To borrow a line from Rush Limbaugh, the bad guys in the old west used to wear black hats, now they wear black robes. This was proved again earlier this month as the Nevada Supreme Court sided with the city of Las Vegas over the Pappas family concerning land located in downtown Las Vegas that the city took in order to build a parking garage for the Fremont Street Experience. In a 5-2 decision, the court ruled that taking the property "did not violate the state or U.S. constitutions." What was that about life, liberty and the pursuit of happiness? The late John Pappas opened the White Spot restaurant on Fremont Street in the 1920s. Mr. Pappas was famous for feeding the poor free soup from the back door of his downtown restaurant while the Hoover Dam was under construction in the early 1930s. Upon his death, Pappas left a 6,000 square foot retail center to his wife Carol, a Greek immigrant who remembers the Nazi occupation of her homeland when she was a girl. The city of Las Vegas Downtown Redevelopment Agency first took an interest in the Pappas property in 1990. The city had its eye on clearing a one-square-block area located at the southwest corner of Las Vegas Boulevard and Fremont Street, with the intent of handing it over to developer Bob Snow, who had redeveloped property in downtown Orlando, Florida into an entertainment center called Church Street Station in the 1970s. Besides the Pappas property, the one-block area contained the Cornet Store, the First Western Savings building, and a small building owned by former U.S. Senator Chic Hecht. In 1991, the City Counsel, in a 3-2 vote, decided that it couldnt take the block, because the block did not constitute "blight." Supposedly, the definition of blight is properties that are boarded up and are considered a nuisance by the city. But, soon after that vote, Jan Jones was elected Las Vegas Mayor, and again the city block that included the Pappas property was targeted. The city made Mrs. Pappas an insultingly low $450,000 offer for her property, while at the same time offering former Senator Hecht over $4 million for his same-sized parcel. Pappas refused the offer and insisted on meeting with the Mayor. During their meeting, Mrs. Pappas explained to Mayor Jones that she had never had a vacancy in her 6,000 square foot center and that she depended on the $6,000 per month that she received in rent from the property. Jones would not budge from the citys $450,000 offer and stated "Mrs. Pappas, you have had your property long enough. Its time to give it up!" In early-1994, the city of Las Vegas seized and bulldozed the Pappas property. A $23 million parking garage was erected on the site and the title to the property was quickly turned over to the Fremont Street Limited Liability Company, whose members are the eight largest downtown casino owners. But, the gritty Mrs. Pappas would not go away. She sued the city and won, when District Court Judge Don Chairez, ruled in her favor in 1996. Chairez ruled that the city never proved that the area was blighted; it never proved that the casino owners couldnt afford to buy the land themselves, nor did they demonstrate how a privately-owned parking garage constitutes a vital "public use." Judge Chairez ruled that the property seizure was null and void. Of course the city immediately appealed the Chairez decision to the Nevada Supreme Court. Another three and a half years later in 2000, briefs were filed, along with 5,000 pages of documentation from the citys attorneys. Now, after the wheels of in-justice have slowly turned for more than a decade with the Pappas family never receiving a dime in compensation, the Nevada Supreme Court rules that the condemnation was A-OK, and "furthers the public purpose of eliminating blight in downtown Las Vegas," wrote Justice Nancy Becker in the majority opinion. Becker also wrote that, "the fact that the Pappas property itself was not blighted does not prohibit its taking through eminent domain proceedings." The

PAPE CHICAGO - Suicide terrorism has been on the rise around the world for two decades, but there is great confusion as to why. Since many such attacks - including, of course, those of Sept. 11, 2001 - have been perpetrated by Muslim terrorists professing religious motives, it might seem obvious that Islamic fundamentalism is the central cause. This presumption has fueled the belief that future 9/11's can be avoided only by a wholesale transformation of Muslim societies, which in turn was a core reason for broad public support of the invasion of Iraq. However, this presumed connection between suicide terrorism and Islamic fundamentalism is wrongheaded, and it may be encouraging domestic and foreign policies that are likely to worsen America's situation. I have spent a year compiling a database of every suicide bombing and attack around the globe from 1980 to 2001 - 188 in all. It includes any attack in which at least one terrorist killed himself or herself while attempting to kill others, although I excluded attacks authorized by a national government, such as those by North Korea against the South. The data show that there is little connection between suicide terrorism and Islamic fundamentalism, or any religion for that matter. In fact, the leading instigator of suicide attacks is the Tamil Tigers in Sri Lanka, a Marxist-Leninist group whose members are from Hindu families but who are adamantly opposed to religion (they have have committed 75 of the 188 incidents). Rather, what nearly all suicide terrorist campaigns have in common is a specific secular and strategic goal: to compel liberal democracies to withdraw military forces from territory that the terrorists consider to be their homeland. Religion is rarely the root cause, although it is often used as a tool by terrorist organizations in recruiting and in other efforts in service of the broader strategic objective. Three general patterns in the data support my conclusions. First, nearly all suicide terrorist attacks occur as part of organized campaigns, not as isolated or random incidents. Of the 188 separate attacks in the period I studied, 179 could have their roots traced to large, coherent political or military campaigns. Second, liberal democracies are uniquely vulnerable to suicide terrorists. The United States, France, India, Israel, Russia, Sri Lanka and Turkey have been the targets of almost every suicide attack of the past two decades, and each country has been a democracy at the time of the incidents. Third, suicide terrorist campaigns are directed toward a strategic objective. From Lebanon to Israel to Sri Lanka to Kashmir to Chechnya, the sponsors of every campaign have been terrorist groups trying to establish or maintain political self-determination by compelling a democratic power to withdraw from the territories they claim. Even Al Qaeda fits this pattern: although Saudi Arabia is not under American military occupation per se, the initial major objective of Osama bin Laden was the expulsion of American troops from the Persian Gulf. Most worrisome, my research shows that the raw number of suicide attacks is climbing at an alarming rate, even while the rates of other types of terrorism actually declined. The worldwide annual total of terrorist incidents has fallen almost in half; there were 348 attacks in 2001 as opposed to 666 incidents in 1987. Yet the number of attacks in which the terrorists intend to kill themselves along with their victims has grown from an average of 3 per year in the 1980's, to 10 per year in the 1990's, to more than 25 in both 2000 and 2001. And in terms of casualties, suicide attacks are far and way the most efficient form of terrorism. From 1980 to 2001, suicide attacks accounted for only 3 percent of terrorist incidents, but caused almost half of total deaths due to terrorism - even if one excludes as an aberration the unusually large number of fatalities on 9/11. How should democracies respond? In the past, they have tended to react with heavy military offensives, only to find that this tends to incite more attacks and to stir public sympathy for the terrorists without hampering their networks (this has clearly been the case in the West Bank and Chechnya). In their frustration, some terrorized countries have then changed tacks, making concessions to political causes supported by terrorists. Yet this doesn't work either: one likely reason suicide terrorism has been rising so rapidly in recent years is that terrorist groups have learned that the strategy pays off. Suicide terrorists were thought to compel American and French military forces to abandon Lebanon in 1983, Israeli forces to leave most of Lebanon in 1985, Israeli forces to quit the Gaza Strip and the West Bank in 1994 and 1995, and the Turkish government to grant measures of autonomy to the Kurds in the late 1990's. Mohammed said the plan, first developed in 1996, called for hijacking five planes on each American coast, but was changed several times as al-Qaida leader Osama bin Laden sought to improve the chances that the attacks could be pulled off simultaneously. Mohammed, a key captive in the U.S. war on terrorism, also addressed one of the questions raised by congressional investigators in their Sept. 11 review. He said he never heard of a Saudi man named Omar al-Bayoumi who provided rent money and assistance to two airliner hijackers when they arrived in California. Congressional investigators have suggested Bayoumi could have aided the hijackers or been a Saudi intelligence agent, charges the Saudi government vehemently deny. The FBI also has cast doubt on that theory after extensive investigation. In fact, Mohammed claims he did not arrange for anyone on U.S. soil to assist hijackers Khalid al-Mihdhar and Nawaf al-Hazmi when they arrived in California. Mohammed said there ``were no al-Qaida operatives or facilitators in the United States to help al-Mihdhar or al-Hazmi settle in the United States,'' one report says. Al-Mihdhar and al-Hazmi were on the plane that was flown into the Pentagon. Mohammed portrays those two as central to the plot, and even more important than Mohammed Atta, initially identified as the likely hijacking ringleader. Mohammed said he communicated with al-Hazmi and al-Mihdhar while they were in the United States by using Internet chat software, the reports say. Mohammed said al-Hazmi and al-Mihdhar were among the four original operatives bin Laden assigned to him for the plot, a significant revelation because they were the only two whom U.S. authorities were seeking for terrorist ties just before Sept. 11. U.S. authorities continue to investigate the many statements that Mohammed has made in interrogations, seeking to eliminate deliberate misinformation. But they have been able to corroborate with other captives and evidence much of his account of the Sept. 11 planning. Mohammed told his interrogators the hijacking teams were originally made up of members from different countries where al-Qaida had recruited, but that in the final stages bin Laden chose instead to use a large group of young Saudi men. As the plot came closer to fruition, Mohammed learned ``there was a large group of Saudi operatives that would be available to participate as the muscle in the plot to hijack planes in the United States,'' one report says Mohammed told his captors. Saudi Arabia was bin Laden's home country, although it revoked his citizenship in the 1990s and he reviled its alliance with the United States during the Persian Gulf War and beyond. Saudi authorities have suggested bin Laden has tried to drive a wedge between the United States and the kingdom, hoping to fracture the alliance. U.S. intelligence has suggested that Saudis were chosen, instead, because many were willing to follow bin Laden and they could more easily get into the United States because of the countries' friendly relations. Mohammed's interrogation report states he told Americans some of the original operatives assigned to the plot did not make it because they had trouble getting into the United States. Mohammed was captured in a March 1 raid by Pakistani forces and CIA operatives in Rawalpindi. He is being interrogated by the CIA at an undisclosed location. He told interrogators about other terror plots that were in various stages of planning or had been temporarily disrupted when he was captured, including one planned for Singapore. The sources who allowed AP to review the reports insisted that specific details not be divulged about those operations because U.S. intelligence continues to investigate some of the methods and search for some of the operatives. The interrogation reports make dramatically clear that Mohammed and al-Qaida were still actively looking to strike U.S., other Western and Israeli targets across the world as of this year. Mohammed told his interrogators he had worked in 1994 and 1995 in the Philippines with Ramzi Yousef, Abdul Hakim Murad and Wali Khan Amin Shah on the foiled Bojinka plot to blow up 12 Western airliners simultaneously in Asia. After Yousef and Murad were captured, foiling the plot in its final stages, Mohammed began to devise a new plot that focused on hijackings on U.S. soil. Portents of terror reappear, as Bush has second thoughts about the war A desperate Saddam-on-the-run is reportedly in secret negotiations with the Americans he's having second thoughts about his formerly expressed belief that "that no honorable hand has stretched out to greet" the "miscreant, murderous and cowardly occupier," as he put it in his message of late April, "only those of traitors and valets." It must be a trend, because, as I pointed out in a recent column, the Bush administration-on-the-run is reportedly having second thoughts about its commitment to the neocon program of perpetual war in the Middle East. John Walcott, of Knight-Ridder, continues: "Foreign-policy concerns and domestic politics are prompting the administration to rethink its approach to Iraq, said a number of administration foreign and domestic-policy officials, who all spoke on the condition of anonymity because, as one of them put it, 'the president hates seeing internal debates in the paper.'" If the Prez hates seeing his administration's faction fights reported in the papers, then it must have been a tough year all around for George W. Bush. And the blood hasn't yet begun to flow: calls for the resignations of Rumsfeld, Wolfowitz, the disgraced Richard Perle, and a rising chorus of demands that the whole neocon gang be turned out on its ear are being heard from the right side of the aisle as well as the left. The neocons, in full retreat, have taken to fighting among themselves. As Jim Lobe of Inter Press Service put it: "But rather than rally together to fight off these attacks, the hawks appear to be squawking at one another. After Cheney revived a 2-year-old story on a nationally broadcast television news program last Sunday about an alleged meeting between one of the hijackers and an Iraqi spy in Prague in April 2001, Rumsfeld told reporters three days later he had seen nothing to connect Saddam Hussein to the 9/11 attacks, an assessment backed up by Rice and then by Bush himself." The President himself took to the field, denying the alleged link between Saddam Hussein and the 9/11 terrorist attacks even as a majority of the American people no doubt continue to believe they were somehow connected. That statistic is a monument to the success of this administration's effort to channel American anger away from Osama bin Forgotten and focus it on Iraq, a feat of creative conflation that surely qualifies as a lie of mythic proportions. Jay Bookman, writing in the Atlanta Journal-Constitution, makes the trenchant point that the myth-making capabilities of this administration are key to understanding how we got in this mess to begin with:: "Cheney's remarks on 'Meet the Press' deserve further scrutiny, however, particularly his attempt to link Saddam to the first attack on the World Trade Center, which killed six people. Once that claim is placed in context, it helps to illuminate the internal process by which the Bush administration decided to take this nation to war." Bookman points to the source of the Cheney conspiracy theory, one Laurie Mylroie, a prolific author whose thesis is that Saddam Hussein is the Machiavellian enigma behind most of the terrorist events of the past decade, including the 1993 bombing of the World Trade Center in which 10 people were killed, the 1998 assaults on our embassies in Kenya and Tanzania, 9/11, and even the anthrax attacks. I don't know if she has yet exposed Saddam's responsibility for whipping up Hurricane Isabel, but the evidence is no doubt forthcoming. The FBI, the CIA, independent analysts including everyone from Vince Cannistrano to Daniel Pipes have pointed out that Mylroie's meticulous accumulation of evidence doesn't even come close to proving her contentions. That hasn't stopped the American Enterprise Institute from publishing (and then reissuing) her book, Study in Revenge, and adorning it with endorsements from top officials, including Cheney, Wolfowitz, and Perle. Some conspiracy theories, as I pointed out in a recent column, get respectful attention no matter how implausible. But other conspiracy theories, being politically incorrect, are relegated to the Memory Hole, even as evidence of their validity begins to break through the wall of silence. Micha Macover, CEO of the company, said the two workers received the messages and immediately after the terror attack informed the company's management, which immediately contacted the Israeli security services, which brought in the FBI. "I have no idea why the message was sent to these two workers, who don't know the sender. It may just have been someone who was joking and turned out they accidentally got it right. And I don't know if our information was useful in any of the arrests the FBI has made," said Macover. Odigo is a U.S.-based company whose headquarters are in New York, with offices in Herzliya. As an instant messaging service, Odigo users are not limited to sending messages only to people on their "buddy" list, as is the case with ICQ, the other well-known Israeli instant messaging application. In other words, how to bring America into the New World Order. By 1963 the selection of the specialist had been made. This study group consisted of 15 experts in various academic disciplines who were selected for their expertise in their various fields. The first and last meetings were in an underground nuclear survival retreat called Iron Mountain. Sources in Venezuela's Military Intelligence Directorate (DIM) have told VHeadline.com that "presented with overwhelming evidence of Washington's planned attack on the Presidential flight, it was decided that the President's personal security was preeminent and that he should not go!" State Security Political (DISIP) police agents were involved in a gun battle in Plaza Altamira Friday night as they moved to detain a suspect now named as Jorge Rojas Riera, for the Friday morning bombing at the Casa Militar barracks, across Avenida Urdaneta from the Miraflores Presidential Palace. It is reported that President Hugo Chavez Frias was working at his desk when the 1:00 a.m. blast went off but that his life had never been put in danger as many gleeful wire-service reporters had immediately cabled to their North American publishers. Reports say that some 60 DISIP and National Guard (GN) officers were able to take the suspect into custody but only after a skirmish with opposition-controlled Chacao municipal police officers and gunmen identified as former army officers who had been dismissed the service after they participated in the April 11, 2002, coup d'etat. Police say Rojas Riera was detained after officers were forced to use an electronic stun gun to capture and 'cuff him. Little is known of the detainee other than that he has been identified having been employed at Plaza Altamira as a "security agent" by opposition organizers ... meanwhile he has told interrogators that he acted independently in the Friday morning's grenade attack. Rebel army officer Felix Moreno was reportedly wounded in an exchange of gunfire. Chacao Mayor Leopoldo Lopez says part of the blame has to be laid on DISIP agents who did not identify themselves ... he says they arrived to Plaza Altamira just before midnight and were heavily armed but were not in uniform. "there was a lot of running-around and another gun-battle close to Torre Britanica (south of Avenida Francisco Miranda) in which a DISIP wagon was overturned. Cheney's Role in 9/11 Put on Center Stage by British MP by Mark Burdman For the first time, a prominent British political figure has aired his suspicions, that the group around U.S. Vice President Dick Cheney may have intentionally caused, or allowed to happen, the mega-terrorism in New York and Washington on Sept. 11, 2001, to set into motion an era of neo-imperial wars. Labour Party Member of Parliament Michael Meacher wrote a major feature focussing on Cheney's Project for a New American Century grouping, in the London Guardian on Sept. 6. Meacher had resigned in June as Environment Minister, a post he held in Tony Blair's government for six years. This Summer's political wars in Britain, as EIR forecast they would, are drawing ever closer to Cheney. This is the context in which Meacher took Blair to task for subordinating Britain's interests to Cheney and his neo-conservative gang in Washington. During that week, there was heavy police presence and Londoners were very nervous. One European strategist warned EIR Sept. 9, that London is the most likely target for a new act of mega-terrorism. But a London insider cautioned EIR, on the same day, that Blair and his minions are determined to stoke alarm, to "justify" his war policies and to divert attention from his political woes. Other Labourites are joining the attack on Blair, including former International Development Secretary Clare Short, and former Leader of the House of Commons and former Foreign Secretary Robin Cook. On Sept. 8, Cook drew gasps from MPs, when he blasted Defense Secretary Geoff Hoon for having ignored the reservations of his own Defense Intelligence Staff (DIS), about the fraudulent September 2002 dossier on Iraqi weapons of mass destruction (WMD) issued by Blair's 10 Downing Street. Hoon was then jeered, when he tried to pass off responsibility for the dossier to Britain's Joint Intelligence Committee (JIC). The next day, it was revealed that Hoon had given misleading evidence to the House of Commons Intelligence and Security Committee investigating the dossier in July, flatly denying that DIS experts had expressed such concerns. It is widely assumed that Hoon will soon bite the dust, closely following the Aug. 29 resignation of Downing Street chief spin doctor Alastair Campbell. On Sept. 8, Foreign Secretary Jack Straw came into the Hutton inquiry fire, as documents were released, showing his role in bringing Kelly's name into the public light, as the source for a BBC report that intelligence experts had regarded the September 2002 dossier as "sexed up." Kelly's death followed shortly after his name was made public. It also came out that Hoon had played a role in "sexing up" that dossier, urging that references to Iraqi WMDs be strengthened and demanding a "killer paragraph" to make the case against Iraq stronger. A U.K. intelligence expert told EIR Sept. 8, that these eruptions are creating a fertile environment, in which the issues Meacher has raised can now be "openly debated and considered The Hutton inquiry, and other factors, have raised enormous questions about why Tony Blair, in reality, wanted this Iraqi weapons dossier, and that, in turn, is focussing attention on the motives of the administration in Washington, in starting the war in Iraq." This bad news for Blair in Britain bodes ill for Cheney and Co., and all sorts of surprises may emerge. By Philip Giraldi Americas war against terrorism is a conflict unlike any other in history. Amorphous and multi-faceted, it spans the globe and engages United States resources on battlefields where victory can never be declared. It is above all an intelligence war, in which detailed information on opponents, their travels, and plans are equivalent to the movement of great armies and fleets in the last century. It is, moreover, a war in which victory is critical to Americas survival as a nation and as a dominant economic power. But even after two years of effort, Americans are demonstrably less safe now than before, and a transformed and reinvigorated enemy may well be winning. Knowledgeable sources in the intelligence community continue to believe that another major terrorist attack is imminent. Within the United States there have been changes in response to the security threat. It is now harder for any Muslim to obtain a visa to enter the country. Once inside the U.S., it is harder to obtain a drivers license or to register in a school or to rent a car. It is more difficult to pass through an airport or to fly on a commercial jet. Apart from that, there is little to show, even after the expenditure of so many billions of dollars. Arrests made of alleged al-Qaeda have been laughable, netting very small fish who desperately agree to plea bargain their guilt to avoid more punitive sentencing. Senior al-Qaeda have apparently eluded the net, as have any terrorist cells genuinely capable of harming the United States. Whether they have gone underground or escaped the country the FBI does not appear to know. Overseas, the picture is darker, though there have been some significant arrests of leaders of terrorist groups, notably the Indonesian Riduan Isamuddin, known as Hambali, and the al-Qaeda operations chief Khalid Sheikh Mohammed. But the unrelenting search for leading terrorists may not be the best way to address the terrorist problem. It is axiomatic that in times of peace, most armies are equipped and trained to fight the last war, not the next one. The same is true in matters of intelligence, where the mistakes of the past become the lessons learned that shape current doctrines. The Central Intelligence Agency is locked in a struggle with an al-Qaeda that formerly existed rather than the evolving worldwide Jihadi movement that now prevails, of which al-Qaeda is only one element. Prior to December 2001, al-Qaeda was a global organization with a leadership, financial, and logistical structure; training camps; and centralized operational planning. It was able to project its power widely and had relationships with like-minded groups in places like Indonesia and the Philippines. The United States destroyed that al-Qaeda when it drove the Taliban from Afghanistan, but al-Qaeda learned from the disaster and was able to transform itself, becoming in the process largely decentralized and locally self-supporting. Al-Qaeda and other Jihadi groups now operate a terrorist movement without command and control, referred to as leaderless resistance. In the war against terrorism, the U.S. continues to wage a conventional military-style campaign. The CIA searches for al-Qaeda leaders, for money trails, and for arms supplies in spite of the decentralization of the Jihadi movement. Recent terrorist attacks in Morocco and the kidnappings of European tourists in Algeria were conceived locally, even though both groups have links to al-Qaeda. The bombing of the French tanker Limburg was organized in Yemen, and the nightclub bombing in Bali was planned and carried out by Indonesians. Terrorist bombings in Saudi Arabia were organized by al-Qaeda sheltering in nearby Iran, not by Osama bin Laden. Attacks on U.S. forces in Afghanistan originate in neighboring Pakistan, supported by local tribesmen. Bombing attacks in Iraq appear also to be the result of an amalgam of local interests and international Jihadi. To support the terrorist activity, money is raised in mosques, religious schools, and charitable foundations. It moves about by courier, not through banks. Weapons are acquired locally. Communications go out anonymously through Internet chat rooms. The volunteers come from the entire Muslim world. The war is everywhere asymmetrical, with the U.S. and its allies compelled to defend all targets while the terrorists need only succeed once. The United States has begun to take notice that its foes in Iraq are not all Iraqis, just as in Afghanistan they are not all Afghans, but it appears to be incapable of recognizing the root causes of the rage that fuel the worldwide Jihadi movement. In an outstanding article, "The Ideology of American Empire," in the current issue of Orbis, Professor Claes Ryn conclusively shows that neocons are, in truth, neo-Jacobins. More dangerous an enemy of the US and its traditional values than Muslims, neo-Jacobins have seized control of the Bush presidency and US foreign policy. They will stop at nothing to achieve their goal of World War IV in the Middle East. It is now absolutely certain that the American public and President Bush were bamboozled into invading Iraq by Vice President Dick Cheney, Defense Secretary Donald Rumsfeld and his deputy Paul Wolfowitz, Undersecretary of State John Bolton, an unsavory assortment of lesser neo-Jacobin notables who inhabit the higher reaches of the Bush administration, and their neo-Jacobin allies in the Likud Party controlled media in New York City and Washington DC. An extensive search in Iraq has failed to turn up any evidence of any weapons of mass destruction, much less nuclear weapons. The image of "mushroom clouds going up over American cities," which was used to panic Congress into accepting an invasion of Iraq, has turned out to be as every expert knew at the time nothing but propaganda worthy of Heinrich Himmler and Paul Joseph Goebbles. The fabrications about Iraqs intentions toward the US rival Hitlers declaration that Poland had attacked Germany. Consider the implications if Saddam Hussein really had possessed WMD especially ones that could be deployed in 45 minutes as asserted by British Prime Minister Tony Blair: the entire US-British invasion force, concentrated in a tiny area of Kuwait, could have been destroyed by one or two weapons. If Bush really believed Iraq had WMD, he was criminally negligent for making sitting ducks out of our troops. Senator Ted Kennedy is correct when he said on September 18 that the case against Iraq was "a fraud" made up to give Republicans a political boost. As much as I hate to admit it, the evidence is on Senator Kennedys side. However, being caught red-handed in fraud does not deter neo-Jacobins with an agenda. Clutching firmly to their propaganda that Iraqis are desperate to shower US troops with flowers and kisses but are prevented by dead-enders among the Saddam Hussein remnants, neo-Jacobins now agitate for invading Syria and Iran. On September 16, Undersecretary of State John Bolton in testimony before Congress declared Syria to be a "rogue state" armed with weapons of mass destruction and called for "regime change." On September 17, Assistant Secretary of State Paula DeSutter testified to Congress that Iran has the ability to launch missiles with biological warheads and that Irans nuclear program is a genuine threat both to the Middle East and the US. On September 19, Paul Bremer, head of the US occupation government in Iraq, suggested in an interview with The Telegraph (UK) that Iran was involved in the bombings and killings of occupational forces in Iraq, echoing neo-Jacobin Michael Ladeens assertion that the US cannot win in Iraq unless it overthrows Iran. Here we go again. The same propaganda. Only the targets are new. Where will the troops come from to invade Iran and Syria? It is now widely known that we have insufficient forces to pacify Iraq. The US government has been forced to dishonor its contract with the reserves and National Guard by forcing these weekend soldiers to stand in for regular army troops. Not even billions of dollars have sufficed to bribe other governments to send their soldiers to Iraq. Lieutenant General Ricardo Sanchez, the US commander of our occupation army in Iraq, said on September 18 that in order to protect his troops, he would consider pulling his forces out of major Iraqi cities the moment Iraqi security forces were prepared to take control. In October of 2001, three more Israeli "movers" were stopped in Plymouth, PA because of their suspicious behavior. These "movers" were seen dumping furniture near a restaurant dumpster! (1) The manager made note of the truck's sign which read "Moving Systems Incorporated" and called the police. The Israelis were taken into custody and the video tape was played at the police station. The video revealed footage of Chicago with zoomed in shots of the Sears Tower. (3) The police quickly alerted the FBI and it was also discovered that the Israelis had falsified travel logs and phony paperwork on them. (4) They were also unable to provide a name and telephone number for the customer that they claimed to have been working for. These Israelis were up to some sort of dirty business, and you can be sure it had nothing to do with moving furniture. These Israeli spies may have had a dark sense of humor. The name of their moving company actually contained the word MOSSAD embedded inside. They promised to bring any further developments of this story to their viewers, but the incident was never heard of again in America. But the story appeared in bold headlines on the front page of the major Mexican newspapers (5) and was also posted on the official website of the Mexican Justice Department. (6) Two terror suspects were apprehended in the Mexican Chamber of Deputies. Caught red-handed, they had in their possession a high powered gun, nine hand grenades, and C-4 plastic explosives (great stuff for demolishing buildings!) (7) Within days, this blockbuster story not only disappeared from the Mexican press, but the Israelis were quietly released and deported! Magic Lantern insidiously will install a virus on your computer so that when you next log in to your email using a password, Magic Lantern sends a copy of the password to a Military computer, and they can then access your email. This is all stuff I got to read in the Washington Technology (a magazine devoted to celebrating the newest technological contracts awarded on Capitol Hill). No. 99-41297 Appeal from the United States District Court for the Eastern District of Texas February 20, 2001 Before KING, Chief Judge, and HIGGINBOTHAM and DUHÉ, Circuit Judges. PATRICK E. HIGGINBOTHAM, Circuit Judge: This is an appeal from a judgment of the district court granting summary judgment to various defendants in a section 1983 lawsuit. This suit arose from an aborted criminal investigation of child abuse and murder, presenting claims against arresting officials including malicious prosecution and false arrest. We hold that the officer defendants were entitled to qualified immunity, and that none was a policymaking official for the county defendant. We AFFIRM the judgment of the district court. I In 1990, Ann Goar and Debbie Minshew as employees of the Texas Department of Protective and Regulatory Services were assigned to counsel the children of Loretta and Wendell Kerr. The Kerr children came into foster care upon allegations of sexual abuse leveled against Wendell Kerr. The counseling later expanded to include the children of Wanda Geer Hicks, whom Wendell Kerr had started dating. The Kerr and Hicks children began to tell of being tortured, molested, and sodomized by their parents, grandparents, and various strangers, abuse including satanic rituals involving masks and knives. Their stories related the murder, dismemberment, post-mortem rape, and cannibalism of babies and children by the abusing adults. Goar and Minshew recruited two private occult investigators, Brooks Fleig and Steve Baggs to assist in an investigation of these accounts by the children. Roland Scott Lyford was appointed prosecutor pro tem after Upshur County's regular district attorney recused himself from the case. Lyford participated closely in the investigation, and in 1993 at Lyford's recommendation the county hired Fleig and Baggs as criminal investigators. Child Protective Services criticized the methods of the investigators in interviewing the Kerr and Hicks children. CPS particularly criticized the use of a holding technique, in which investigators physically restrained children while they answered questions. CPS also objected to the suggestive nature of the questions asked by the investigators. Suggestive questions were asked of both the children and the adult witnesses. An adult, Wanda Hicks,(1) later recanted, explaining that she developed her story out of the questions investigators put to her. Despite a grand jury indictment, all charges were ultimately dropped. Wendell Kerr had a corroborated alibi for the times of the alleged crimes, and the mishandling of the child witnesses made their testimony unreliable. Yet, evidence also pointed in the opposite direction. Medical examination of the children found genital and anal scarring consistent with sexual molestation. An adult, Lucas Geer, confessed to police that he participated in ritualistic child abuse and child murder, a confession corroborating the stories told by the Kerr and Hicks children. A search of the Kerr property found three shallow grave-like depressions in the soil, a shovel with blood residue on it, an area matching the children's description of where the abuses occurred, two devil masks, a blood-stained mattress cover, and four knives said by the children to have been used to murder and dismember children. Pursuant to a plea agreement, two of the charged adults identified items retrieved from the Kerr household as devices used to restrain and torture children. Finally, plastic bags were found buried on the Kerr property, containing bone fragments. Before Lyford took his evidence to the grand jury, the Texas Human Skeletal Identification Laboratory issued a report stating the remains were most probably human. Another report from a different laboratory, filed months after the indictment was issued, concluded that the remains were not human. While the defendants were investigating the Kerr case, Sergeant James Brown was investigating the disappearance of Kelly Wilson. Wilson was 17 when she was reported missing in Gilmer, Texas. In 1993, one of the Kerr children, identified as R.S., claimed that Kelly Wilson had been abducted, raped, and murdered by the Kerrs. As a result, Brown's investigation began to overlap with the investigation being conducted by defendants. In a conversation between Brown and defendants, Brown said he had separately investigated the Kerr and Hicks children's allegations, and observed that Wendell Kerr, a key suspect, was not in Texas when Kelly Wilson disappeared.
