But then came the Vietnam war protests, the anti-capitalists and, finally, September 11. Now it is closed off from the rest of the city, ID cards are mandatory for locals and armed police are everywhere. Andy Beckett reports from Grosvenor Square Andy Beckett Thursday October 24 2002 The Guardian Culross Street and Blackburne's Mews are two fairly typical streets in Mayfair in central London. Their slim terraced houses are old and picturesque but slightly lifeless. Some of their owners have other homes abroad. Prospective residents with an eye on one of the corner properties will need #163;6m. Until about a year ago, the main local issues were parking and taxis using the two streets as a shortcut. Occasionally a few shouts might drift over from Grosvenor Square next door, where the American embassy is, when there was a protest of some sort. But the embassy had been there for decades, its familiar boxy grey silhouette in plain view every time people opened their front doors, and Mayfair residents tend to keep their political sympathies to themselves. As one Culross Street homeowner puts it: Nobody even gave the embassy a thought. Then last September, within days of the attacks on New York and Washington, police checkpoints appeared halfway along Culross Street and at both ends of Blackburne's Mews. The outside world disappeared behind riot barriers, temporary fencing and waist-high concrete blocks. Inside the checkpoints, officers with guns and restless gazes began patrolling, day and night. Politely but firmly, every visitor to the two streets was required to explain themselves. And every resident, uniquely for Britain, was asked to carry an identity card. These security measures have remained in place, without ever being publicly requested by the United States, ever since. Local reactions are mixed. It's really diminished our quality of life, one resident says, I just feel trapped. It is a bit like Colditz. Other people like the absence of crime and traffic, and the sudden surplus of parking spaces. Either way, the importance of the Grosvenor Square embassy, and all that this says about America's place in the world, and about the relationship between Britain and America in particular, has been vividly demonstrated. There are plenty of other ways of measuring it. No other embassy in London has such a familiar design or location. The American ambassador's residence, a short drive north of Grosvenor Square in Regent's Park, has the largest private garden in the capital after Buckingham Palace. Five of America's London representatives have been elected president. Fifteen thousand official visitors from the United States have been received by the embassy in the past year - more than at any other American embassy - including George Bush, Dick Cheney, and Colin Powell. And last autumn, as the checkpoints were going up in Culross Street and Blackburne's Mews, 50,000 people came to Grosvenor Square to pay their respects to the dead of September 11. The embassy's status is also acknowledged by its critics. It radiates power, says Tariq Ali, the veteran leftwing activist, whose own profile in Britain still owes much to his involvement in the famous anti-Vietnam protests in Grosvenor Square in the late 60s. The embassy has become even more of a beehive than it was in the cold war days ... more of an imperial fortress. Anti-capitalist marches in London always become more animated when they swing towards the embassy, with its rooftop American eagle the size of a minibus. Anti-nuclear protesters and environmentalists, opponents of American foreign policy and the American death penalty, pacifists and holders of vigils for the rights of native Americans - all gather instinctively in Grosvenor Square. Less liberal foes of the US government may dream of more dramatic actions: last month, it was widely speculated that the would-be hijacker of a Ryanair flight from Sweden to Britain intended to crash the jet into the embassy, using its rooftop eagle to identify it from the air. With America and Britain currently in close and controversial alliance against Iraq, the embassy has acquired even greater significance. When the whiff of war is in the air, says the historian of British government Peter Hennessy, The alliance between Britain and America becomes almost palpable. I was in our embassy in Washington in 1991, during the last Gulf war. It felt as if the two systems were fused. The embassy stands on a concrete plinth at the western end of Grosvenor

-Caveat Lector- From http://newsinsider.cjb.net/ When the Bullet Meets the Bone Ari Fleischer's Single Bullet Doctrine By John Stanton 20 October 2001 Coincidental, no doubt, but one day after Bush spokesman Ari Fleischer's comment on putting a bullet into the sovereign ruler of Iraq's head, five US citizens in a suburb of Washington, DC, lost their lives in just that manner while innocently going about their daily routines. Each was brought down by a single shot as if to underscore the sickening logic of Fleischer's comment that the cost of one bullet...is substantially less than the cost of war. Yes, indeed, and that's the same logic used by the DC Metro shooters, al-Qaeda and a host of other terrorist groups and common criminals. The evil doers return-on-investment (ROI) makes its way to infinity as US taxpayers, businesses and the US national, state and local governing apparatus affected by these violent acts will never realistically recoup the lost lives and their potential, or the dollars and time spent in the chase for the perpetrators, caught or not. Likewise, the US ROI would be enormous if someone, anyone, would take Fleischer's advice and off a pesky foreign leader who just happens to sit on world-class oil reserves. A compelling economic argument indeed. On its face, Fleischer's efficacious single bullet doctrine, whether it leads, say, to a friendly US regime in Iraq and cheap oil, or, ultimately, the deaths of American citizens and officials here in the United States, one can't argue against it as a cost effective solution for change. What makes that statement remarkable is that its gravity, its meaning, has no discernable impact on the majority of Americans. It causes a yup and a yawn, and a so what rather than a disgust for what has become, unbelievably, a more ludicrous and murderous state of affairs here in the US. As Jimmy Breslin recently pointed out, someone always shoots back in these matters. More than the pity and danger, is that the use of language, of articulation with depth, is dying in the US. There's a horrible disconnect between Americans' mythic perceptions of themselves and the dirty, caustic reality of their society. More than ever, Americans seem doped up by Condoleezza Rice's verbal equivalent of a speedball represented in her US as special case comment and the constant War propaganda feeds coming over the airwaves. Incoherence reigns in America. Side Effects Include... Unpalatable to most Americans is the fact that in promoting and marketing the US way of life here and abroad, painful side effects include extraordinary violence, mayhem and suffering. That 28,000 Americans die each year at the hands of killers with guns means less than the importance of the earned run average of US major league baseball's New York Yankees. Americans are so accustomed to violence (they can't wait for the next collision in the NASCAR race) that there is almost a celebratory nature to its society that says: You die so we can live, mourn and party. That such a country now wants global dominance should awaken many around the globe. To a degree unprecedented in US history, that daily street violence has now become incorporated into the retaliatory violence generated by the attack on New York and the DC Metro area, and the Cold War era plans of militant conservatives. In the worst way, the US is now in retro-Nixon mode and its rabidity takes the form of vigilante doctrines of preemption, public sanctioning of murder of foreign leaders and concomitant replacements by equally nefarious individuals, and under-the-table payments and weapons sales to silence nations opposed to US military intervention. Crime, or at least negligence, does pay. There are minor consequences for the failed efforts of the CIA, FBI and military intelligence -bad publicity and more funding- just as there are few for the destruction of worker pensions, the due process of law, burgeoning trade deficits and insider deals. In this anarchic, utilitarian environment, the flippancy and callousness of the Bush Regime's various remarks should come as no surprise. For example, calls for undertaking biblical eye-for-an-eye, preemptive and premeditated murder of foreign officials shows just how depraved the United States has become. Is it any wonder that in America it is acceptable for young children to remark, Let's kill them all. Indeed, this President and his apostles make the character Hannibal Lector seem downright elegant. Dead or Alive, said Bush of Bin Laden. I'd love to see his head on a platter, said Cheney. The world would be a better place if Bin Laden were killed, said Rumsfeld. If you can make something that others value, you should be able to sell it to them. If others make something that you value, you should be able to buy it. He can bob and weave, but he becomes dangerous when he is backed into a corner and he can lash out, says Jerrold Post, a former CIA analyst who pioneered political- psychological profiling of foreign leaders. Adept at tactical maneuvering, determined to retain power, but aware that bowing to the Americans would destroy his self-image as the new Nebuchadnezzar, President Hussein would fight to the end if it came to war, experts say. In the meantime, as pressure mounts, expect some fancy diplomatic footwork. Saddam has always been much better with his back to the wall, says Patrick Cockburn, a British journalist who coauthored a recent biography of the Iraqi leader. Maybe it's because his vanity has been punctured, maybe because he is better at accepting advice. Hussein's notorious brutality and his mistakes in launching costly wars against neighboring Iran and Kuwait have earned him the sobriquet madman of the Middle East. Nothing could be further from the truth, says Said Aburish, a Palestinian writer who once worked for the Iraqi government and who has written an account of Hussein's life. He is not a lunatic, Mr. Aburish says. In fact he is very consistent the most methodical Arab leader of the 20th century. Having set himself a goal, whether it be agricultural development, the perfection of a weapon of mass destruction, or the status of the undisputed leader of the Arab world, he is steadfast in pursuing his purpose. He is also a workaholic, reportedly sleeping only four hours a night. The Iraqi president has shown that persistence, and patience too, in his efforts over recent years to mend fences with neighboring countries and to cultivate foreign governments further afield. Showing a much more sophisticated grasp of international affairs than he displayed in the run-up to the Gulf War, Hussein has restored his reputation among Arab leaders he was welcomed back into the fold of the Arab League two years ago and dangled economic incentives such as trade deals in front of key UN Security Council members China, Russia, and France. The effect has been to complicate the creation of the sort of international coalition that he faced in 1991. The Iraqi leader has always been skilled in domestic politics, with a good instinct for whom to choose as allies and when to drop them. He has showed special mastery of the extreme violence that has characterized Iraqi political life since the British carved a new country out of the Ottoman Empire in 1921. Hussein first made his mark on Iraqi politics in 1959, leading an attempt to assassinate Prime Minister Abdul Karim Kassem. Twenty years later, on assuming the presidency, he had 21 senior officials of his Baath Party potential rivals murdered en masse. On one celebrated occasion in 1982 he interrupted a cabinet meeting to step outside with his health minister, Reyadh Ibrahim Hussain, who had overseen the purchase of a defective batch of penicillin for the Army, says Aburish. The president shot the offending minister dead in an anteroom, then returned to finish chairing the cabinet session. Such behavior, mimicked by ever- present security forces, has instilled great fear throughout the population giving the president absolute power over his country. There are no restraints, says Mr. Cockburn. Such power went to his head, suggests Aburish, pointing out that in his earlier days Hussein was known for not standing on ceremony and for working efficiently on ambitious development plans for the country's oil industry, its transport sector, and its schools. Twenty years ago, Aburish remembers, government offices were hung with photographs of a small room in a modest village house Hussein's birthplace in the poverty-stricken region of Tikrit. Today, the offices are decorated with grandiose portraits of the president. It reflects a certain transformation in the character of the man, says Aburish. Aburish also points to the way Iraqi officials a few years ago stopped using the traditional Arab hug and kiss on the cheek in greeting the president, and instead began kissing his lapels. That's what you do to a holy man, he says. Such signs appear to confirm what expert observers have long seen as Hussein's exaggerated sense of his own heroic role in history, as Cockburn puts it, illustrated by his dedication to rebuilding the ancient city of Babylon

Bowling for Columbine by the American film-maker Michael Moore, best known in Britain for his satirical series TV Nation and The Awful Truth, is the first documentary to be entered in competition at Cannes for 46 years. Its moving and occasionally funny analysis of gun violence in the US was greeted warmly by critics yesterday. It is a topical and, for Cannes, explicitly radical political film linking what Moore calls the paranoid mentality of Americans who love guns to the violent nature of postwar US foreign policy. Moore, 48, said that the question he set out to ask was Are we a nation of gun nuts or just nuts? At the start of the picture, he opens a bank account and receives a free gun. He discloses that the bullets used to kill 12 students and a teacher at the Columbine high school in Littleton, Colorado, in 1999 were bought for 17 cents each from a Wal-Mart supermarket and encourages two teenage boys who still have bullets lodged in their spines after the Columbine attack to return bullets to the chain. After meeting them, Wal-Mart announced it would no longer sell such guns and bullets. A member of an armed militia in his home state, Michigan, tells Moore: It's an American responsibility to be armed. But the denouement comes when Moore confronts the vice president of the National Rifle Association, Hollywood star Charlton Heston, over his defence of the second amendment to the US constitution that allows Americans to bear arms. He attacks Heston for taking part in NRA rallies backing gun ownership near schools in Columbine and Flint, Michigan, where children had also recently been shot dead. Why, he asks, do so many Americans kill each other with guns and why do so many of them feel they need to be armed? We have a history of violence, replies Heston, perhaps more than most other countries. When Moore retorts that Germany and Britain have violent histories, too, but currently a relatively tiny number of gun-related killings, Heston walks out. Bowling for Columbine was a personal journey for Moore; he had been a marksmanship champion as a teenager and is a lifelong member of the NRA. In the spring of 1999 he had been working on an episode for his Channel 4 TV series The Awful Truth, featuring a segment called Teen Sniper School in which a weapons instructor taught two year olds how to fire guns. Days later, the shootings took place at Columbine and Moore decided to make a documentary. I think bowling for Columbine is the most provocative thing in terms of film that I've ever made, said Moore yesterday. It is hard not to agree, especially as the film expands from being an analysis of US gun culture to a revisionist history of the United States, suggesting the country was born in fear of outsiders and that that fear continues to influence US foreign policy. The very first sentence you learn about US history as a child is 'The Pilgrims came to America because they were afraid of being persecuted'. Then what happened? They encounter the Indians and are afraid of them, so they kill them; then they start becoming afraid of each other and start seeing witches and burn them; then they win the revolution, but they're afraid the British are going to come back. So someone writes the second amendment that says 'Let's keep our guns because the Brits could come back'. The genesis of fear in America came from having a slave population that in just 86 years from the time of the revolutionary war in 1775 to the civil war in 1861 grew from 700,000 to 4 million. In parts of the rural south, blacks outnumbered whites by a three to one margin and there were a lot of of slave rebellions. So in 1836 Samuel Colt invented the six-shooter... In the film this history is told by means of a South Park-style cartoon made by the animator Harold Moss to Moore's script. It culminates with the National Rifle Association being established to sell guns to whites only. Ultimately this film isn't about Columbine or even about guns. It's about our culture of fear and how that fear leads us to acts of violence, domestically and internationally. -Caveat Lector- Message from Euphorian: review'Bowling for Columbine' looks for answersBy Steven Rosen Denver Post Movie CriticSunday, September 01, 2002 - TELLURIDE - With each recent act of horrific violence in this country - the Oklahoma City bombing, the Columbine massacre, Sept. 11 - people have said we must question everything in search of reasons. And then we go back to business as usual - or try to. But Michael Moore, whose "Bowling for Columbine" had its North American premiere this weekend at the Telluride Film Festival, has taken that admonition seriously. His documentary, by turns chilling, witty and heart-rending, aims to find out whether this nation's current climate of fear is a cause of its violence - especially gun-related homicides - or a result. The film has its flaws - many of Moore's points can be argued. But at its best, it searches for a link between this inarguable climate of fear and business as usual - a consumerist economy. That's classic populism. "Keep people afraid and they consume," the rocker Marilyn Manson tells Moore backstage at a Denver concert. While this is a film, then, about more than just the 1999 Columbine killings, it is very definitely about that. That becomes frighteningly, soberingly clear as Moore shows us the surveillance-camera footage of Eric Harris and Dylan Klebold's rampage, accompanied on the sound track by frantic police-communications messages. As the audience watched this for the first time at Telluride, there was a stunned silence similar to watching planes fly into the World Trade Center. How could anything like this have happened here, you could sense people wondering. And you could almost grab at and hold the fear in the room. The "Bowling" title comes from the fact Harris and Klebold were high-school bowlers. It seems intentionally ironic, but Moore draws a wholly unexpected and very moving connection to the Jan. 3 murders of three people at AMF Broadway Lanes in Littleton, not far from Columbine High School. His point is that gun-related violence in the area, and nationwide, rolls on. "Bowling" is not a polemical film meant for those who already agree with Moore's politics. It is a movie about its questions rather than answers. Moore admits he is challenging himself as much as us. As in his other films, he makes himself a central figure, sometimes for comical effect. But he gives others center stage, such as Tom Mauser, father of slain Columbine student Daniel Mauser. Some of his investigations seem more productive than others. His search for a link between the mass destruction at Columbine and that wreaked worldwide by the military-industrial complex - including Colorado-based NORAD, Air Force Academy and the Lockheed Martin plant - seems tentative. And his wondering about a moral equivalency between domestic violence and U.S. involvement in Kosovo is unconvincing. Surprisingly, Moore's film is not anti-gun. He's an NRA member. Some of his strongest material comes from wondering why Canada, a nation with 7 million guns, has just a fraction of the gun-related homicides the U.S. has. This question, fueled by his anger at the murder of a 6-year-old girl in a Michigan classroom, led Moore to interview NRA spokesman Charlton Heston. This is "Bowling's" most dramatic moment; Heston seems confused and doddering, walking out on Moore in Heston's own home. In a Saturday public interview with Vanity Fair writer Christopher Hitchens, Moore defended the interview in light of Heston's recent announcement of having Alzheimer's-like symptoms. Moore said he didn't think Heston seemed like a sick guy, as Hitchens suggested. "I felt more like when you talk to some actors, if they don't have a script, it's very hard for them to function verbally," Moore said. "He's confused because he had no lines to give." -Caveat Lector- This article from NYTimes.com has been sent to you by [EMAIL PROTECTED] The Science and Politics of Super Rice October 22, 2002 By JOSEPH KAHN HANGZHOU, China - Huang Danian, an expert at the National Rice Research Institute here, has created a rice so resilient and tasty, he says, that every farmer in China will certainly want it. So far, however, it grows only on a few acres in Mr. Huang's walled garden near Hangzhou, about 100 miles southwest of Shanghai. Though he has passed government safety tests and has a national patent for his creation, China has banned his rice from grocery shelves because it depends on altering rice genes to create a breed immune to the toxic effects of herbicides. Reversing its formerly enthusiastic embrace of genetic experiments, China has imposed restrictions on domestic varieties of genetically modified crops like rice, soybeans, vegetables and tobacco, and required lengthy safety tests and cumbersome labeling rules for imports of such food. The go-slow approach reflects rising concerns about food safety, but mainly, many critics say, the restrictions are a convenient tool for trade protection. Officials in Beijing fear that small-scale, and therefore relatively inefficient, Chinese farmers cannot compete with food imports from the United States, many of them genetically modified. Officials also think that the country's own food exports may suffer in the world market, where fears of so-called Frankenstein food are rampant, if China becomes a pioneer in genetically altered foods. China's entry into the World Trade Organization earlier this year was supposed to open its markets permanently and make it difficult to manipulate trade in such ways. But new rules and regulations governing farm products and some crucial services like banking and telecommunications, show that it has no intention of making domestic producers fend for themselves overnight. The U.S. hoped China was just going to get out of the market, but it obviously isn't happening that way, said Robert Paarlberg, a political science expert at Wellesley College who has studied China's policies on genetics. In some ways, the genetics issue is just an excuse to control trade. The newly cautious approach to genetically modified foods has disappointed American farmers, who expected to sell far more goods to China after it joined the trade organization early this year. Instead, their sales of soybeans, the largest export crop, fell 23 percent in the year through September compared with the similar period of 2001, largely because of complications related to China's new testing and licensing procedures. Bush administration trade officials have made repeated trips to China in recent months aimed at persuading officials to allow unfettered imports of soybeans. Trade in farm products is also expected to be a sensitive economic issue on the agenda when President Jiang Zemin meets President Bush in Crawford, Tex., on Oct. 25. Possibly to ease trade tensions, China recently announced that it would extend a provisional arrangement allowing imports of soybeans until next September, giving it more time to review health and environmental effects. This concession relieves some of the uncertainty that had disrupted the $1 billion soybean trade. But it may also push back the date when China decides whether to certify American soybeans as safe. More broadly, the guarded approach to genetically modified foods appears to be ascendant. Officials in the agriculture ministry want more restrictions on genetically altered foods because of safety and competitiveness concerns, several Chinese officials said. They have outmaneuvered people in the nation's science establishment who wanted to see the fruits of genetic research harvested quickly. China has long wanted to be No. 1 in developing rice and other staple foods, said Mr. Huang, who had been negotiating with Monsanto and other big foreign biotechnology companies to commercialize his rice breed. But it is becoming clear that we will not develop faster than the rest of world. We are not going to be first. That would amount to a decisive shift for China, which until recently seemed to want to become the developing world's leader in biotechnology. It has invested large amounts - as much as $100 million annually, according to a survey team from the University of California - to develop more than 140 varieties of genetically modified plants. The idea is to rearrange genes in important crops to maximize their resistance to pests or to pesticides and herbicides. Other strains have been designed to grow in arid or salty soil, while still others were tweaked to improve taste. China saw genetic research as the way to maintain basic self-sufficiency in staple foods and get the most from its arable land, which is already scarce and is shrinking every year. Dick imagined an alternative world in which World War II had been won by the Japanese and the Third Reich.8 In Dick's fictional world, the Japanese occupation authorities introduced and legalized marijuana as one of their first moves at pacifying the population of California. Things are hardly less strange here in what conventional wisdom lightheartedly refers to as reality. In this world, too, the victors introduced an all-pervasive, ultra-powerful society-shaping drug. This drug was the first of a growing group of high-technology drugs that deliver the user into an alternative reality by acting directly on the user's sensorium, without chemicals being introduced into the nervous system. It was television. No epidemic or addictive craze or religious hysteria has ever moved faster or made as many converts in so short a time. The nearest analogy to the addictive power of television and the transformation of values that is wrought in the life of the heavy user is probably heroin. Heroin flattens the image; with heroin, things are neither hot nor cold; the junkie looks out at the world certain that whatever it is, it does not matter. The illusion of knowing and of control that heroin engenders is analogous to the unconscious assumption of the television consumer that what is seen is real somewhere in the world. In fact, what is seen are the cosmetically enhanced surfaces of products. Television, while chemically non- invasive, nevertheless is every bit as addicting and physiologically damaging as any other drug: Not unlike drugs or alcohol, the television experience allows the participant to blot out the real world and enter into a pleasurable and passive mental state. The worries and anxieties of reality are as effectively deferred by becoming absorbed in a television program as by going on a trip induced by drugs or alcohol. And just as alcoholics are only vaguely aware of their addiction, feeling that they control their drinking more than they really do. . . people similarly overestimate their control over television watching. . . . Finally it is the adverse effect of television viewing on the lives of so many people that defines it as a serious addiction. The television habit distorts the sense of time. It renders other experiences vague and curiously unreal while taking on a greater reality for itself. It weakens relationships by reducing and sometimes eliminating normal opportunities for talking, for communicating. THE HIDDEN PERSUADER Most unsettling of all is this: the content of television is not a vision but a manufactured data stream that can be sanitized to protect or impose cultural values. Thus we are confronted with an addictive and all-pervasive drug that delivers an experience whose message is whatever those who deal the drug wish it to be. Could anything provide a more fertile ground for fostering fascism and totalitarianism than this? In the United States, there are many more televisions than households, the average television set is on six hours a day, and the average person watches more than five hours a day- nearly one-third their waking time. Aware as we all are of these simple facts, we seem unable to react to their implications. Serious study of the effects of television on health and culture has only begun recently. Yet no drug in history has so quickly or completely isolated the entire culture of its users from contact with reality. And no drug in history has so completely succeeded in remaking in its own image the values of the culture that it has infected. Television is by nature the dominator drug par excellence. Control of content, uniformity of content, repeatability of content make it inevitably a tool of coercion, brainwashing, and manipulation.'0 Television induces a trance state in the viewer that is the necessary precondition for brainwashing. As with all other drugs and technologies, television's basic character cannot be changed; television is no more reformable than is the technology that produces automatic assault rifles. Television came along at precisely the right time from the point of view of the dominator elite. The nearly one hundred and fifty years of synthetic drug epidemics that began in 1806 had led to disgust at the spectacle of human degradation and spiritual cannibalism that institutional marketing of drugs created. In the same way that slavery eventually, when no longer convenient, became odious in the eyes of the very institutions that had created it, the abuse of drugs eventually triggered a backlash against this particular form of piratical capitalism. At the top of the list are Finland, Iceland, Norway and the Netherlands. North Korea, China and Burma are at the other end of the scale. Top 10 1 - Finland, Iceland, Norway, Netherlands 5 - Canada 6 - Ireland 7 - Germany, Portugal, Sweden 10 - Denmark There are some surprises for Western governments - the United States ranks below Costa Rica and Italy scores lower than Benin. The pressure group's list - the first of its kind - has been compiled according to levels of censorship, arrests and killings of journalists, state monopoly ownership and legal restrictions. Asia ruled worst Rich countries do not have a monopoly on press freedom, according to the report. Costa Rica (ranked 15) and Benin (11) were identified as leaders among poorer nations. Nor is a democratic government a guarantee of press freedom - democracies such as Colombia (114) and Bangladesh (118) are far down the list. Italy's Prime Minister Berlusconi also owns a media empire The report from the Paris-based organisation said the situation is particularly bad in Asia, home to the worst four offenders - North Korea, China, Burma and Turkmenistan. As of this writing (Oct. 24), the Immigration and Naturalization Service refused to comment publicly on the exact nature of Malvo's immigration status. Here are the facts the INS doesn't want you to know: Lee Malvo is an illegal alien from Jamaica who jumped ship in Miami in June 2001. He was apprehended by the Border Patrol in Bellingham, Wash., in December 2001, but was then let go by the INS district in Seattle in clear violation of federal law and contrary to what the arresting Border Patrol officers intended, according to my law enforcement sources. According to INS records I obtained, Malvo was arrested by Border Patrol agents in Bellingham, Wash., on December 19, 2001. Local police called the Border Patrol during an incident involving some sort of custody dispute between Malvo's mother, Uma Sceon James, and John Mohammed (the ex-Army soldier with black radical Muslim ties now at the center of the sniper investigation). James admitted that six months earlier, she and her son were passengers on a cargo ship that was filled with 'illegal asians (sic).' They were all off loaded in the Miami, FL area where she immediately located work at the Red Lobster in Ft. Myers, FL. From there, Malvo and James traveled to Tacoma, Wash., and ended up in Bellingham. At the time of their arrest, INS records indicate, neither Malvo nor his mother had any documents proving their identities or allowing them to be or remain in the United States legally. The Border Patrol agents concluded that because she had no roots or close family ties in the United States, James was likely to abscond. The arresting officer noted that the mother-and-son illegal aliens, Malvo and James, would be detained at the Seattle Detention facility in Seattle, Washington pending deportation charges. That's not what happened. About a month after their arrest, Malvo and his mother were set free by the Seattle district INS-contrary to what the arresting Border Patrol officers had determined should be done. And in clear violation of federal law regarding the removal of illegal alien stowaways. According to the Detention and Deportation Officers' Field Manual: Occasionally, you may encounter an alien who claims to be a stowaway, but cannot or will not provide information concerning the name of the vessel of arrival. Prior to April 1, 1997, such aliens could be handled in the same way as any other EWI [entered without inspection] case and placed into removal proceedings. The [Illegal Immigration Reform and Immigrant Responsibility Act], however, directs that stowaways, regardless of when encountered, are to be removed without a hearing.citing section 235(a)(2) of the Act as the authority for the action. The law is explicit: Illegal alien stowaways are to be detained and deported without hearings. James admitted that she and her son were illegal alien stowaways. Yet, in January 2002, James was released on a $1,500 bond; Malvo was set loose without any bond on his own recognizance. Here is my theory: Somebody at the Seattle INS office leaned on the arresting Border Patrol officers to disregard Malvo and his mother's stowaway status-allowing them to run free and allowing the INS to avoid the costs associated with detention and deportation. So, who let Lee Malvo loose? The Seattle INS office referred my call to the Washington, D.C. headquarters. The national headquarters referred calls to the Montgomery County sniper task force. In a lawsuit filed in July, self-described government watchdog group Judicial Watch accused Halliburton of using a change in accounting practices to overstate revenue by $445 million from 1999 through 2001. Cheney was chairman and chief executive of the oilfield-services and construction company from 1995 to mid-2000. Halliburton and Cheney were scheduled to file responses to the lawsuit in federal district court in Dallas. A Halliburton spokeswoman said this morning that the company had not yet filed its response but would meet the deadline. This morning, more than 200 protesters jammed the lobby of a downtown Dallas building housing Halliburton headquarters and protested Bush administration policies they said favor the rich. Lesar, were denied access to Halliburton offices and left peacefully after police showed up 20 minutes later. In a statement, Halliburton said the protest was triggered by certain political agendas. Lula, as the former union leader and veteran leftist is widely known, took 64 percent of the vote in a poll by Toledo Associados for IstoE magazine. His opponent, Jose Serra, who is backed by the current government, won just 26 percent. The survey of 2,202 people had a margin of error of plus or minus 2 percentage points. Another poll by the Sensus institute for the National Confederation of Transport gave Lula 58 percent against Serra's 31 percent. That poll of 2,000 people had a margin of error of 3 percentage points, and showed Lula declining slightly from the last similar study. A poll by the Vox Populi institute released by Globo TV showed a similar trend, with Lula at 58 percent and Serra at 32 percent. The poll of 2,502 people had a margin of error of 2 percentage points. Barring an unforeseen event, Lula is all but assured of victory on Sunday, analysts say, turning him into the head of Brazil's first-ever elected leftist government. Investors have worried the former metalworker will mismanage Latin America's largest economy and its delicately balanced $260 billion public debt. Democratic candidates and party members in New Hampshire, Minnesota and Colorado have spoken out against Americans for Job Security, a Washington-area group classified as a nonpolitical trade association. The organization is sponsoring million-dollar TV ad blitzes in the campaign season's final weeks, yet the group's status as nonpolitical organization frees it from having to disclose the source of its money, which has raised the ire of Democrats locked in tough races. In Colorado, where the group is running ads in support of Republican Sen. Wayne Allard, Denver's Democratic district attorney, Bill Ritter, called a news conference yesterday to publicly criticize AJS for being a stealth political organization and to accuse it of undermining the political process. In New Hampshire, the Senate campaign of Gov. Jeanne Shaheen cried foul this week over an AJS-backed ad blitz in support of her Republican opponent, Rep. John E. Sununu,and claimed Sununu is indirectly responsible for the ads due to his close relationship with a consultant for the group. In Minnesota, AJS is running negative ads attacking the record of Democratic Sen. Paul Wellstone, who is facing a strong challenge from Republican Norm Coleman. The Wellstone campaign says the group is a front set up to funnel money to Republican candidates. As far back as August, the state Democratic party chairman filed a complaint with the Internal Revenue Service requesting that AJS be reclassified as a political organization. American for Jobs Security president Michael Dubke dismisses the criticism and says candidates like Wellstone are trying to change the subject when they don't like what is being debated in a public arena. He confirmed that the organization keeps its financial backers secret but said the membership includes companies, individuals, associations. By incorporating itself as a trade organization instead of a political organization, AJS is not required by law to disclose its financial backers. Dubke is steadfast in refusing to name the group's membership list, despite the stepped-up criticism. We've made the decision we're going to take that hit, and that's fine, he told the Rocky Mountain News. Dubke said AJS was founded in 1997 as a trade association with an agenda in business issues, such as free enterprise issues, cutting taxes, foiling bureaucracy, education. He says ads like the anti-Wellstone campaign in Minnesota are absolutely not intended to influence the election but rather an attempt to bring up the issue of the trustworthiness of public officials. Campaign finance watchdog groups like Democracy 21 argue otherwise, saying it's dead wrong for an outside organization to spend large amounts of money in a campaign without disclosing where that money has originated. The Republican candidates being supported by the ads have far fewer criticisms. Sununu's campaign disavowed any direct association with AJS, saying the consultant in question by the Shaheen camp is indeed a family friend but is not, nor ever been, on the Sununu payroll. In Colorado, Allard campaign manager Dick Wadhams responded that Ritter's criticism was hypocritical since liberal special interest groups have funded anti-Allard attack ads without disclosing their donor base, while admitting little knowledge of AJS. A survey released Thursday by the American Research Group gives Sununu support of 48 percent of those polled and Shaheen 46 percent, with the remaining 6 percent undecided. Pollster Dick Bennett credited Shaheen's gain to a growing appeal among indpendent voters, and said the numbers started to move after an anti-Sununu television ad that portrayed him as a GOP loyalist begain airing. The Arabic-language al-Majallah said the will, typed and signed by bin Laden and dated December 14, 2001, was obtained a week ago from a "very reliable" source in Afghanistan. It said the will, typically packed with versus from the Muslim holy book the Koran, depicted a man who appeared desperate and on the verge of death. "Reading it, you get the impression of a dying man. It may be that he was wounded and felt he was dying," Majallah Editor-in-Chief Hani Nakshabandi told Reuters of the will, which is due to be published on Saturday. The date on the will suggested it was written at the height of U.S. military strikes on Afghanistan in retaliation for the September 11 attacks, which ended in the ouster of bin Laden's Taliban protectors from Afghanistan. There was no independent confirmation of the authenticity of the document. Nakshabandi said while wills are normally revealed after the death of their author, it was impossible to verify if bin Laden had actually died. The Saudi-born militant, Washington's prime suspect as mastermind for September 11, disappeared after U.S. troops launched its war on Afghanistan in October 2001. U.S. troops combing the mountains where he was believed to be hiding have failed to find him. But some television stations and Web sites close to his al Qaeda network have published letters attributed to him or messages in his voice, although the dates of these messages was not verified. BETRAYAL In the will, bin Laden repeatedly complains of betrayal by fellow militants, including the Taliban who shielded him. "We saw the cowardly Crusaders (Christians) and the lowly Jews hold fast while fighting us, while soldiers of our nation raised the white flag and surrendered to their enemies," bin Laden wrote in the will, studded with versus from the Koran. "Even the students of religion (Taliban), only a handful of them were steadfast, while the rest fled before they met the enemy," it adds. Bin Laden also asks for forgiveness from his children, saying he had given them only a little of his time since he embarked on his path of jihad (holy war). "I have chosen a path filled with dangers and endured much hardships...treachery and betrayal," he wrote. "If it wasn't for betrayal, conditions would have been different and the outcome would have been a different one." Urging his children to remain faithful to God, he advises them "not to work for al Qaeda," without giving an explanation. But he said his advice was based on an example set by prominent early Muslim leader, Omar bin al-Khattab, who urged his son to shun the post after him. Bin Laden described the New York and Washington attacks as "part of escalating strikes directed toward America" starting with a 1983 attack on a U.S. marine barracks in Lebanon and the 1998 bombing of two U.S. embassies in Africa. Congressional researchers have disclosed that between 1974 and 1989, $16.4 billion in U.S. military loans were converted to grants and that this was the understanding from the beginning. Indeed, all past U.S. loans to Israel have eventually been forgiven by Congress, which has undoubtedly helped Israel's often-touted claim that they have never defaulted on a U.S. government loan. U.S. policy since 1984 has been that economic assistance to Israel must equal or exceed Israel's annual debt repayment to the United States. Unlike other countries, which receive aid in quarterly installments, aid to Israel since 1982 has been given in a lump sum at the beginning of the fiscal year, leaving the U.S. government to borrow from future revenues. Israel even lends some of this money back through U.S. treasury bills and collects the additional interest. In addition, there is the more than $1.5 billion in private U.S. funds that go to Israel annually in the form of $1 billion in private tax-deductible donations and $500 million in Israeli bonds. The ability of Americans to make what amounts to tax-deductible contributions to a foreign government, made possible through a number of Jewish charities, does not exist with any other country. Nor do these figures include short- and long-term commercial loans from U.S. banks, which have been as high as $1 billion annually in recent years. Total U.S. aid to Israel is approximately one-third of the American foreign- aid budget, even though Israel comprises just .001 percent of the world's population and already has one of the world's higher per capita incomes. Indeed, Israel's GNP is higher than the combined GNP of Egypt, Lebanon, Syria, Jordan, the West Bank and Gaza. With a per capita income of about $14,000, Israel ranks as the sixteenth wealthiest country in the world; Israelis enjoy a higher per capita income than oil-rich Saudi Arabia and are only slightly less well-off than most Western European countries. AID does not term economic aid to Israel as development assistance, but instead uses the term economic support funding. A deeper look into history reveals that Brown Root's past - as well as the past of Dick Cheney himself - connects to the international drug trade on more than one occasion and in more than one way. Last June, the lead Washington, DC, attorney for a major Russian oil company connected in law enforcement reports to heroin smuggling, and also a beneficiary of US-backed loans to pay for Brown Root contracts in Russia, held a $2.2 million fundraiser to fill the already bulging coffers of presidential candidate George W. Bush. This is not the first time that Brown Root has been connected to illegal drugs, and the fact is that this "poster child" of American industry may also be a key player in Wall Street's efforts to maintain domination of the half-trillion-dollar-a-year global drug trade and its profits. And Dick Cheney, who has also come closer to illegal drugs than most suspect and who is also Halliburton's largest individual shareholder ($45.5 million), has a vested interest in seeing to it that Brown Root's successes continue. Of all the American companies dealing directly with the US military and providing cover for CIA operations, few firms can match the global presence of this giant construction powerhouse which employs 20,000 people in more than 100 countries. Through its sister companies or joint ventures, Brown Root can build offshore oil rigs, drill wells and construct and operate everything from harbours and pipelines to highways and nuclear reactors. It can train and arm security forces and it can now also feed, supply and house armies. One key beacon of Brown Root's overwhelming appeal to agencies like the CIA is that, as it proudly announces from its own corporate web page, it has received the contract to dismantle ageing Russian nuclear-tipped ICBMs in their silos. Furthermore, the relationships between key institutions, players and the Bushes themselves suggest that under a George "W" Administration the Bush family and its allies, using Brown Root as the operational interface, may well be able to control the drug trade all the way from Medellín to Moscow. Originally formed as a heavy construction company to build dams, Brown Root grew its operations via shrewd political contributions to Senate candidate Lyndon Johnson in 1948. Expanding into the building of oil platforms, military bases, ports, nuclear facilities, harbours and tunnels, Brown Root virtually underwrote LBJ's political career. It prospered as a result, making billions on US Government contracts during the Vietnam War. The Austin Chronicle, in an August 28, 2000 Op-Ed piece entitled "The Candidate from Brown Root", labels Republican Cheney as the political dispenser of Brown Root's largesse. According to political campaign records, during Cheney's five-year tenure at Halliburton the company's political contributions more than doubled to $1.2 million. Not surprisingly, most of that money went to Republican candidates. Independent news service Newsmakingnews also describes how in 1998, with Cheney as Chairman, Halliburton spent $8.1 billion to purchase oil industry equipment and drilling supplier Dresser Industries. This made Halliburton a corporation that will have a presence in almost any future oil drilling operation anywhere in the world. And it also brought back into the family fold the company which had once (also in 1948) sent a plane to fetch the new Yale graduate George H.W. Bush to begin his career in the Texas oil business. Ideology of any sort inevitably distorts the mental processes, and a writer â that is, a serious writer, and especially one who has certain vivid opinions â must be constantly on guard against this insidious deterioration. Since 9/11, and our forced march to war in the Middle East, what has struck me most has been a rapid degeneration of the public dialogue, including news coverage as well as published commentary. A prime example of this sad decline is the reaction, in some quarters, to the news that Williams-Muhammad and his seventeen-year-old accomplice are unconnected to any group, foreign or domestic. As I wrote in a previous column, those who see an "Islamo-fascist" under every bed have been quick to point to the sniper attacks as evidence of of Al Qaeda's omnipresence. That this premise has now been disproved hasn't stopped the journalistic division of the War Party from, somehow, feeling vindicated. Such is the blinding power of ideology. Writing in the National Review Online group-blog, James S. Robbins, who decided on the Islamic terror option long before the capture of the deadly duo, avers: "This may be more preaching to the choir, but remember Hesham Mohammed Ali Hadayet, the Egyptian shooter at the El Al ticket counter at LAX last July 4? The media was very reluctant to conclude the obvious, namely that he was motivated by radical Islamic beliefs and hatreds. As I pointed out in my piece on the sniper a week ago Islamic terrorism should have been the default assumption, in that case and this one. I think the people who a year ago were complaining about the intelligence agencies failing to connect the dots should examine their own critical analytical failures." What about Robbins' own "critical analytical failures"? These led him to posit, a few days prior to the arrests, that the timing and location of the attacks indicated a new phase of Al Qaeda's offensive: "Clearly, they have been looking for ways to strike back at us since the failure of their follow on attacks after September 11. This may be it. Remember that we are at war." Contemptuous of facts, evidence, and all the other old-fashioned, pre-9/11 paraphernalia of public discourse, Robbins and his fellow warriors of the laptop are waging a war on reason. What motivated a murderous rampage on this scale â aside from sheer insanity? Wiliams-Muhammad's conversion to Islam ten years ago is seized on by Robbins as if it verifies his theory of "Islamofascism" as the root of all evil, but it does nothing of the kind. Nothing is known, at this point, of the murderer's motivation. As a portrait of Williams-Muhammad as a typical serial killer emerges â enraged loser, loner, and drifter â the utter wrongness of the "it's Bin Laden" school of thought is readily apparent. But never do these people acknowledge error: ideologues, like madmen, are so married to their own delusional systems that they can explain away any discrepancy. In this case, they're blithering about how it was an example of "leaderless resistance," as Instawarmonger puts it, "They've arrested the two guys wanted in the sniper case, after witnesses spotted them sleeping in a car at a rest stop. Other accounts suggest that they were "sympathetic" to Al Qaeda. This story reports: 'Several federal sources said Muhammad and Malvo may have been motivated by anti-American sentiments in the wake of the Sept. 11 terrorist attacks. Both were known to speak sympathetically about the men who attacked the United States, the sources said.'" Allegations of the pair's "anti-Americanism" are anonymously cited in the Seattle Post-Intelligencer story linked to by Reynolds: their accuser is apparently a Mr. Singh, as identified by CNN. But this MSNBC story cites Felix Strozier, Williams-Muhammad's former business partner, as saying "he was a man with strong opinions who took his Muslim faith seriously. However, he wasn't aware of any anti-American sentiment." Before the War Party blames the sniper attacks on Noam Chomsky, and names Susan Sontag and Gore Vidal as unindicted co-conspirators, they should take a deep breath and examine the facts. Muhammad spent ten years in the U.S. military â and even signed up for the Louisiana National Guard. How many of our chickenhawks can boast of a similar record? If this guy hates his country â instead of just people in general â he sure had a funny way of showing it. But facts make little difference to those who have an agenda. October 25, 2002 By THOM SHANKER WASHINGTON, Oct. 24 - Defense Secretary Donald H. Rumsfeld went to great lengths today to describe a collegial, cooperative relationship between the Pentagon and the Central Intelligence Agency, even as he noted differences of opinions over how to interpret data on terrorist cells and adversary states like Iraq. It is an excellent relationship between the Department of Defense and the intelligence community, Mr. Rumsfeld said. There are always going to be people who have different intelligence views within the agency, and there's no question but that on some of these important terrorism issues, you're seeing differences of opinions out of the intelligence community and the Central Intelligence Agency, he added. Mr. Rumsfeld said the Pentagon's senior leaders ask tough questions of the intelligence reports they receive, but he described the debate as effective interaction. He spoke at an afternoon news conference that his aides said was organized specifically to respond to reports of rifts between the Pentagon's senior civilian leaders and the C.I.A., and to counter those who say Mr. Rumsfeld and his advisers are trying to mold intelligence findings to bolster those in the administration who advocate attacking Iraq. Mr. Rumsfeld cited an editorial in The New York Times on Wednesday that called on him to present what he described as bulletproof evidence of links between Al Qaeda and Iraq, and also an article today in the newspaper describing an intelligence unit at the Pentagon assigned to mine reports from other spy agencies for information on Al Qaeda and Iraq that had been missed or ignored. Advocates of the unit's work say its assignment is to use powerful computers and new software to mine for data on the capacities of President Saddam Hussein of Iraq, and of his suspected ties to terrorist groups - information that might have been diluted or even ignored by intelligence analysts who do not believe in the severity of the Iraqi threat. But critics have said the team is at work finding only information that fits the most hawkish views on Iraq and risks politicizing the intelligence process. Should America go to war to topple Mr. Hussein, then public support requires a full and fair discussion of the evidence against the Iraqi leader, the critics say. Mr. Rumsfeld said today that information he cited last month on Iraq's links to Al Qaeda was bulletproof because it was compiled and vetted by the C.I.A. When I said something was bulletproof, I was referring to the five or six sentences that I had read here off of a piece of paper which I'd received from the agency, he said. Mr. Rumsfeld had cited information indicating that contacts between Al Qaeda and Iraq stretched back a decade and had increased since 1998, that Qaeda members had been in Baghdad, and that Al Qaeda had sought help in acquiring weapons of mass destruction from Iraq. Paul D. Wolfowitz, the deputy defense secretary, said that when he or Mr. Rumsfeld testify in closed-door hearings of Congress, they draw directly on texts prepared by the C.I.A. so that the administration can present a unified view on threats to national security. Mr. Wolfowitz said the work of the new Pentagon intelligence unit was responsive to specific questions from Pentagon officials and that it was valuable as another source of information. I don't think that the facts that may be uncovered by people who think there is more of a connection are the reliable facts, and the facts that are uncovered by people who think there isn't one are unreliable facts, Mr. Wolfowitz said.
