Monday, September 20, 2004 12:01 a.m. Last we checked, U.N. chief Kofi Annan was promising to help the U.S. rebuild Iraq. But pressed by a BBC interviewer last week, the Secretary-General stated flat out that the liberation of Iraq was illegal and a violation of the U.N. Charter. He had already opined that there should have been a second resolution authorizing the invasion, and that I hope we do not see another Iraq-type operation for a long time. These thoughts could certainly stand a little parsing. Mr. Annan seems to be saying that the only way force can be used legitimately in the modern world is with the unanimous permission of the U.N. Security Council. So perhaps we should remind him of some recent history. For example, there was that splendidly legitimate U.N. operation in Bosnia, where its blue-helmeted peacekeepers watched with indifference as Serbian soldiers rounded up for slaughter thousands of Muslim men in the so-called U.N. safe haven of Srebrenica. Or Rwanda in 1994, where Mr. Annan--then head of the U.N. peacekeeping office--shrugged off panicked warning calls from the U.N. commander on the ground, thereby allowing the slaughter of 800,000. And if liberating Iraq was wrong, Mr. Annan must also believe it was wrong for NATO to have intervened in Kosovo, where Russia once again prevented Security Council unanimity. How about the recent French intervention in the Ivory Coast, which the Security Council got around to blessing only after it was a fait accompli? And notwithstanding the latest U.N. promises, what if Gallic and Chinese oil interests block international action in Sudan, allowing the continued attacks on Darfurians? It would appear, on this evidence, that Security Council unanimity isn't exactly the gold standard of legitimacy, much less of morality. And what's this business about a second Iraq resolution? U.N. Resolution 1441 was the 17th resolution demanding that Saddam verifiably disarm, behave with some modicum of respect for the rights of his own citizens, and otherwise comply with conditions of the ceasefire following the end of the 1991 Gulf War. From firing at American planes patrolling the no-fly zones, to widespread sanctions busting, to a banned long-range missile program, the Iraqi dictator was in undeniable breach in March 2003 of the terms under which his regime was spared back in 1991. In other words, there was never any legal need for even Resolution 1441. This is the same Kofi Annan, by the way, who said after saving Saddam from a U.S. armada in 1998 that You can do a lot with diplomacy, but with diplomacy backed up by force you can get a lot more done. But in large part thanks to such diplomatic interventions by Mr. Annan on Saddam's behalf, by 2003 the dictator apparently believed that this force was always going to be an illusion. He thought he'd slip the noose one more time. The Secretary-General's latest posturing is far from harmless. The U.N. has been given the lead role in organizing the elections in Iraq scheduled for January. But Mr. Annan's illegal comments, which have been replayed across the Arab world, have given an added feeling of legitimacy to every jihadist hoping to disrupt the vote. His comments also suggest that Mr. Annan belongs in the same category as France and Russia in never intending the serious consequences threatened by Resolution 1441. The killing machine is running lose and no one capable of stopping it. In the United States, these deaths in Iraq are not spoken of in the election campaign. Ever since the White House launched this war, every day is a day of mourning in America, every day is a tornado, the end of the world in which they believed in their own invincibility, and enjoyed the feeling of being right. Kofi Annan considers it illegal and the weapons of mass destruction would have almost become a reason to laugh, if the laugh had not been paid for in so many lives. What can be going through the head of the United States' president, a candidate for his own reelection, when everything that he has said is revealed to be false, when every one of his choices is a mistake? One could believe that in his conscience he looks for an opportunity to redeem himself, to stop the massacre. -Caveat Lector- Tuesday, September 21, 2004 Dire Prophesy As Prices Soar, Doomsayers Provoke Debate on Oil's Future In a 1970s Echo, Dr. Campbell Warns Supply Is Drying Up, But Industry Isn't Worried Charges of 'Malthusian Bias' By JEFFREY BALL Staff Reporter of THE WALL STREET JOURNAL September 21, 2004; Page A1 BALLYDEHOB, Ireland -- As he sat last month in his book-lined study, Colin Campbell got a phone call that made him shriek with joy. Holy Mother! he yelped after he put down the receiver. The good ol' moment's arrived! The call had brought word that the price of crude oil was shooting up -- a climb that, in the days that followed, would take it to near $50 a barrel. To Dr. Campbell, a 73-year-old retired oil-industry geologist who lives in this coastal Irish village, this was sweet vindication. It meant that the moment he had been predicting for about 15 years -- the beginning of the end of the age of oil -- might finally be at hand. Dr. Campbell is at the center of a small but suddenly influential band of contrarians known as the peak-oil movement. They see cause for alarm in the fact that since the early 1980s the world has been pumping more oil out of the ground than it's been finding. By as early as next year, they say, humanity will have reached a point of reckoning: It will have extracted half the oil it will ever get. Once that peak is reached, Dr. Campbell says, global oil production will start falling, never to rise again. The peak would mark the end of cheap oil. Although people would probably keep using oil for another century or so, prices would steadily rise. To maintain economic growth, the world would have to become radically more energy-efficient, shifting quickly to alternatives such as solar and nuclear power. If the switch wasn't fast enough -- an outcome Dr. Campbell thinks more likely -- the global economy would screech to a halt. The perception of this decline changes the entire world we know, says Dr. Campbell, whose wife affectionately calls him Mr. Doomsday. Up till now we've been living in a world with the assumption of growth driven by oil. Now we have to face the other side of the mountain. People have been incorrectly predicting oil's demise since the industry's early days, and the peak-oil movement has yet to make a serious dent in the energy policies of the U.S. and other developed nations. But the debate is flaring up with new intensity because of some powerful forces changing the geopolitics of oil, among them the rise of an oil-guzzling China and persistent instability in the Middle East and Russia. The oil industry calls Dr. Campbell a crackpot. Since he began writing about a looming peak, the industry notes, he has progressively postponed his predicted date, from 1995 to 2005. This roughness of the numbers, the industry says, points to a more fundamental problem with the peak-oil theory: It underestimates the power of technology to find more oil -- indeed, to broaden the concept of oil itself. That this debate can occur points to a striking fact: Nobody really knows how much oil exists. More to the point, nobody knows how much can be gotten out of the ground. Much of the oil lies in places with volatile politics, including the Middle East, Russia and Africa. Further complicating the calculation: Beyond the pool of conventional oil that the industry can easily extract today lie vast stores of hydrocarbons that, until recently, haven't been thought of as oil. Among them: tar-soaked sands in Canada and oil-laden shale rock in places including the western U.S. So far, over the approximately 150 years since the first oil well was drilled, the world has burned through about 900 billion barrels. Dr. Campbell thinks the world will be able to pump out about that much more. The industry, however, contends Dr. Campbell is being far too pessimistic. Exxon Mobil Corp., for instance, estimates there are something like 14 trillion barrels of fossil fuel still in the ground, including the tar-soaked sands and other nonconventional forms. It figures the industry can extract a good chunk of that. If Dr. Campbell and his colleagues are right, then nations should rush to promote fuel efficiency to minimize economic upheaval. If they're wrong, but the world follows their advice anyway, then huge sums of money could be wasted jumping to alternative energy sources that, while environmentally friendly, would be more expensive than oil. We're running out, but not in any important way. We're running out so slowly it doesn't matter, says Michael Lynch, an oil-industry consultant who has emerged as a leading critic of the peak-oil theorists. At some point, the world will shift from oil to other energy sources, Mr. Lynch agrees. But he says there's plenty of oil to ensure that transition will happen smoothly -- long before the world hits the last drop. -Caveat Lector- I downloaded the season pilot of the smoking gun . This was a spin-off of the x-files. The season opener or rather the pilot show was quite interesting. It dealt with a government cabal crashing a commercial jetliner into the World Trade Center. This was aired on Fox network on 03.04.2001. The premise is that the Government would create this attackso they could blame a rouge nation dictator. There were also references about defense contractors making millions from this. Why has no one bothered to let it be known that this scenario had already happened on a fictional television show. Some of these remarks, most especially one about Bushs physical and mental problems, drew an enormous number of viewers and hundreds of inquiries, most especially from foreign press entities. The reporter advised us by email that there was rampant fury in the White House and security was becoming very tight. As a result of this, he decided to lay low for a few weeks and see how the wind was blowing. Yesterday, he sent us the following material which we are now posting. Some of it is outrageous in the extreme but to date, no one has proven him wrong. September 19, 2004: This afternoon, while schmoozing a minor aide, I saw a copy of a Pentagon memo concerning the forthcoming draft. I could not copy this and it took me about twenty minutes, in brief segments, to read it through. The White House and the Pentagon have worked out a plan to call up all reservists and National Guard units if and when Bush is reelected. The moment that the election results are poured in concrete, orders, now drawn up and waiting, will be issued throughout the United States. I am not speaking of a few units but all US Guard and Reserve units. On the same subject, the pending Universal Draft is also a done deal. Everything is place awaiting the Presidents signature. This is planned for June of 2005 and contains some real shockers. Women will be called up as well as men. There will be absolutely no deferments of any kind permitted. Persons with medical problems such as diabetes, cardio-vascular disease, chronic asthma, physical deformities such as a club foot or hunch back, vision problems, etc. will be called up! If a draftee has a medical problem but can move around, they are subject to the draft but will be assigned to non-military positions such as clerk-typists, maintenance positions and so on. There will be absolutely no deferments for someone with a family to support or who is enrolled in any kind of a school. Students may be permitted to complete their semester and will then be compelled to report at once to their nearest enlistment center. For example, as I read it, an 18 year old girl with two children and no husband to support her will be subject to the draft. There was a discussion about what to do with the children and if the family cannot raise them during the draftees tour of duty, then some kind of Federal Child Care center will have to suffice. The nominal ages covered are from 18 through 26 but a special exception is now in the orders for anyone with what the Army calls technical skills such as proficiency in computers, foreign language skills and so on. These poor jerks are subject to the draft until they are 35! Again, no deferments will be allowed unless the subject is already working for a government agency and is certified by his superiors as vital to whatever war effort the Army deems important. These orders, note, came from the desk of George W. Bush to Rumsfeld but Bush will cite a vaguenational crisis to cover his useless ass. The top brass at the Pentagon are having fits about this. Why? Because for decades they have been downsizing, closing bases and so on. I have been told by Pentagon people that they would have no place to put the anticipated great flood of draftees if and when the draft is activated. One said to me, Where the fuck do these dimbulbs expect us to house them? In local hotels? Comment: Because the subject of a universal draft is Bushs political Achilles Heel, the Administration and various governmental agencies have gone to extraordinary lengths to conceal it from the public. Nevertheless, anyone with a computer and basic skills can locate information on the upcoming draft by looking at dozens of official government sites. Admittedly, these sites are so buried in the official underbrush as to be difficult to locate, nevertheless, they are there. We have included an anti-draft article in this posting. If Americas cannon fodder do not want end up dead or mangled for life, it would be to their advantage to read these sites, organize and in November, vote en bloc against the man who would cheerfully dump them into the Imperial sausage grinder. Because Bush, Cheney and Rumsfeld all went to great pains to avoid any kind of military service during the Vietnamese war, their present macho militancy stinks and shines like a dead mackerel in the moonlight. The story is: How did the US Congress, the opposition party, the news media, and the US public let the Bush administration start a war based on phony documents? If someone deceived CBS and passed off forged documents as real, at least CBS consulted experts about the documents before going on the air. Speaking of questionable documents, the Bush administration has swallowed a large number. What about the obviously forged "yellowcake" documents that were the basis for the "mistaken" claim that Saddam Hussein had a nuclear weapons program? The Bush administration did not check out the "stovepiped" phony "intelligence" fed them by Iraqi exiles with an agenda and by neoconservatives determined to turn the "war on terror" into a war against Iraq, Iran, and Syria. The Bush administration ignored all warnings from real experts and CIA and State Department analysts. Bush invaded a country that not only posed no threat to the United States, but also had no weapons of mass destruction and no connections to Osama bin Laden. The Bush administrations forged war has cost more than 1,000 American families their sons, husbands, fathers, brothers and a few their sisters, daughters and mothers. Another 7,0008,000 American soldiers have been wounded, more than half too grievously to be returned to combat. Many have lost arms, legs, eyes. What have we achieved with these enormous casualties? We have committed war crimes by bombing residential neighborhoods and killing thousands of women and children. We have made ourselves infamous as prison torturers. We have created an insurgency that we cannot put down. We have given bin Laden an enormous boost in credibility and terrorist recruitment. We have lost the worlds sympathy. We have aroused massive anger from Muslims the world over and started a process of Muslim reunification. We have wasted $200 billion that had high opportunity costs in terms of real needs that went unmet. We made these egregious mistakes because the Bush administration and the President of the United States used questionable documents that Dan Rather and CBS would have rejected. You have to ask yourself, why is the front page story CBS? If CBS had forged the documents in order to intentionally mislead the public the way Bushs government used phony documents to start a war, yes there would be a story. If someone fooled CBS with forged documents, the only story is: what was that persons agenda? Why did he do it? Did the forger intend it as an offset dirty trick to the "swift boats" dirty trick against Kerry, or was it a blow aimed at CBS? The CBS report is about something we already know the missing gap in Bushs National Guard service. If the CBS report fails to illume that gap, then the story remains to be told. News organizations should get off CBS and on the story. Whether documents are forged or authentic, the CBS investigation of Bushs National Guard service is far less important than Bushs war based on intentional deception.
