What conflict is it exactly that "poverty" 
accelerates?  And, what is "poverty", the endemic kind incubated by 
US slums, third world dictatorship graft, the sudden poverty of the 
husband leaving, unemployment, shifting centers of world manufacturing, on and 
on?
 
How can poverty fuel rejection of social 
programs aimed to help the poor?  c'MON!
