 LOS ANGELES, April 11 (UPI) - While the threat of an all-consuming nuclear
exchange between superpowers has diminished in recent years, a new book
reminds the world that the grisly development of biological warfare remains
a bustling cottage industry among rogue states.

 Journalists Tom Mangold and Jeff Goldberg report in "Plague Wars" that the
harnessing of lethal bacteria and viruses has been the goal of various major
powers since World War II, and research into making the organisms deadlier,
and delivering them more efficiently to a helpless foe, continues.

 The prospect of an unhinged dictator or a terrorist cell loosing anthrax
or some other vile plague on a major city or against the woefully unprepared
U.S. military conjures up nightmarish visions of mass burials in Central
Park or the loss of entire divisions of troops.

 "I am taking the biological terrorist threat very, very seriously," Jerry
Hauer, the head of New York City's Office of Emergency Services, told the
authors. "I have a background in public health, and I know what the
implications are."

 The implications are serious trouble due not only to a lack of equipment,
medicines and trained emergency personnel, but also to the nature of
biological weapons -- invisible to the eye and capable of swiftly drifting
along on the breeze through streets, air conditioning ducts and subway
tunnels.

 It is this apparent portability that seems to make biological warfare an
attractive possibility for a terrorist bent on causing mass casualties and
panic in an urban area, or a rogue nation looking for a weapon that will
serve as a great equalizer in a confrontation with the United States.

 According to the book, the Japanese doomsday cult Aum Shinrikyo repeatedly
tried to launch biological attacks against Tokyo and against U.S. Navy
installations in Japan in the mid-1990s, but the attempts failed - undone
for a variety of reasons, including faulty equipment or viruses that just
didn't work -- and the cult turned to sarin nerve gas, which killed a dozen
people and injured about 5,000 others in the Tokyo subway in March 1995.

The prospect of facing biological and/or chemical weapons in the days
leading up to the Gulf War was enough to prompt President Bush to deliver a
thinly-veiled threat to Saddam Hussein that the coming battle could go
nuclear quickly if the Iraqis unleashed their arsenal of such weapons
against Coalition forces.

 The nuclear option appears to be what has been keeping the biologicals at
bay, and more likely to be used in a regional conflict such as the Iran-Iraq
war, or the kind of covert "dirty" war as the one that occurred in the bush
during the guerrilla campaigns against Rhodesia and South Africa.

 While the prospects of a strategic biological attack are bone chilling,
the most likely scenario is a small-scale operation during a little-known
war in a remote corner of the world.

 Biological weapons have been under development since World War II when
Japan, the Soviet Union, Britain and the United States all took the plunge
into biological warfare research. The Soviet program appeared to have been
the most ambitious, and Plague Wars reports on a couple of mysterious
outbreaks of disease that swept through the invading German army that may or
may not have been caused by germs grown in Soviet labs.

 The Soviet program frightened the west enough that the United States kept
its program alive after the war ended, even drafting former members of
Japan's ghoulish Unit 731, that had conducted bizarre and inhumane medical
experiments on hapless prisoners in China, to provide U.S. scientists with
their discoveries.

 The western programs never really matched the Soviets' in terms of output
and ambition, and the collapse of the Communist government failed to
terminate research that continued into the Yeltsin years. So cloaked in
secrecy was the Russian biowar industry that even Yeltsin had to fumble
around for the truth when coming clean about offensive biological weapons to
the U.S. and the British.

 The Russians eventually agreed to a series of reciprocal inspections of
both their facilities and those of the U.S., and Plague Wars mercifully
breezes through the frequently tedious negotiations of such arms agreements.

 The secretive nature of biological warfare continues to the present day as
United Nations arms inspectors try to ferret out the truth about Iraq's
program. Plague Wars offers a fresh look at the often-tangled process by
focusing on the adventures of the inspectors themselves in Iraq, the kinds
of war stories one would hear over a drink in a pub rather than read about
in the Sunday papers.

Richard Butler, the head of the UNSCOM (United Nations Special Commission
on Iraq), told the authors that he saw his mission in Iraq as a vital step
toward a solid, verifiable biological arms treaty.

WASHINGTON: A voracious fungus that dines on coca plants soon may
become a weapon in the international war on cocaine as the United Nations
and Colombia -- with U.S. backing -- near an agreement to test the fungus in
Colombia, officials said.

'Initially it would be a small test on the ground in Colombia, something on a
far, far smaller scale than what would be needed for eradication,' said
Richard Baum, a foreign policy analyst for U.S. drug chief Gen. Barry
McCaffrey.

The fungus, called a 'mycoherbicide,' has a strict diet, eating only the coca
plants whose leaves are the raw material used to produce cocaine, said an
expert at the U.S. Department of Agriculture. It has been extensively tested
in the United States.

Testing in Colombia to make sure the fungus would not be harmful to
humans or animals and would not migrate to other crops could take up to a
year or two, Baum said. But if the tests were successful, he said, 'We are
optimistic that it could be an effective tool in our efforts to control cocaine
production.'

But before the test can begin, an agreement would have to be signed between
Colombia and the United Nations Drug Control Policy Office.

After months of discussions and research by both sides on technical and
scientific concerns, the United Nations and Colombia could sign the
agreement this month, said officials familiar with the negotiations."

has rid the United States of cannabis is contrary to all we know about

These maniacs really scare me. They are going to do as much harm to
Colombia as we did to Vietnam. Maybe even as much harm to Florida and
California. This is Dow driving policy. "Mycoherbicide" is a brand name. As
usual the pharmacologically illiterate whore press can't even be bothered to
tell us the botanical name of this peculiarly selective fungus - cause then we
could look it up. Ecosystems are interwoven by the evolutionary genetics of
mutation. No fungus can be contained.

Intoduction.

In the midst of continuous denial by important members of the Japanese
government individually or collectively that Japan was an aggressor in World
War II, the planned exhibition of the Smithsonian Institute to commemorate
the end of WWII in Asia has turned into an unusually fervid debate, with
which an interest in discussing and writing on Japan's wartime atrocities
has been aroused. Most prominent among numerous writings on the subject is
"Japan Confronting Gruesome War Atrocity" penned by Nicholas D. Kristof and
published inNew York Times on March 17, 1995. The article has given us a
detailed account of the most shocking, heinous, cruel crime the civilized
world has ever known: Japanese Unit 731 used human beings for vivisection in
order to develop biological weapons. Equally unbelievable is that the United
States has covered up the crime in exchange for the data on human
experiments, an act utterly ignoring international laws and human justice.
What a great irony to the lofty ideal of democracy and the so-called
"American civilization" of the 20th century!

The shock created by Kristof's article has been felt primarily in the U.S.
and a few Western countries. However, as early as 1949, the Soviet Union
held a week long trial at Khabarovsk of the Japanese war criminals for
biological warfare. Among those tried, 12 people were associated with 731,
including General Yamada Otozo, Commander-in-Chief of the Kuantung Army, Lt.
Gen. Ryuiji Kajitsuka, Chief of the Medical Administration, and Lt. Gen.
Takaatsu Takahashi, Chief of the Veterinary Division, both in the Kuantung
Army; Maj. Gen. Kiyoshi Kawashima, longtime head of Unit 731's production
department; Maj. Gen. Shunji Sato, head of Unit 731's Canton branch; and Lt.
Col. Toshihide Nishi, Major Tomio Karasawa, Maj. Maso Onoue, Lt. Zensaku
Hirazakura, Senior Sergeant Kazuo Mitomo, Corporal Norimitsu Kikuchi, and
Private Yuji Kurushima, all of Unit 731. The entire proceedings of the trial
were published under the title "The Trial of Former Servicemen of the
Japanese Army Charged with Manufacturing and Employing Bacteriological
Weapons" by Foreign Language Publishing House, Moscow, 1950.

Since 1940, in Chinese theater, Ishii Shiro had led his Unit 731 to engage
in biological warfare by attacking Ningpo, Chinhua, Chuchou of Chechiang
province (during the Japanese-Soviet war at Nomonhan, Mongolia in the summer
of 1939, Unit 731 was dispatched to the front to make bacterial assault). To
retaliate the U.S. air raid of Tokyo led by Col. Doolittle in April 1942,
from which over 60 U.S. airmen were rescued in Chechiang area, Japan
launched a largescale mopping-up campaign, in which several hundred men from
Unit 731 and its subsidiary Unit 1644 of Nanking took part. Early in
November 1941, Unit 731 dispatched an airplane to spread bubonic plague at
Changte, Hunan, which was verified by Dr. E. J. Bannon of American
Presbyterian Church hospital at Changte. The event was well known to
American and British intelligence agencies at Chungking and besides the
Chinese government had fully informed the American and British government of
it through its ambassadors Wellington Koo at London and Hu Shih at
Washington. Chinese authorities had long learned that Japan used biological
warfare against China and had repeatedly appealed to international
communities for help. Before making their escape at the time of Japanese
surrender, Japanese in Unit 731 set free scores of thousands of infected
rats that caused widespread plague in 22 counties of Heilungchiang and Kirin
provinces that took more than 20,000 Chinese lives. As the plague was well
publicized in newspapers and periodicals, many Chinese became aware of
Japan's employing biological warfare in China during the war. While the
Korean was raging, North Korea and China accused the United States of using
biological warfare that rekindled the public interest in probing Unit 73 1.
Among thousands of Japanese prisoners of war (POW) repatriated from Siberia,
some belonged to Unit 73 1. Together with those Japanese POWs then detained
in China, they were tried in a special court at Shenyang (Mukden) in June
1956. Strikingly one of them was Ken Yuasa, the doctor mentioned in
Kristof's article in the New York Times. Some others under trial included
important members of Unit 73 1: Major Hideo Sakakihara who was in charge of

SUMMARY OF PERSIAN GULF WAR ILLNESS PILOT STUDY ON

MYCOPLASMAL INFECTIONS IN VETERANS AND FAMILY MEMBERS

Approximately 50,000-100,000 U.S. and ~3,500 British soldiers returned from
Operation Desert Storm with unusual illnesses characterized by a variety of
chronic signs and symptoms. Our step-daughter was one of these soldiers.
Since we had some experience with a disease that caused similar complex
signs and symptoms, we proposed that the Desert Storm or Persian Gulf War
Illness (GWI) might be caused by a severe mycoplasmal infection and that it
should be treatable with appropriate antibiotics. We conducted a pilot study
of Desert Storm veterans and their families for the presence of unusual
mycoplasmal infections. This study showed that 55/73 GWI patients, including
symptomatic family members, responded to an antibiotic (doxycycline) that is
effective against a variety of mycoplasmas, and these soldiers and their
family members who were sick with the same symptoms eventually recovered
from their illness (Nicolson, G.L. and Nicolson, N.L. Doxycycline treatment
and Desert Storm J. Amer. Med. Assoc. 273: 618-619, 1995). Since this study
we have continued to gather evidence that mycoplasmal infections, and
probably other chronic infectious agents, are causing the chronic signs and
symptomsof GWI that are similar to Chronic Fatigue Syndrome (Nicolson, G.L.
and Nicolson, N.L. Chronic fatigue illness and Operation Desert Storm. J.
Occup. Environ. Med. 38: 14-16, 1996).


Mycoplasmas are microorganisms whose genetic complexity and classification
are similar to bacteria. These microorganisms are usually indolent in normal
healthy individuals and are not often associated with severe diseases. In
fact, most adults may have had mycoplasmal pneumonia or a urogenital tract
infection caused by mycoplasmas. The mycoplasmas we have found in a sizable
fraction of the Gulf War Illness patients are unlikely to be naturally
occurring and could be Biological Weapons. We have based this notion on the
observation that the mycoplasmas that we have found in clinical blood
samples from Desert Storm veterans contain unusual DNA sequences that they
probably did not obtain in the wild. For example, we have detected
mycoplasma DNA sequences from Mycoplasma fermentans (incognitus strain) and
a few soldiers with modified Mycoplasma genitalium in veterans and their
family members with GWI as well as the HIV-1 envelope or env gene. The
former type of mycoplasma was studied by Dr. Shyh Lo, formerly of Tanox
Biosystems, a spin-off biotechnology company from the Baylor College of
Medicine, but now affiliated with the Armed Forces Institute of Pathology in
Washington, DC. Two points need to be clarified regarding our identification
of HIV-1 genes and mycoplasma sequences in the soldiers and symptomatic
family members that have GWI:


1. We detected HIV-1 genes in the same nucleoprotein fractions as the
mycoplasma genes but we did not detect the complete HIV-1 virus genome. Thus
these patients do not have the complete HIV-1 virus that is associated with
AIDS. This virus must contain the entire HIV-1 genome to replicate.


2. We observed a very small subset of soldiers who had another gene
sequence, the HIV-1 polymerase gene. Thus GWI patients contain individual
genes of the HIV-1 virus genome but not the complete virus.


What this might mean:


1. Mycoplasmas possessing the HIV-1 env gene could allegedly have been
engineered to make them more invasive and pathogenic and more difficult to
find. The HIV-1 env gene encodes a surface glycoprotein, gp120, that is
involved in virus attachment and entry into cells through receptors on the
cell surface. This could result in opportunistic cell attachment and
penetration of many types of cells and most tissues.


2. It is unlikely that our experiments are incorrectly detecting these
unusual genes in biological samples. We used highly specific oligonucleotide
probes for our studies. The probes are themselves unique complimentary DNA
sequences and are analogous to probes used in studies called DNA
hybridization analyses. Such techniques are well accepted in the forensic
field. If the DNA sequence from a particular infectious agent is present, we
can specifically identify its presence. Since the DNA probe is radiolabeled,
it will interlock with a specific DNA sequence from the infectious agent to
produce a radioactive signal (if the infectious DNA sequence is present). In
our case the agent DNA is detected in cell nuclear fractions, and we detect
the radioactive signal by X-ray autoradiography using Nucleoprotein Gene
Tracking (Nicolson, N.L. and Nicolson, G.L. The isolation, purification and

Between 3:30 and 4:30 am on June 4th, 1999, Fort Wayne Indiana was
subjected to a biological warfare attack. The attack was conducted
by airplanes which sprayed biological warfare agents over the  entire city.
The first spraying was laid down in a north-south line just east of
the center of the city. Additional spray trails were laid down in 4
parallel east-to-west lines ranging from north of to south of the city.

This attack is only the latest of many being conducted on Fort Wayne
(see my earlier letter to the Journal Gazette reporting a daytime
spraying) and other cities all over the U.S. and also in England and
Australia most likely under the auspices of the United Nations with
major logistical support by the U.S. Armed Forces.

These attacks in other cities have been very highly
correllated with hospital emergency rooms being overrun by people
with 'flu-like' symptoms, a number of which subsequently died.
Analysis of apparent spray residue has documented the presence of
biological warfare agents never before seen outside of U.S. military
biological warfare laboratories.
