlements, for the unnecessary humiliation and harassment of the local civilian population at checkpoints, unnecessarily uprooting trees and making life difficult for the international welfare organizations, according to the report. Cowper-Coles says he did not regret his comments, which were made in the spirit of friendship. He said he was very shocked by what he has seen in the territories, as anyone else who visited there would be. Anyone who is a friend of Israel would say what I said, he told Ha'aretz, because [it is clear the situation] is certainly not good for the Palestinians, or for Israel. The comments reported in Yedioth Ahronot were made during a private conversation, with Gilad, on instructions from London, and followed an earlier meeting with the Israeli general in the British capital last month, says Cowper-Coles. He added the source of the leak - the Foreign Ministry or someone - was very selective in what he chose to reveal of the conversation with Gilad that lasted for more than an hour. Cowper-Coles says his many references to the suffering of Israelis due to terrorism, security pressures and difficulties relating to pulling out of the territories were not conveyed. It's a pity because it's not the whole truth. If it emerges that someone in the Foreign Ministry leaked the story, Cowper-Coles said, it certainly won't increase my respect of the ministry. We don't believe in megaphone diplomacy. The ambassador, who has learned to speak a competent level of Hebrew since arriving here just over a year ago, has been widely interviewed on Israeli television and radio. He was recently praised for the sensitivity he displayed when dealing with Israeli terror victims and their families. As you probably know, Robert Hunter has a great of love of American History. The song is about events during the American revolution. 'Franklin' refers to Benjamin Franklin. The 'Bell' in the tower is the Liberty Bell. Casting large metal objects is a complicated process. Casting bells is additonally complicated by the fact that bells must be able to withstand the stress of ringing, and they must produce a good tone. The Liberty Bell was not only very large, but it needed to ring loudly and clearly enough to be heard around the world. This was pushing the limits of 18th century technology. As you probably know, Benjamin Franklin was not only a philosopher and statesman, he was an inventor. He was involved in the design of the Liberty Bell in the following way: Franklin postulated that a process which he called dewing could be used to improve the production process of large bells. Dewing basically involves exposing the freshly cast bell to large quantities of steam while the bell is still hot. The steam causes a rapid cooling, producing droplet of 'dew' on the bell. After the dew is formed, the bell is rolled between large cotton sheets. He described this process as rolling away the dew. Unfortunately, Franklin's contempories had a very hard time understanding his technology. He showed them sample bells, asking him to simply look at the results without trying to understand the process. This was when he uttered the now famous quote, if you get confused, listen to the music play. In the end, Franklin couldn't convince the foundry to use his dewing process. Instead they used an alternate process developed by a Frenchman named Simon Legree (who eventually turned out to be a British agent). Simon's process involved planting small ice crystals (seeds) into the metal while the bell was being cast. As we all know, the Liberty Bell didn't last very long. I believe it had one good ring, but you can't really tell because it was so long ago. Apparently the one time it was rung was during a storm. After ringing, the famous crack developed in the side of the bell and the wind blew through the crack. They tried ringing the bell again, but the only sound was of the wind blowing through the crack. Benjamin Franklin was understandably disgusted. When asked later about the incident, his only comment was They planted ice, so they harvested wind. The ice refers to an alternate dewing process they used at the suggestion of a rival inventor (I'll spare you the details, but he turned out to be quite a Tory). The wind, of course, is the lack of sound from subseqent ringings. A second meaning (Hunter's always the punster) relates to Franklin Delano Roosevelt. The musical structure of Franklin's Tower is similar to that of Deal. Hunter was suprised that Jerry would write two such similar songs, and so he considered Franklin's Tower a New Deal. It's really remarkable, the breadth of our culture that Hunter manages to work into his lyrics. By the way, Franklin's Tower (the real one, not the song) has since been converted to a bridge. Jerry Falwell for calling Islam's prophet a terrorist, and an envoy of Iran's supreme leader reportedly called for his death. Iranian cleric Mohsen Mojtahed Shabestari, addressing Friday prayers in the northwestern town of Tabriz, said Mr. Falwell was a mercenary and must be killed, the Farsi-language daily Abrar reported yesterday. The death of that man is a religious duty, but his case should not be tied to the Christian community, Mr. Shabestari, a representative of Iran's Supreme Leader Ayatollah Ali Khamenei, was quoted as saying. In an interview broadcast last week on the CBS program 60 Minutes, Mr. Falwell said in reference to the Prophet, I think Muhammad was a terrorist. Mr. Falwell, a conservative Baptist minister, said he has concluded from reading Muslim and non-Muslim writers that Islam's prophet was a violent man, a man of war. But Mr. Falwell apologized yesterday for calling the Prophet Muhammad a terrorist. I sincerely apologize that certain statements of mine made during an interview for the September 30 edition of CBS's '60 Minutes' were hurtful to the feelings of many Muslims, the preacher said in a statement issued in Lynchburg, Va. I intended no disrespect to any sincere, law abiding Muslim, Mr. Falwell added. In Lebanon yesterday, Grand Ayatollah Mohammed Hussein Fadlallah called on Muslim countries to respond to Mr. Falwell's comments on CBS, which, he said, had infringed on the prophet [Muhammad´s] dignity. Mr. Fadlallah, however, cautioned against resorting to physical violence against Mr. Falwell, saying Islam is a religion of mercy and love. In a statement issued in Beirut, Mr. Fadlallah also urged Muslims worldwide to counter what he called a cultural war launched against Islam after the September 11 terrorist attacks on New York and Washington. Mr. Fadlallah, 67, has condemned the September 11 attacks. He is a senior Shi'ite religious authority and a harsh critic of U.S. policies in the Middle East. In August, Mr. Fadlallah issued a fatwa, or religious edict, banning Muslims from assisting the United States and its allies if they attack Iraq. He also urged Muslims to withdraw their money from U.S. markets for fear they may be frozen or confiscated. The regime has nurtured them with aid. By Michael Slackman Times Staff Writer October 14 2002 AL RASHEED, Iraq -- AL RASHEED, Iraq -- The Iraqi army, the Republican Guard and even his Baath Party are among Saddam Hussein's main military forces. But one of the Iraqi leader's secret weapons may well be a 72-year-old man who wears flowing desert robes and lives with his family in this village just south of Baghdad. He is Khudeir Abbas Hamdan Shwerid, a mild-mannered grandfather who, since age 15, has been the leader, or sheik, of one of Iraq's largest tribes, the Abu Hamdan. The sheik says the tribe has hundreds of thousands of members spread across Iraq -- people bound by birth to a group with roots stretching to the Omayyad Empire in the 7th century. They are, at least for now, loyal to Hussein and are prepared to serve as a militia fighting foreign forces and as a national guard that could quell internal conflicts. The Abu Hamdan are one small piece of a larger weapon. Hundreds of tribes are scattered throughout this land. And whereas previous Iraqi rulers have tried to crush the tribes for fear they would challenge their authority, Hussein has nurtured them, winning their good favor with money and supplies. No one is saying the tribes could match the firepower of the U.S. armed forces in the event of an invasion, but they promise to complicate any military operation. Perhaps more consequential to U.S. policymakers, the tribal system adds yet another balkanizing element to a society already fractured along ethnic and religious lines. Should the Hussein regime fall, a replacement government would have to win the hearts of not only the Sunnis and Shiites, the Kurds and Turkomans, but the hundreds of tribal leaders to whom they're also loyal. Yes, we will resist anyone who comes here, using our own weapons, Shwerid said while seated inside a guest house he uses to greet tribal members who travel from around the country seeking his help and advice. The tribe is fully cooperating with the government. Conversely, if a significant number of tribes abandoned their fealty to the regime, a drive to topple Hussein might be strengthened. But there is ample evidence that tribes could play a crucial role in helping Hussein maintain his grip on power. In 1991, after a U.S.-led coalition drove Iraqi forces from Kuwait, an armed uprising erupted in the south. The Iraqis deny internationally accepted accounts that the revolt was staged by Shiite Muslims, who constitute a majority in this nation ruled by Sunni Muslims. The official Iraqi version is that Iranians staged the rebellion. But whoever was responsible, the government acknowledges that it was the tribes, including the Abu Hamdan, that helped restore order and, with the military, reaffirm Hussein's control over the country. The tribes proved themselves a valuable ally during the previous decade as well, when they supplied tens of thousands of their members to help fight Iran in a war that stretched on for eight years and left hundreds of thousands dead on both sides. The tribes are very influential, said Saad Naji Jawad, a political science professor at Baghdad University. Although Shwerid's tribe members are spread across the country, he maintains loyalty through a system of family ties and honor that has been handed down for generations -- and also, he says, with a good deal of cash. These are hard times for Iraqis, and the government cannot provide all the resources people need to survive. Each month, Shwerid says, he gives an allowance to 1,000 needy members of his tribe. He says he also routinely gives cash gifts to young men, so that they can get what they need to marry. In addition, Shwerid serves as a mediator in disputes, both civil and criminal. Although he is careful not to place himself above national law, his followers often turn to him, rather than the Iraqi courts, to resolve disputes. For example, if one person kills another on purpose, Shwerid will order the aggressor to pay the victim's family $7,000 in blood money. So deep are the roots of tribal identity that they spread far beyond the reaches of small, agricultural villages like this one and into the heart of Baghdad, the capital. There is great respect for the tribes, even among those of us who live in the city, said Eehab Rafe, 29, owner of an electronics shop in Baghdad's most upscale neighborhood. He is a member of the Zobeida tribe, which hails from the northern city of Mosul. Before Islam came to the Arabian Peninsula, about 1,400 years ago, the main source of identity for many people was their tribe. Tribes provided a sense of community and order in what could otherwise have been a lawless existence.

-Caveat Lector- This article from NYTimes.com has been sent to you by [EMAIL PROTECTED] Auditors Say U.S. Agencies Lose Track of Billions October 14, 2002 By JOEL BRINKLEY WASHINGTON, Oct. 13 - Year after year, auditors studying the financial records of federal government departments find many of them so disorganized, even chaotic, that the agencies cannot account for tens of billions of dollars. What is more, when many agencies realize that they have made major accounting errors, rather than looking back to see where the money went, they simply enter multibillion-dollar balance adjustments, writing off the money. That is just one of many problems that auditors typically find in annual financial statements of government agencies. The 2001-2002 fiscal year ended Sept. 30, so government agencies are preparing statements now. In the last year, the Office of Management and Budget has taken on the financial accounting problem in something like an auditor's holy war. In a letter to Congress on Oct. 7, Mitchell E. Daniels Jr., director of the budget office, said the federal government's accounts would never be tolerated in the private sector, adding that repair of a system so badly broken will not happen overnight. In part to embarrass the agencies so they will improve their financial performance, the budget office early this year began rating the 24 largest federal departments, scoring each green, yellow or red. Green indicates that the agency's financial systems are acceptable, yellow that they are troubled but improving and red that there are serious, chronic problems. In the most recent rating, completed in June, only one agency was rated green, the tiny National Science Foundation. Twenty were rated red. The Department of Defense routinely makes the largest financial blunders. In the fiscal year that ended Sept. 30, 2000, auditors found, the department entered unsubstantiated balance adjustments totaling $1.1 trillion. That was an improvement over the previous year, when the figure was $2.3 trillion. They just made the adjustments up, said a senior official with the Defense Department's inspector general's office. That does not mean $1.1 trillion is missing. Some adjustments were deposits, others were debits. For example, the Defense Finance and Accounting Service found last year that its accounts were out of balance with the Treasury Department, the bank, by $3.9 billion. Instead of determining the source of the discrepancy, the service simply entered a balance adjustment for that amount. Hundreds of similar adjustments are behind the $1.1 trillion total. Over all, the department's financial records are so chaotic - the agency has more than 1,100 accounting systems - that Congress advised the agency's auditors not to bother even trying to audit them. Three other federal agencies - the Agriculture Department, NASA and the Agency for International Development - had unauditable books in 2000-2001. But even many of the agencies that received so-called clean audits - with books well organized enough to be audited - had serious financial shortcomings. The Internal Revenue Service, for example, is unable to produce a hard figure for the amount of tax payments due the government. Instead it runs a statistical sample of taxes due and from that derives an estimate - an arduous process that takes several months. That estimate is one of the figures the government uses to plan spending for the year. All told, for the 2000-2001 fiscal year, the Treasury Department entered a balance deduction from the government's general fund of $17.3 billion to make up for financial errors throughout the government. The government also recorded at least $33 billion in erroneous payments last year, like improper Medicare payments of $12.1 billion. We have to pump money into the executive branch to help them balance these things out, said Representative Steve Horn, the California Republican who is chairman of the House Subcommittee on Government Management. Audits of the departments' financial statements for the fiscal year 2001-2002 are due early next year. For most of the nation's history, no one asked much of government agencies in terms of financial accounting. The Constitution said only that a regular statement and account of the receipts and expenditures of all public money shall be published from time to time. Early last century Congress passed laws prohibiting government agencies from spending more than Congress appropriated. These laws have not been entirely successful. For example, in the 2000-2001 fiscal year the Forest Service alone overspent its budget by $1.1 billion. Starting in the 1990's, Congress began passing more requirements. One law, in 1994, required each agency for the first time to produce annual financial statements. Those reports would be subject to audit, and in 1996, the first year audited statements were due, only 6 of the 24 agencies produced statements that it was possible to

KRISTOF KUWAIT - Terrorists once more fired at American troops here in Kuwait on Monday, although no one was injured this time. As with last week's attack, in which two Kuwaiti men shot one American marine to death and wounded another, we don't know whether the shooting was sponsored by Al Qaeda or was a purely home-grown affair. But there's no doubt that even in Kuwait, where Yankees have the best possible claim on Arab gratitude, a significant minority of men and women regard us as worms. Some Kuwaitis are even hailing the terrorists who killed the American soldier as martyrs. This gulf of mutual suspicion and anger between Americans and overseas Muslims seems to have widened dangerously since 9/11, and it will yawn even more explosively in a war and occupation of Iraq. This gulf reminds me of my very first conversation in Arabic, just after I'd moved to Cairo in 1983 to study the language. Ismak eh? asked a friendly-looking neighbor in my building, and I was thrilled that I recognized that he was asking my name. Ismi Nick, I said, beaming. He flinched, turned pallid and stepped back. In a barely audible voice, he croaked out his question again: Ismak eh? Unsure what had gone wrong, I stepped forward and thundered, Ismi Nick. The man fled. My bewilderment and distress in that moment seem familiar this year, for once again Americans and foreign Muslims are unwittingly outraging each other. Sometimes the difference in our assumptions and world views yawns so wide that it's difficult even to have a meaningful conversation. On Monday evening I attended a lecture at Kuwait University about the prospective American invasion of Iraq. In the question-answer session, one earnest young man began: I'm totally convinced that Saddam Hussein is an agent of the U.S. Yup, that's actually a common view in the Arab world. The idea is that the U.S. asked its pawn Saddam to invade Kuwait, so that Washington could respond by establishing military bases in the region and steal Arab oil. I should add that there are also plenty of grateful Kuwaitis who see no conspiracies. One woman at the lecture came up to me to apologize for the shootings at the marines, saying: We breathe today only because of God and the U.S. Those marines who were injured were like our sons. Unfortunately, there are many others who applaud Osama bin Laden for having the guts to take on the infidels. The suspicion and hostility we face in the Islamic world will be one of our central challenges in the coming years, particularly after any invasion of Iraq. Look at Pakistan, our supposed ally in the war on terrorism. The most common name given to Pakistani boys born after 9/11 in Pakistan's Northwest Frontier Province reportedly was Osama - that's right, Osama. Last week's elections in Pakistan resulted in huge gains for fundamentalists who are vehemently anti-American. The fundamentalist parties, which used to be a fringe element in Pakistani politics, now will control two of the country's four provinces. If we gain friendly governments in Afghanistan and Iraq but see the rise of an Islamist nuclear power in Pakistan, that will have been an appalling trade. A poll published this month by Zogby International found that across eight countries, Arabs have warm feelings about some Western countries but a wretched view of the U.S. While Kuwaitis were the most pro-American, even they regarded the U.S. unfavorably more than favorably, by a 48 percent to 40 percent margin. In most other Arab countries, fewer than one person in six viewed the U.S. favorably. Americans often dismiss the significance of the Arab street, and they have a point: pundits always have it about to explode, and it rarely does. But the explosion of the Iranian street in 1979 still haunts the region, and a similar eruption on the Saudi street or Pakistani street would be catastrophic for the world. One of the reasons to be wary of an invasion of Iraq is that the downside risk is not just in Baghdad, but also around the oil wells of Saudi Arabia and the nuclear missiles of Pakistan. Oh, and the meaning of Nick in Arabic? It is a verb meaning to have sex, but it's even more vulgar than its English four-letter equivalent.
