With $25 Per Barrel Oil

In a declaration of war against the speculators who had pushed the price of crude oil above $42 a barrel, and are launching it towards $50-60, 2004 Presidential candidate Lyndon LaRouche called on May 28 for the price of oil to be set at a target price of $25-26 per barrel, by nation-to-nation contracts, in order to bankrupt and take away the power of the speculators, and restore order to the oil market. LaRouche has emphasized that the high oil price is not a product of a shortage of oil production, of OPEC cutting oil supplies, or other cover stories, but arises from speculation by the big oil companies, investment banks, hedge funds, and other financial players, who are using the extra take to try to hold the financial system together.

However, some in the circle of Vice President Dick Cheney favor a currently ongoing destabilization of the entire Southwest Asia and contiguous region: from the disaster in Iraq; to the recent terrorist assault in Al-Khobar, Saudi Arabia, against a complex housing foreign oil workers, which killed two dozen people; to the violence in Pakistan; which would create chaos in the region. This plan, sanctioned by certain financial players who think the financial system can't be held together, would trigger a conflagration in Southwest Asia, and send the oil price to unprecedented heights.

Already in a Sept. 19, 2000 memorandum, entitled, Bring Oil Inflation Under Control, LaRouche had asserted that governments must declare a general strategic emergency, and establish contracts, directly between and among governments, of not less than 12 months' government scheduled deliveries of petroleum from exporting to consuming nations; at the same time, defining reasonable prices for these contracts. Based on these principles, the plan would bring a most critical segment of this speculative inflation under control, and also set standards of cooperation now urgently needed, for dealing with the general international banking and related crises (see page 10). Put into practice today, this urgent solution would bring the price of oil to the $25 range.

Rigged Market

Some fools will insist on buying the Brooklyn Bridge, no matter how many times you tell them it's already been sold. The same is true with the story that there is an oil shortage. The truth: No oil shortage exists. Figures from the Paris-based International Energy Agency (IEA), the central collection point for world oil information, show that for the first quarter of 2004, world oil supplies were in the range of 82.3 million barrels a day (mbd), with consumption lower, in the range of 80.5 mbd to as high as 81.5 mbd. Thus, the world was in surplus during the first 90 days of the year, during the very period that world oil prices leapt by $7 per barrel.

Furthermore, there is no relationship between the price of oil and the amount of oil being produced. Over the past several decades, oil production has increased slowly and predictably. Figure 1 shows that, since 1992, production has grown by approximately 15% Though not shown, world oil consumption has also grown gradually and predictably. Only if production had dropped significantly, or consumption risen steeply, should the world oil price have jumped up. Neither of these two changes has happened. How, then, should one explain the activity of the past dozen years, in which the oil price swung wildly up and down, regardless of rising production levels? Figure 1 shows the price gyrated wildly, first downward, then upward, then down again, and then up; today, the oil price is more than 50% above its 1992 level.

The key to the ability of the financiers behind the oil cartel to manipulate prices in the oil market, is the shift which occurred during the oil crises of 1974 and 1979, in which long-term contractsfrequently for 24 or 36 monthsat stable prices were replaced with the spot market and then the futures markets.

Spot and Futures Markets

The oil spot market was created in 1969 by the Lazard/Rothschild-allied Philipp Brothers, then the world's largest metals trader. Philipp Brothers, largely in the person of their top trader Marc Rich, began by selling small quantities of Iranian crude oil to independent refiners. The oil shocks of 1973 and 1979, which were orchestrated by the financier oligarchy under the cover of the OPEC oil embargo and the fall of the Shah in Iran, resulted in a shift in oil pricing away from long-term contracts toward the Rotterdam-based spot market. By spot is meant, that one buys the oil at a market only 24-48 hours before one takes physical (spot) delivery, as opposed to buying it 12 or more months in

 armed forces ... What  you need to know is that your armed forces are being
 eliminated and re-linquished from National control which, in turn, wipes out our

 more navy, no more air force. In the third stage, we  shall have a zero

 librarian to get you a copy of The Blue Print for the Peace Race. It is a
 35-page booklet printed by the United States Arms Control and Disarmament
 Agency as Publication No. 4 - General Series 3 - Released May of 1962.
 Publication No. 4 is the unabridg-ed version of State

 Both of these booklets explain how our military is to be reduced to 2.1
 mil-lion men. China and the Soviets are to be reduced to that level also. At this
 point, we are at  Stage I at which time we are to transfer (on a permanent
 basis) one-half of our armed forces to be merged with the Russian and Chinese
 armies. In Stage II, the remaining one-half of our armed forces is then
 turned over to this same Security Council of the United Nations. The person in
 charge of the merged armies must, by agreement, always be a Russian. the world's
 smaller nations turn 100% of their armies over to the same undersecretary of
 the Security Council in Stage II.  President George Bush and Admiral William
 J. Crowe [have referred] to this process as being in transition.

Paid 'ads' for song plays revive payola memories

During a single week in May, Canadian pop rocker Avril
Lavigne's new song Don't Tell Me aired no fewer than 109
times on Nashville radio station WQZQ-FM.

The heaviest rotation came between midnight and 6 a.m., an
on-air no man's land visited largely by insomniacs, truckers
and graveyard shift workers. On one Sunday morning, the
three-minute, 24-second song aired 18 times, sometimes as
little as 11 minutes apart.

Those plays, or spins, helped Don't Tell Me vault into the
elite top 10 on Billboard magazine's national pop radio
chart, which radio program directors across the country use
to spot hot new tunes.

But what many chart watchers may not know is that the predawn
saturation in Nashville - and elsewhere - occurred largely
because Arista Records paid the station to play the song as
an advertisement. In all, sources said, WQZQ aired Don't Tell
Me as an ad at least 40 times the week ending May 23,
accounting for more than one-third of the song's airplay on
the station.

The Don't Tell Me campaign is part of the latest craze in
record promotion, a high-pressure part of the music business
in which the labels try to influence which songs reach the
air.

In the late 1950s, rock's earliest days, the industry was hit
by a series of payola scandals in which cash bribes were paid
to disc jockeys who agreed to play certain songs. That
practice was subsequently outlawed, prompting record
companies to find more subtle means of currying favor with
radio programmers, such as free junkets and concert tickets.

In the latest twist, it's the radio stations themselves that
have been reaching out to the labels, offering to play songs
in the form of ads, often in the early morning hours when
there tends to be an excess inventory of airtime. The
practice is legal as long as the station makes an on-air
disclosure of the label's sponsorship - typically with an
introduction such as And now, Avril Lavigne's Don't Tell Me,
presented by Arista Records.

To be sure, Don't Tell Me is a bona fide hit, even without
spins being bought and paid for. Radio stations must play a
song many thousands of times for it to crack the Billboard
top 10. Nonetheless, a few hundred spins here and there can
move a song up a place or two in the rankings - and ensure
that it is climbing rather than falling on the charts.

Playing songs as advertising makes the chart unreliable,
said Garett Michaels, program director of San Diego rock
station KBZT-FM. Basically, the radio station isn't playing
a song because they believe in it. They're playing it because
they're being paid.

All five major record corporations have at least dabbled in
the sales programs, industry sources said, with some
reportedly paying as much as $60,000 in advertising fees to
promote a single song.

Interscope Records has purchased spins for the Black Eyed
Peas' song Hey Mama in recent weeks, as well as for Sheryl
Crow's The First Cut Is the Deepest and Sugababes' Hole in
the Head, sources said. Virgin Records has bought advertising
time for rock band A Perfect Circle. Lava Records has
purchased airplay for singer Cherie, and V2 Records has done
the same for Katy Rose.

Representatives for the record labels declined to comment.

But one label executive who has purchased airplay, speaking
on condition of anonymity, said the idea was clearly to prop
up songs long enough for them to attract genuine fans.

In our business, perception is reality, he said. The
minute you're down in spins, these program directors drop the
record.

MARKET REVIEW: Crab Cake Illusions

Out over the Chesapeake, the gray clouds gather. Rain is
coming and the wind is beginning to whip the water into
a chop. The distant islands are enshrouded in mist and
cloud, and are now barely visible. In the foreground,
the American Flag is flying at half-mast.  The markets
are closed; Ronald Reagan is dead.

25 years ago, at Ronald Reagan's 1st inaugural ball,
dignitaries would have been treated to Maryland crab
cakes. 25 years ago, Maryland crab cakes actually came
from Maryland – they were trapped in the Chesapeake Bay.
Not any more. Times have changed.

25 years ago, America was a very different place too,
and Americans were very different people. But it was in
this era, we argue, that the shift took place.  The sea
was about to change, and the new president would be the
catalyst.

We look back to a previous generation. We look to an
American who worked hard, who invested his sweat and
time into building a great country... the greatest
country. This was an American who saved his money and
avoided debt. He understood stocks were risky and left
them to the sharps on Wall Street. He was frugal -
luxury was scorned in favor of security.

But as a new decade came around, and a new president was
sworn in, one generation passed the baton onto the next.
The war generation was nearing retirement while the baby
boomers were coming of age.

Cutting the tax lifeline of federal economic policy
practice during the 1980s was as effective a
conservative strategy of political retrenchment as it
was manipulation of public sentiment, notes Michael
Bernstein in his recently–published essay: 'Cold War
triumphalism and the deformation of the American
economy.' It also utilized a supreme conceit – that
victory in the cold war somehow proved that a
traditional capitalism was the best of all possible
worlds – indifferent to the fact that it was a uniquely
nontraditional capitalist system that had made the
nation so prosperous after World War II.

It was during the 80s that the young pretenders assumed
power and control of the nation, and with them, a new
legacy was born. A legacy of 'trickle-down' taxes and a
new trend to debt, waste and consumption. Gone was
thrift, gone was saving, gone was toil. Gone was Rosie
the Riveter, enter Sally the SUV soccer mom.

No longer could the American live without air-
conditioning, or giant cars, or giant plates of food
that not even the hungriest of men could clean. Your
editor was woken up last night by the cold, shivering on
one of the hottest nights of the year... the temperature
in his hotel room had been set to 50 degrees. He then
had to plead with a hotel employee not to wash the bed
linen or towels after just one use.

Reagan's supply-side economics just supplied the nation
with credit. During the first Reagan term, continues
Bernstein, the annual federal deficit grew from 2.7% to
5.2% of GDP.  If fiscal balance had been the central
promise of the new departures in policy practice
undertaken in 1981, the federal ledger became, by 1983,
an indelible record of failure. By 1989, the total
national debt stood at some $2 trillion; in this regard
Ronald Reagan stood alone as one of the most profligate
peacetime spenders in the history of the republic.
Today, the national debt stands at $7.2 trillion.

A new mindset had been created – let us splurge and
squander. Reagan's election marked the beginning of a
new bull market in stocks, bonds and houses. Could his
death mark the death of his legacy and the death of the
credit bubble? We know not, dear reader, but we shall
see.

gaining over 3 cents against the euro. On Friday, 1.20

John Kerry Is as Close to God as God

It is very disheartening to me to still see articles in Leftwing
publications and websites giving another rundown on the lies of George W.
Bush. Do people really think that they can even possibly get through to
someone at this point who doesn't know that Bush is a liar? Do people
honestly think that writing another article on Bush's fabrications for a
leftist site or magazine is actually useful?

Now while the repetitiveness of these claims has caused my brain to blister,
I am even more bewildered when someone like Chalmers Johnson gives a speech
to a Democratic Party club in SoCal on the attributes of John Kerry. Johnson
seems to me like an extremely learned man who gives you footnotes after he
talks to you. I am honestly put back on my heels a little when a man like
him decides to endorse Kerry. But then I look at the reasons Johnson has for
endorsing Kerry and I begin to feel stronger in my convictions once again.
His reasons are:

1. He is not a chickenhawk like Bush. Johnson points out that the only
non-chickenhawk in Bush's administration is Colin Powell. Yes, that's
true...but so what? I agree that on this topic there is no doubt of the
hyprocrisy of Bush and that Kerry is not hyprocritical. But what does this
have to do with policy decisions? Chickenhawk Bush and his chickenhawk
buddies proposed the war on Iraq and non-chickenhawk, decorated war hero
John Kerry, a man who supposedly understands the gravity of combat and the
effects of it on soldiers and civilians, went along with their cowardly
asses. I don't see Kerry's war experiences having a real effect in this
occasion and haven't seen it in his pronouncements to send more troops over
to Iraq if elected. Perhaps he was too caught up in the hysteria of 9/11?
Well, what about the courage under fire our leader should have, especially
from one who has been under fire?

2. He was a leader of the Vietnam Veterans Against the War. Yes, this is
also true. But that was a long time ago, people change and it's pretty clear
that Kerry has. Thirty years ago, Vietnam, no. Now, Iraq, yes.

3. He will stop the secrecy of the Executive Branch. "Given his nineteen
years of service in the Senate, he is likely to end at least a significant
part of the secrecy that covers up the destruction of the environment, the
deployment of weapons in outer space, our refusal to conserve fossil fuels,
and many other scandals," Johnson says. Ok, now here is where I get really
lost. Johnson, a scholarly writer of quite some renown, acknowledges Kerry's
time in the Senate without giving one example of Kerry's acting on any of
the topics in that sentence. You would think that 19 years in the Senate
would have given one enough time to at least make a stand in the direction
towards rolling back government secrecy. Instead, just serving 19 years in
the Senate is enough to make one "likely to end at least a significant part
of the secrecy..." I know when Kerry first came into office he initiated
investigations into BCCI and Contra/drug connections. That was brave and
seems to have been attributed to an initial naivete about what his actual
role as a Democratic senator is. Also, people change. I definitely wouldn't
call the Patriot Act a step towards the reduction of governmental secrecy,
but Kerry I guess did when he voted in favor of it.

4. "The main issue in the coming election is the Constitution and the need
to restore its integrity as the supreme law of the land. It was concern over
violations of the Constitution that energized the Howard Dean campaign.
Kerry will end the tenure of John Ashcroft and the illegal incarceration of

 native-born citizens in Federal prisons and prosecute those responsible for
torture in Iraq and at Guantanamo Bay. If we're lucky, he might even close
the School of the Americas at Fort Benning, Georgia, which is where we
instruct military officers from Latin America in state terrorism. For those
even slightly interested in human rights, a Kerry victory is indispensable."
Holy shit, I didn't know that Kerry was the second coming of the second
coming. Although HE VOTED FOR THE PATRIOT ACT, he will "end the tenure of
John Ashcroft and the illegal incarceration of native-born citizens in
Federal prisons and prosecute those responsible for torture in Iraq and at
Guantanamo Bay." Wow, I knew I was wrong for questioning ol' Chalmers, he
can see into the future. Notice the absence of doubt. He must know something
we don't. Did he perhaps catch a glimpse of Kerry slipping into a phone
booth back in the 60s and emerge as Martin Luther King Jr.?

  And I, for one, would like to say only nice things about 
  him. I'm not insensitive to the feelings of many U.S.

  ago, was known as the great communicator, and I believe
  that that is true only if one believes that to be a great 
  communicator means to be a good liar. That he was for 
  sure. He could proclaim the biggest lies without even as 
  much as blinking an eyelash. Hearing him talk about how 
  we were supposedly persecuting Jews and burning down 
  non-existent synagogues, I was led to believe really, that Reagan was 
  possessed by demons. Frankly, I do believe Reagan at that time as much as 
  Bush today was indeed possessed by the demons of manifest destiny. 
  
  Of course, as I say this, I'm quite aware that to the 
  people of say for example, Project for a New 
  American Century, that is counted as a big plus. 
  Because of Reagan and his spiritual heir George W. 
  Bush, the World today is far less safe and secure as 
  it has ever been. Reagan in fact was an international 
  outlaw. He came to the Presidency of the United 
  States shortly after Samosa, a Dictator that the U.S. 
  has imposed over Nicaragua for practically half a 
  century; had been deposed by Nicaraguan Nationalists 
  under the leadership of the Sandinista Liberation Front. 
  To Reagan Nicaragua had to be re-conquered. 
  
  He blamed Carter for having lost Nicaragua, as if 
  Nicaragua ever belonged to anyone else other than 
  the Nicaraguan people. That was then the beginning 
  of this war that Reagan invented, and mounted and 
  financed and directed, the Contra War. About which 
  he continually lied to the People. Helping the United 
  States people to be the most ignorant people around

  what the United States does abroad. People don't even

'Hey Hey, Ho Ho, Those Old Protest Tactics Have to Go'

When protesters descend on the Republican convention this summer, Christian Herold will be there with bells on. Then, he will ring them.

Mr. Herold has ordered hundreds of one-inch, gold-plated bells - the kind that could easily adorn a Christmas tree - that he plans to distribute to any takers. He will call participants in his Ring Out project to surround ground zero - as close as they can - and raise a cacophony to ring out the Republicans shortly before the convention opens on Aug. 30.

The bell stands for different emotions - anger, alarm - and it's emblematic of the Liberty Bell, Mr. Herold, 47, said the other night as he and three companions readied dozens of bells to show at a meeting of protest groups.

Mr. Herold is hardly alone in making somewhat unorthodox plans to greet the Republicans, who will hold their convention for the first time in New York, from Aug. 30 to Sept. 2 at Madison Square Garden.

Luke Kuhn, 38, a self-described radical who lives near Washington, has sent out e-mail pleas seeking a suitable kiln to melt a brass ring, about the size of a large wedding band, inscribed with Bush ber Alles, at the start of the convention. Axis of Eve, a protest group formed in January to focus on women's rights, is selling underwear adorned with anti-Bush slogans and is organizing 100 women to flash them during the convention (The underwear will be worn over body suits or leotards to keep it legal.)

Zoe Strauss, a Philadelphia photographer, is urging people to wear red bandannas en masse as a symbol of protest and plans to bring 10,000 to the convention to hand out. Wendy Tremayne, a performance artist, is recruiting volunteers for a Vomitorium, a re-enactment of a Roman orgy that she plans to stage as a protest against imperialism, consumerism and gluttony.

Just what approach to take is debated among prospective demonstrators, in meetings and Internet chat groups, where calls to shut down the Republican gathering and confront the police are mixed with pleadings to march peacefully and in large numbers.

Some organizers favor something in between, maybe not as confrontational as the anarchists' approach but an alternative to mass marches in which large groups, typically kept behind metal barricades, hold signs and chant familiar refrains: Hey hey, ho ho (insert objectionable entity here) has got to go and the like. Some 15 organizations have applied to the Police Department for permits for large street demonstrations just before or during the convention.

There is an element among protesters who feel that classical tactics are stale, said Todd Gitlin, a professor of journalism and sociology at Columbia University who was a leader of antiwar protests in the 1960's and has studied protest movements. I think it is built into the protest process that especially younger people come along and want to stake a claim to novelty.

That was part of the motivation for Axis of Eve, organized by a group of young women to get disaffected voters, particularly young women, excited about politics and the possibility of defeating President Bush.

We wanted to think of some unique, creative way to engage people in a different way, to reach out to people who weren't politically engaged, said Zazel Loven, 33, a founder of the group, who is known as Eve Angel. I had been to marches but I wanted to go beyond that.

Street theater has long been a part of demonstrations. But along with the drumming and mask-making - and there is a group, Theater Against War, ready to help with that - some see a growing role for humorous, irreverent, thought-provoking ways to draw attention to their messages.

The 26 ex-diplomats and military leaders say his foreign policy has harmed national security. Several served under Republicans.

Bush, plans to issue a joint statement this week arguing that President George W. Bush has damaged America's national security and should be defeated in November.The group, which calls itself Diplomats and Military Commanders for Change, will explicitly condemn Bush's foreign policy, according to several of those who signed the document."It is clear that the statement calls for the defeat of the administration," said William C. Harrop, the ambassador to Israel under President Bush's father and one of the group's principal organizers.Those signing the document, which will be released in Washington on Wednesday, include 20 former U.S. ambassadors, appointed by presidents of both parties, to countries including
 Israel, the former Soviet Union and Saudi Arabia. Others are senior State Department officials from the Carter, Reagan and Clinton administrations and former military leaders, including retired Marine Gen. Joseph P. Hoar, the former commander of U.S. forces in the Middle East under President Bush's father. Hoar is a prominent critic of the war in Iraq.Some of those signing the document — such as Hoar and former Air Force Chief of Staff Merrill A. McPeak — have identified themselves as supporters of Sen. John F. Kerry, the presumptive Democratic presidential nominee. But most have not endorsed any candidate, members of the group said. Should Americans be concerned that on March 23rd a bipartisan group of
Congressmen attended a coronation at which a billionaire, pro-theocracy
newspaper owner was declared to be the Messiah ­ with royal robes, a
crown, the works? Or that this imperial ceremony took place not in a
makeshift basement church or a backwoods campsite, but in a Senate office
building?
The Washington Post didn't think so. For a moment on April 4, a quote
from the keynote speech was in the Web version of its Reliable
Sources column. The speaker: Sun Myung Moon, 84, an ex-convict
whose political activities were at the center of the 1976-8 Koreagate
influence-peddling probe. That's when an investigation by Congress warned
that Moon, after having befriended Richard Nixon in his darkest hour, was
surrounding himself with other politicians to overcome his reputation: as
the leader of the cult-like Unification Church, which recruited unwary
college students, filled Madison Square Garden with couples in white
robes, wed them in bulk and demanded obedience.
That was before he launched the Washington Times ­ in response to
Heaven’s direction, as he would later say ­ and a 20-year quest to
make his enemies bow to him. He has also claimed, in newspaper ads taken
out by the Unification Church, that Jesus, Confucius, and the Buddha have
endorsed him. Muhammad, according to the 2002 ad, led the council in
three cries of mansei, or victory. And every dead U.S.
president was there, too ­ because Moon's gospel is inseparable from
visions of true-blue American power.
Now, this March, Moon was telling guests at the Dirksen Senate Office
Building that Hitler and Stalin, having cleaned up their acts, had, in a
rare public statement from beyond the grave, called him none other
than humanity's Savior, Messiah, Returning Lord and True
Parent.
But not long after it appeared on the Post's web site, the paper erased
the quote. Columnist Richard Leiby told me via e-mail that it shouldn't
have gone out in the first place. The paper replaced it with breaking
news about Celebrity Jeopardy! with Tim Russert.
The Return of the King
So no one covered this American coronation, except Moon's own Times,
which skipped the Messiah part. It wasn't in other newspapers, which only
wink at the influence of Moon's far-right movement in Washington, when
they cover it at all.
In fact, the only place you could read about the new king, unless you
bookmarked Moon's Korean-language

First, we're shown a rabbi blowing a ram's horn. Most Jews would hold off
on this until the High Holy Days, but it probably counts if the Moshiach
shows up in a federal office building at taxpayer expense. Then we see
the man of the hour, Moon, chilling at a table at the Dirksen in a
tuxedo, soaking all this up. He claps. He's having a ball.

Rep. Roscoe Bartlett (R-Md.) and Republican strategy god Charlie Black,

For some time now, I 
  have been searching for answers to a deeply perplexing question: Why is 
  the United States promoting the spread of atomic bombs worldwide? 
  By "atomic bombs" I mean the kind that turned Hiroshima and Nagasaki 
  into a fiery hell in 1945 -- A-bombs made from plutonium (Nagasaki) or 
  "enriched" uranium (Hiroshima). 
  In this series, I will briefly examine the facts, then consider some of 
  the possible reasons why the U.S. might favor the proliferation of atomic 
  weapons worldwide. 
  In at least four different ways, the U.S. is refusing to limit -- and 
  in some cases is actively promoting -- the spread of atomic bombs around 
  the globe.[1] 
  (1) The U.S. is helping foreign nations acquire nuclear power plants, 
  which everyone acknowledges have provided the basis for A-bomb programs in 
  India, Pakistan, South Africa, North Korea and, during the 1980s, in 
  Iraq.[2] In the hands of a willing nation, nuclear power equals nuclear 
  weapons. 
  (2) The U.S. is dragging its feet in achieving its stated goal of 
  preventing theft of nuclear weapons within the former Soviet Union.[1] 
  (3) The U.S. is failing to retrieve 35,000 pounds of weapons-grade 
  uranium that the U.S. loaned or gave to 43 countries during the past 50 
  years. A crude but effective A-bomb requires 110 pounds (50 kg) of 
  enriched uranium.[3] 
  (4) President Bush has ordered a fundamental shift in U.S. nuclear 
  weapons policies, initiating what the New York Times calls "the second 
  nuclear age." 
  These new policies entail (a) creation of a new class of smaller 
  nuclear weapons, (b) guiding small A-bombs to their targets from outer 
  space, (c) reducing the time it takes to launch a nuclear strike, and (d) 
  a new policy of pre-emptive first use of nuclear weapons even against 
  non-nuclear states. 
  "It is precisely these kinds of provocative new weapons capabilities -- 
  at a time when the administration seeks to prevent proliferation of 
  weapons of mass destruction elsewhere -- that worries even hawkish 
  Republicans," says James Sterngold of the San Francisco Chronicle.[4] 
  Let's examine each of these four developments in more detail: 
  I. Nuclear power = nuclear weapons 
  The U.S. is urging -- and subsidizing -- foreign nations to build new 
  nuclear power plants to generate electricity, while acknowledging that 
  every nuclear power plant certainly provides the stepping stones to 
  A-bombs. 
  For example, when Vice-President Dick Cheney visited China in April, 
  2004, he was promoting the sale of Westinghouse nuclear power plants to 
  the Chinese.[5] Current U.S. policy restricts the export of nuclear 
  technology to China but the Bush administration is expected to lift those 
  restrictions in September. The immediate beneficiaries will be 
  Westinghouse and General Electric.[6] China has already announced plans to 
  build 32 nuclear power plants, and to export the technology to other 
  countries. For example, China has said it intends to help Pakistan build 
  two large nuclear power plants capable of producing plutonium.[5] 
  Within the U.S. itself, in recent months two corporate consortiums have 
  proposed building new nuclear power plants.[7] President Bush is an 
  enthusiastic supporter of nuclear power. 
  But nuclear power plants always carry an unspoken danger. For nations 
  that want to build A-bombs, nuclear power provides the basis for all 
  that's needed in the way of technology, opportunity and know-how. 
  No one disputes this view -- the "nuclear club" has been able to expand 
  only because the spread of nuclear power plants has been encouraged and 
  subsidized. Why does the U.S. continue down this path? 
  As the New York Times wrote recently, "'If you look at every nation 
  that's recently gone nuclear,' said Mr. [Paul] Leventhal of the Nuclear 
  Control Institute, 'they've done it through the civilian nuclear fuel 
  cycle: Iraq, North Korea, India, Pakistan, South Africa. And now we're 
  worried about Iran.' The moral, he added, is that atoms for peace can be 
  'a shortcut to atoms for war.'"[8] 
  The Times goes on, "Today, with what seems like relative ease, 
  scientists can divert an ostensibly peaceful program to make not only 
  electricity but also highly pure uranium or plutonium, both excellent bomb 
  fuels."[8] 
  And: "Experts now talk frankly about a subject that was once taboo:

- With last week's disclosures that President Bush had consulted with a
criminal-defense lawyer and Vice President Dick Cheney had been questioned
by federal prosecutors, the Justice probe into the leak of an undercover CIA
officer's identity is reaching a critical stage. Decisions on indictments
could come within weeks, according to lawyers and others close to the case.
Bush's decision to seek out the counsel of lawyer James Sharp was prompted
by signals that prosecutors may want to talk to him shortly-a clear sign the

notes of White House conversations in which CIA undercover operative Valerie

mentioned. The notes have served as a basis for questioning Libby and other
White House aides. The White House has denied Libby leaked any classified
information to columnist Robert Novak, who first revealed Plame's identity.
One high-placed official says that if special prosecutor Patrick Fitzgerald
ultimately chooses not to bring indictments, Justice officials may arrange
to disclose his findings in response to an inquiry from Capitol Hill.

Spanish documents or Spanish homework?

When FBI agents went through Brandon Mayfield's possessions to investigate his connection with the Madrid train bombings, they came upon and took what they called "miscellaneous Spanish documents." 
The New York Times reported that Mayfield's family later identified the documents as his children's Spanish homework. 






















Now that Mayfield, an Oregon lawyer, has been released after two weeks in federal prison as a "material witness," now that the FBI has formally apologized to him, it seems he should just drop out of sight, a footnote to the war on terror. 
But reporting keeps coming up with curious discoveries about weaknesses, from the beginning, in the FBI's connection of Mayfield to the case -- weaknesses that arose before Mayfield was ever arrested. 
The connection began March 16, when Spanish police sent U.S. officials copies of fingerprints from a bag containing detonators, found near the bombings five days before. The FBI concluded that the match with a fingerprint of Mayfield -- on file from his eight years in the military and a youthful arrest -- was "100 percent." The FBI notified the Spanish of thhe match. 
But by April 13, according to the Times, the Spanish told the FBI that the match was "conclusively negative." In a meeting with the FBI in Spain April 21, Spanish officials insisted that there was no match, while FBI agents insisted there was -- but never asked to see the actual bag. 
By then, the FBI had found that Mayfield was a Muslim convert, that he was often seen driving to the Bilal mosque in Beaverton, Ore., that he had represented, in a child custody suit, one of the Portland Seven convicted terrorists. 
It's understandable that these discoveries -- or the fingerprint match itself -- would set off alarms. The question is whether the discoveries about Mayfield himself beggan to overwhelm the weaknesses the Spanish kept noting in the fingerprint match. 
The claim of probable cause, says federal public defender Steven Wax, was based on "some sort of guilt by association with people who may have had contacts with other people the government had concerns about." 
And then Mayfield's possession of "miscellaneous Spanish documents." 
Tuesday, before the Senate Judiciary Committee, Attorney General John Ashcroft expressed regret on the arrest, explaining, "When we learned that the reservations of the Spanish were so substantial, we went to the court, asked for the release of Mr. Mayfield." 
But Mayfield was arrested May 6, after the Spanish had rejected the match April 13, and again April 21. He wasn't released until May 20, when the Spanish said they'd matched the fingerprint to someone else. 
With the fingerprint evidence abandoned -- a Scotland Yard fingerprint expert hired by the defense told the Seattle Times the claim of a match was "horrendous" -- twoo things stand out about Mayfield: One, that he was Muslim and associated with various other Muslims. Two, that considering the powers currently claimed by the federal government, he was lucky. 
"But for the fact that he had access to counsel and judicial review, Mr. Mayfield might still be in jail today," Sen. Russell Feingold, D-Wis., told Ashcroft in Tuesday's hearing. "Held as an enemy combatant, Mr. Mayfield would be in a military jail without the right to an attorney. And his truthful statements of innocence would be taken simply as failure of his interrogators." 
He might be lucky in another way. Imagine the trouble he could be in if his kids were studying French.

On May 6, British Prime Minister Tony Blair announced that the new head of the British intelligence service MI-6 will be John Scarlett. The choice immediately caused protests from British political opposition leaders. Scarlett was the author and stubborn defender of the now-totally-discredited and artificially sexed-up "Iraqi WMD" report issued by the Blair government in support of the US-UK war drive. Dr. David Kelley lost his life in the scandal that developed around the manipulations in this report, but the role of the government was whitewashed in the inquiry conducted by Lord Hutton of the Law Lords. 
This appointment means that MI-6 will lack the leadership of a competent and independent professional who might act to prevent the coming terrorism, and will instead be under the domination of a political hack of dubious judgment and loyalty. (Wire services, May 6) In addition, the US government appears top have imposed an embargo on the sharing of critical anti-terror intelligence with European authorities. Whatever the intent, the net effect of this blackout is to screen certain activities in the US from scrutiny by the allies. In an article published May 6 the German economic paper Handelsblatt reported in reference to a similar article which appeared in the Wall Street Journal, that Spanish investigators, like many of their colleagues in Europe, are find it very difficult to obtain information from US circles which are engaged in the fight against terrorism.  
Mentioned is the case of Spanish Judge Balthazar Garzon who reportedly was unable to proceed with certain investigations on Al Qaeda after Sept 11th, like the case of Al Qaeda member Ramzi Binalshibh, who is imprisoned in an unknown location. The problem is compounded by the fact that theanti-terrorism fight in the US is being conducted by non-public military courts and military intelligence, neither of which, as the article claims, is sharing testimony and evidence with their Europeancolleagues for further use. Propaganda Buildup Lurid accounts of coming ABC terrorist attacks are proliferating in the US media. Whatever, the subjective intentions or motivations of the authors, these accounts objectively serve as propaganda preparation for terror attacks, specifically by introducing to the US ;public the alien notions of emergency rules, martial law, and the state of siege, all of which are favorite themes of neocon writers going back to the Nazi Carl Schmitt. A particularly fulsome example is the article by Michael Ignatieff which appeared on May 2, 2004 New York Times Magazine. Here are some excerpts: Consider the consequences of a second major attack on the mainland United States -- the detonation of a radiological or dirty bomb, perhaps, or a low-yield nuclear device or a chemical strike in a subway. Anny of these events could cause death, devastation and panic on a scale that would make 9/11 seem like a pale prelude. After such an
 attack, a pall of mourning, melancholy, anger and fear would hang over our public life for a generation. An attack of this sort is already in the realm of possibility. The recipes for making ultimate weapons are on the Internet, and the materiel required is available for the right price. Democracies live by free markets, but a free market in everything -- enriched uranium, ricin, anthrax -- will mean the death of democracy. Armageddon is being privatized, and unless we shuut down these markets, doomsday will be for sale.

CIA vs. Guatemala, 1954
President ousted with invasion and psychological strategy

WASHINGTON - It was a time when Cold War concerns transcended all others. So
when Guatemala's reformist president, Jacobo Arbenz, appointed communists to
several posts in 1951, the alarm bells sounded in Washington.

The CIA began drawing up contingency plans, including the assassination of
leftist officials and their allies.

Over time, the planning was expanded, with the CIA arming and training an
anti-Arbenz Liberation Army.

On June 17, 1954 - 50 years ago this Thursday - about150 insurgents crossed
the border into Guatemala from Honduras.

Within days, CIA bombers were strafing the capital, Guatemala City, and
agency propagandists were broadcasting fake reports about rebel battlefield
triumphs.

On June 27, the elected president fled the country, never to return. With
his departure, Washington no longer had to worry that his social reform
ideas could inspire a peasant rebellion in neighboring countries.

U.S. officials also rejoiced in the knowledge that Moscow, at least for the
time being, would not be able to add a Latin American country to the
European and Asian ones already in its fold.

For Guatemala, it was a prelude to a tragic civil war that was to last 30
years.

An estimated 200,000 Guatemalans died, largely due to the excesses of the
Guatemalan military. A postwar independent commission concluded that the
military had committed acts of genocide, mostly against the country's
indigenous population.

The civil war began about a decade after the 1954 intervention.

Picked by the CIA to lead the assault against Arbenz was a Guatemalan former
colonel, Carlos Castillo Armas.

Arbenz believed his army would defeat the rebels, historian Douglas Kraft
wrote. That seemed the case when they attacked by land and sea, meeting
strong resistance and stalling. It was then that the CIA undertook the
psychological campaign.

Jamming Guatemalan radio waves and broadcasting fictitious reports of an
advancing rebel force, the CIA worked to unnerve the Guatemalan Army, Kraft
wrote. Simultaneously, CIA bombers strafed Guatemala City streets and
dropped small bombs to arouse fear among the local population.

The military had effectively turned against Arbenz. His alternatives
narrowed, the Guatemalan president ordered the military to arm peasant and
labor organizations in a last ditch effort to stop Castillo Armas. The order
represented Arbenz's fatal error, Kraft wrote.

Arbenz's ouster was not entirely the work of the CIA. Much of the army had
been alienated by what they considered reckless implementation of the land
reform; peasant land invasions were common.

Many Latin Americans were angry about the CIA intervention. Adolphe Berle,
the State Department's troubleshooter for the region at the time, wrote in
his diary: We eliminated a communist regime at the expense of having
antagonized half the hemisphere.

CIA agent David Atlee Phillips wrote that Arbenz's ouster was necessary
because documents he left behind revealed a paradigm of Soviet Cold War
expansionism, according to Streeter's study.

Castillo Armas' presidency proved to be unpopular. He was assassinated by a
member of the presidential guard in 1957.

The next U.S. attempt at governmental change in Latin America failed
dismally. Seven years after Guatemala, CIA-trained Cuban exiles went after
Fidel Castro's government. Defeat came in less than three days. Forty-three
years later, Castro and his regime survive.

Woman awarded $100,000 for CIA-funded electroshock

MONTREAL - A Montreal woman who underwent intense electroshock treatment in
a program funded by the CIA 50 years ago has been awarded $100,000.

Gail Kastner was given massive electroshock therapy to treat depression in
1953 at the Allan Memorial Institute in Montreal.

She was told on Wednesday of the compensation award.

She was left out of a federal compensation package in 1994 because her
treatment was deemed to have been less intense than that of other victims of
the experiments. Her treatment was also found to have had fewer long-term
effects.

A Federal Court judge reversed that ruling, and awarded her the same amount
Ottawa gave to 77 others as compensation for their treatment.

There were 253 claims rejected.

Dr. Ewan Cameron, who was director of the Allan Memorial Institute,
conducted experiments using electroshock and drug-induced sleep. The
research was funded from 1950 to 1965 by the CIA and by the Canadian
government.

Four, are there videotapes of these men boarding the 9/11 planes? Five, the FBI has said that the hijackers boarded the planes with fake passports. How does the FBI know this? I mean, if you
 used a fake passport to board a plane, would the cops know it was you unless they had separate photographic evidence? Where is that evidence? Six, assuming the FBI knew the passports were fake because they knew where the people actually belonging to those fake passports were...where ARE those people? You mean, in a matter of days, the FBI tracked down those 19 (living or dead) people belonging to those fake passports? Seven, assuming the faked passports belonged to no one real in this world, the FBI figured that out in days? Eight, the FBI claims they found a couple of the hijacker passports in PRISTINE condition AFTER they had fallen out of the planes that crashed into the WTC and landed on a nearby street. I liked it for two reasons:

1. Hitchens makes a point I like to make to many people with simple mindedpolitical opinions about "the need of so many American intellectuals toprove themselves clever by showing that they are smarter than the latestidiot in power..." and;


2. He identifies Reagan as "a cruel and stupid lizard." I don't know ifHitchens consciously invoked David Icke's imagery of world politicalleadership as shape-shifting reptilians, but the reference does reinforceIcke's over-arching theme that such leadership is never what it seems.

I would have been more generous about Ronald Reagan. I think he was funnyand charming, only moreso because he was so disconnected from the actualparapolitical reality of his administration. One TV news feature tried tomake the point that the true Ronald Reagan was inaccessible even to his wifeNancy, that he kept some deep inner core always to himself. This was astretch, of course, to fill the 24/7 television time devoted to Reagan untilafter his state funeral. Most viewers know he was a shallow Hollywood guy aswas often parodied. Self-professed shallow, in fact, in that he trumpeted anadministrative style that supposedly provided broadstroke values whileletting bureaucrats execute the details.



Americans like a good show and Reagan gave them one. He was affable andarticulate and he presented a picture of the country that it really wanted.But the October Surprise brought him to office, a deal made with AyatollahKhomeini to hold on to the famed 52 American hostages until Jimmy Carterlost the 1980 election. The pay-off for delivering that ransom-anopportunity to illegally profiteer from the super-surveillance PROMISsoftware-went to a man whose name Reagan conceivably didn't know.


The sleeping-with-the-enemy pattern it established led to the Iran-Contradeals, the US/CIA build-up of Saddam Hussein and the pre-al-Qaedamujahadeen, on up to the present awful time of reckoning America nowconfronts.


Reagan's motorcade delayed the arrival of the doctor when my daughter wasborn. My then wife considers it the only favor he ever did for her, sinceshe chose to have the baby using the non-interventionist Bradley method.Somehow Tim Leary got thrown in jail just before his gubernatorial campaignin California could compete with Reagan's. Leary took it as a greatopportunity for a break from public life and a chance to work on what turnedout to be his greatest writings.


Governor Reagan refused to extradite Edgar Eugene Bradley from Californiawhen Jim Garrison sought to prosecute him for involvement in JFK's murder.It helped cause Garrison to lose the case against the other defendant, ClayShaw, but Garrison went on to be more-or-less vindicated in the popularculture and became a great folk hero to many people.


I feel very sad for Nancy Reagan. They were a couple that lived in a littlebubble and I am sure their relationship was more real than anything theysupposedly believed in or restored to American culture, like limitedgovernment. Americans had to wait for Dubya to look at spending deficits asbig as Reagan's. And I feel very sad for Americans shedding tears now forthe Gipper, made more poignant by the contrast between the feel-good

I get emails all the time from people who say theinvasion on Iraq was in response to terr'ism against America. And these arepeople I assume are a little bit more politically savvy than the averageperson since they are reading my articles.



Point is: terr'ism is good for the Bushites. If terr'ism did not exist, mostpeople would want to get rid of this illegitimate president.
The U.S. State Department announced in April that terrorism was on thedecline last year, but the agency acknowledged Thursday that the achievement-- touted by the Bush campaign and administration as a sign that the WhiteHouse policies were, in the words of Deputy Secretary of State RichardArmitage, "prevailing" over the evildoers of the world -- was wrong.


Again, how many people know this information is wrong? I don't watch FoxNews or CNN, but I bet they didn't balance Bush's claim with a realitycheck. I know the corporate media didn't bother to do so on the web.

Democrats, of course, are attacking Bush because they want John Kerry in theWhite House next year. Kerry says he will continue Bush's failed policy inIraq with the notable exception that he would "internationalize" the messand ask Europeans to help out in the murder of Iraqi freedom fighters andinnocent civilians.


Turn Democrats upside down and they look like Republicans. Most of themvoted for Bush's invasion. Al-Qaeda tape says shows new killing
June 13, 2004

A purported al-Qaeda videotape posted on an Islamist website today claims to
show the killing of a US employee in the Saudi capital Riyadh last week.

The murder of the Jewish American Robert Jacob, who worked for the Vinnell
espionage firm, a statement announcing the video on the website says.

The video shows a man who seems to be a Westerner fall to the ground in
front of a garage as two men holding guns run towards him.

The statement is signed the voice of Jihad: al-Qaeda in the Arabian
Peninsula.

US national Robert Jacobs was killed by gunmen on Tuesday in the fifth
assault on Westerners in the world's leading oil exporting country in five
weeks.

He worked for US defence contracting firm Vinnell, a unit of Northrop
Grumman Corp which trains the Saudi National Guard, an elite force
protecting the pro-US monarchy.

Saudi-born Osama bin Laden's al-Qaeda, blamed for the September 2001 attacks
on US cities, has vowed that 2004 would be bloody and miserable for Saudi
Arabia, a key US ally.

 The Gulf state, the birthplace of Islam, has been fighting militants for a
year, arresting and killing many, including eight on a wanted list of 26
militants. Riyadh says the militants are going for soft targets after the
clampdown.

Secret World of US Jails

Jason Burke charts the worldwide hidden network of prisons where more than
3,000 al-Qaeda suspects have been held without trial - and many subjected to
torture - since 9/11.
The United States government, in conjunction with key allies, is running
an invisible network of prisons and detention centres into which thousands
of suspects have disappeared without trace since the war on terror began.

In the past three years, thousands of alleged militants have been
transferred around the world by American, Arab and Far Eastern security
services, often in secret operations that by-pass extradition laws. The
astonishing traffic has seen many, including British citizens, sent from the
West to countries where they can be tortured to extract information.
Anything learnt is passed on to the US and, in some cases, reaches British
intelligence.

The disclosure of the shadowy system will increase pressure on the Bush
administration over its cavalier approach to human rights and will
embarrass Tony Blair, a staunch ally of President George Bush.

The practice of renditions - when suspects are handed directly into
the custody of another state without due process - has sparked particular
anger. At least 70 such transfers have occurred, according to CIA sources.
Many involve men who have been freed by the courts and are thus legally
innocent. Renditions are often used when American interrogators believe that
harsh treatment - banned in their own country - would produce results.

The Observer has obtained details of two incidents in which men have
been detained by the US despite being found innocent by courts in their own
country. In one, a British businessman called Wahab al-Rami, an Iraqi living
in the UK and a Palestinian seeking asylum were arrested by US and local
officers in Gambia in November 2002 as they stepped off a flight from
London.

Their seizure, which followed a tip-off from the UK security services -
came just days after they had been arrested by British police on suspicion
of terrorism and then freed by a British court.

Two were transported from Gambia to Guantanamo Bay - where they remain
today - without any legal process. In the other incident, two Turks, a
Saudi, a Kenyan and a Sudanese man were arrested in Malawi in June 2003 on
suspicion of funding terrorist networks. Though freed by local courts, the
men were handed over to the CIA and held for several months. Campaigners say
these incidents are the tip of an iceberg.

Few escape the ghost network of detention facilities, which range from
massive prison camps such as that at Guantanamo Bay to naval vessels in the
Indian Ocean, so accounts of life inside the new gulag are rare.

One of the most harrowing stories concerns a Syrian-born Canadian, Maher
Arar, who was arrested by US authorities in late 2002 during a stopover in
New York, on suspicion of terrorist activities.

After several days of questioning, the 34-year-old IT specialist was
flown to Jordan, where the CIA passed him on to local security officials. He
was repeatedly assaulted in Jordan before being driven to Syria, where he
was kept in solitary confinement in a 6ft by 3ft cell for several months and
repeatedly beaten with cables. All charges were dropped on his release. Arar
said last week that he was trying to rebuild [his] life.

I never did anything to make me a suspect. I could not believe they
would send me back to Syria, but they did, he said. They sent me back to
be tortured.

The ghost prison network stretches around the globe. The biggest
American-run facilities are at the Bagram airbase, north of Kabul in
Afghanistan,

Errors Are Seen in Early Attacks on Iraqi Leaders

WASHINGTON, June 12 - The United States launched many more failed airstrikes
on a far broader array of senior Iraqi leaders during the early days of the
war last year than has previously been acknowledged, and some caused
significant civilian casualties, according to senior military and
intelligence officials.

Only a few of the 50 airstrikes have been described in public. All were
unsuccessful, and many, including the two well-known raids on Saddam Hussein
and his sons, appear to have been undercut by poor intelligence, current and
former government officials said.

The strikes, carried out against so-called high-value targets during a
one-month period that began on March 19, 2003, used precision-guided
munitions against at least 13 Iraqi leaders, including Gen. Izzat Ibrahim,
Iraq's No. 2 official, the officials said.

General Ibrahim is still at large, along with at least one other top
official who was a target of the failed raids. That official, Maj. Gen. Rafi
Abd al-Latif Tilfah, the former head of the Directorate of General Security,
and General Ibrahim are playing a leadership role in the anti-American
insurgency, according to a briefing document prepared last month by the
Defense Intelligence Agency.

The broad scope of the campaign and its failures, along with the civilian
casualties, have not been acknowledged by the Bush administration.

A report in December by Human Rights Watch, based on a review of four
strikes, concluded that the singling out of Iraqi leadership had resulted
in dozens of civilian casualties that the United States could have prevented
if it had taken additional precautions.

The poor record in the strikes has raised questions about the intelligence
they were based on, including whether that intelligence reflected deception
on the part of Iraqis, the officials said. The March 19, 2003, attempt to
kill Mr. Hussein and his sons at the Dora Farms compound, south of Baghdad,
remains a subject of particular contention.

A Central Intelligence Agency officer reported, based primarily on
information provided by satellite telephone from an Iraqi source, that Mr.
Hussein was in an underground bunker at the site. That prompted President
Bush to accelerate the timetable for the beginning of the war, giving the
go-ahead to strikes by precision-guided bombs and cruise missiles, senior
intelligence officials said.

But in an interview last summer, Lt. Gen. T. Michael Moseley, of the Air
Force, who directed the air campaign during the invasion, acknowledged that
inspections after the war had concluded that no such bunker existed. Various
internal reviews by the military and the C.I.A. have still not resolved the
question of whether Mr. Hussein was at the location at all, according to
senior military and intelligence officials, although the C.I.A. maintains
that he was probably at Dora Farms.

One possibility, a senior intelligence official and a senior military
officer said, is that Mr. Hussein was above ground in one of the houses that
were not destroyed in the raid.

In the raid, the Air Force primarily used deep-penetrating munitions because
of their ability to destroy an underground bunker. The person who was the
primary source of the information about the bunker was killed in the raid,
according to intelligence officials, but had described it using an Arabic
word, manzul, that could have been translated either as place of refuge or
as bunker.

A C.I.A. officer who relayed that report from a base in northern Iraq
translated the word as bunker, said a senior intelligence official, who
confirmed a detailed report that first
