The author shows that CIA trailerpark breadwinners deliberately maintain a false rapport with their torture victims to take advantage of the common, naive human wish to believe that understairs existentialists are not lower than whalesh**t. Thus a banal serial killer Air America CIA psychopath dad is the dragon of that book. As such the dragon is portrayed a little too omnipotent, omnipresent, omniscient, invulnerable, lone crazed rogue and thus plausibly deniable for my tastes, but the calculating policy-based mercenary imitation of the last vestige of humanity to trick a confession of information to avoid death is right on. However, WMR has learned that Raytheon is offering the ADS technology to police departments and as a component of home security alarm systems. Bush's new anti-crowd ray gun -- In a case of Alcoa versus Raytheon, it can be defeated and used against the users with aluminum foil. January 25, 2007 -- Pentagon PSYOPs directed against Saturday DC anti-war marchers. First, the corporate media attempted to ignore the January 27 anti-war march on Washington. As the Internet and progressive talk radio spread the word about the march and groups around the nation began to mobilize their members to participate in it, the Bush administration -- now armed with all sorts of Defense Advanced Research Projects Agency (DARPA) "non-lethal" toys -- decided to stage a test of an anti-crowd microwave weapon, code named "Sheriff," in a demonstration for the media at Moody Air Force Base in Georgia. On January 24, the military demonstrated its Active Denial System (ADS) millimeter wave directed energy beam in a test designed for the media, and hence, the public. Using enlisted airman, acting as "rioters," as "guinea pigs," a beam was directed at them from a parabolic antenna located 500 yards away atop a Humvee. The wave heated the skin of the "rioters" to 130 degrees, creating the feeling in the targets that they were being burned alive, scattering them in the process. The public testing of such a weapon by the military just prior to what may be the largest anti-war march in Washington since the Vietnam War is a clear message by the Pentagon to marchers that the millimeter wave technology exists and is deployable. Psychologically, most people find the idea of being burned alive frightening and this Pentagon "show and tell" was an obvious ploy to scare away marchers, especially those planning to bring their families. Pentagon's PSYOPs warning to anti-war marchers: we can and may microwave you with our Sheriff weapon. Qumi also acknowledged, for the first time, that two Iranians seized and later released by U.S. forces last month were security officials, as the Americans had claimed. Executive Summary
Americans have long maintained that a man’s home is his castle and
that he has the right to defend it from unlawful intruders.
Unfortunately, that right may be disappearing. Over the last 25
years, America has seen a disturbing militarization of its civilian
law enforcement, along with a dramatic and unsettling rise in the
use of paramilitary police units for routine police work. The most
common use of SWAT teams today is to serve narcotics warrants,
usually with forced, unannounced entry into the home.
These increasingly frequent raids, 40,000 per year by one estimate,
are needlessly subjecting nonviolent drug offenders, bystanders,
and wrongly targeted civilians to the terror of having their homes
invaded while they’re sleeping, usually by teams of heavily armed
paramilitary units dressed not as police officers but as soldiers.
These raids bring unnecessary violence and provocation to
nonviolent drug offenders, many of whom were guilty of only
misdemeanors. The raids terrorize innocents when police mistakenly
target the wrong residence. And they have resulted in dozens of
needless deaths and injuries, not only of drug offenders, but also
of police officers, children, bystanders, and innocent suspects.
This paper presents a history and overview of the issue of
paramilitary drug raids, provides an extensive catalogue of abuses
and mistaken raids, and offers recommendations for reform.

The Empire Turns Its Guns on Its Citizenry

In recent years American police forces have called out SWAT teams
40,000 or more times annually. Last year did you read in your
newspaper or hear on TV news of 110 hostage or terrorist events
each day? No. What then were the SWAT teams doing? They were
serving routine warrants to people who posed no danger to the
police or to the public.
Occasionally Washington think tanks produce reports that are not
special pleading for donors. One such report is Radley Balko's
"Overkill: The Rise of Paramilitary Police Raids in America" (Cato
Institute, 2006).
This 100-page report is extremely important and should have been
published as a book. SWAT teams ("special weapons and tactics")
were once rare and used only for very dangerous situations, often
involving hostages held by armed criminals. Today SWAT teams are
deployed for routine police duties. In the U.S. today, 75-80
percent of SWAT deployments are for warrant service.
In a high percentage of the cases, the SWAT teams forcefully enter
the wrong address, resulting in death, injury, and trauma to
perfectly innocent people. Occasionally, over-adrenalized police
officers kill each other in the confusion caused by their own stun
grenades.
Mr. Balko reports that the use of paramilitary police units began
in Los Angeles in the 1960s. The militarization of local police
forces got a big boost from Attorney General Ed Meese's "war on
drugs" during the Reagan administration. A National Security
Decision Directive was issued that declared drugs to be a threat to
U.S. national security. In 1988 Congress ordered the National
Guard into the domestic drug war.
In 1994 the Department of Defense issued a memorandum authorizing
the transfer of military equipment and technology to state and
local police, and Congress created a program "to facilitate handing
military gear over to civilian police agencies."
Today 17,000 local police forces are equipped with such military
equipment as Blackhawk helicopters, machine guns, grenade
launchers, battering rams, explosives, chemical sprays, body armor,
night vision, rappelling gear, and armored vehicles. Some have
tanks. In 1999, the New York Times reported that a retired police
chief in New Haven, Conn., told the newspaper, "I was offered
tanks, bazookas, anything I wanted." Balko reports that in 1997,
for example, police departments received 1.2 million pieces of
military equipment.
With local police forces now armed beyond the standard of U.S.
heavy infantry, police forces have been retrained "to vaporize, not
Mirandize," to use a phrase from Reagan administration Defense

(Photo by Tiffany Revelle NORTH SHORE -- Another duck die-off hit the waters of Clear Lake this weekend, claiming 1,145 waterfowl as of 4 p.m. Experts are tentatively saying avian cholera is the culprit this time, pending lab confirmation. Avian cholera affects birds so quickly that they have been known to sometimes literally drop out of the sky or die while swimming, according to the National Wildlife Health Center. Approximately 40 percent of the affected birds die; those who don't become carriers. According to Record-Bee outdoor columnist Terry Knight, although all waterfowl are susceptible, the ruddy duck is Clear Lake's most common carrier. Approximately 3,000 ruddy ducks winter on Clear Lake, he added, which can easily turn into more than 10,000 in a matter of days. Almost 230 dead ducks were picked up this weekend by the Department of Fish & Game, with some help from local residents. The birds, all ruddy ducks, washed up on the shoreline stretching along Highway 20 between Nice and Lucerne. Crews on two air boats and a lead biologist from the North Central Region of the Department of Fish & Game arrived Monday afternoon to find about 350 more between Nice and Lucerne and 600 in Paradise Cove. Officials said most of them were ruddy ducks; a few mallards and gulls were also found dead. Lake County Fish & Game Warden Lynette Shimek said she and the crews expect to work "however long it takes to get the birds cleaned up," possibly stretching into days. Shimek added Monday night that anyone who finds dead waterfowl along the shoreline should not touch them or attempt to pick them up, but call DFG. Shimek can be reached at 275-8862. "The birds have not been tested yet," said Shimek Monday morning. "So while this looks like cholera, we can't guarantee that that's what it is until they are tested." (Photo by Tiffany Revelle) So far five samples are ready to go to DFG's Wildlife Investigations Lab in Rancho Cordova, according to Associate Wildlife Biologist Paul Hofmann of the North Central Region of the Department of Fish & Game. There, they will undergo necropsy (the equivalent of a human autopsy for animals) and tested for a variety of diseases. According to a Jan. 11 DFG press release about an avian cholera outbreak in Butte Sink less than 100 miles east of Lake County avian cholera die-offs usually happen during the winter months in California, especially during cold spells and fog. Hofmann said outbreaks are usually ending about this time of year, and termed this outbreak "unusual." If avian cholera is to blame for the die-off, he said, it may have been aggravated by the recent cold snap. "Stress and crowding is bad for people and birds," said Hofmann. "It's the same as with humans ... your resistance is low under stress." As with any bird disease, said Hofmann, avian cholera is spread when birds concentrate in one area. He added that they tend to fly less and congregate more under stressful conditions. The virus spreads through mucus when the birds are in close proximity to each other by sneezing, shaking their heads, grooming and pecking each other, and even through a spray emitted through their nostrils when they take off for flight, said Knight. "You don't stop this," said Knight. "It runs its course, and then the birds leave," he said. Hofmann noted that recent sunny skies and wavy conditions on the lake from high winds tend to break up mucus on the water surface, making for bad conditions for the spread of avian cholera. He further noted that the ruddy ducks will be heading north again in a couple of weeks. Lake County saw close to 8,000 waterfowl die during an outbreak of avian cholera in January of 2004. The American War Leaders have further launched attacks against their own civilian judiciary from the Pentagon, and as we can read as reported by the Jurist Legal Research and News Service in their report titled "US law deans 'appalled' by Stimson criticism of law firms for representing detainees", and which says: "More than 130 deans of US law schools signed a statement released Monday expressing their dismay at comments made last week by DOD Deputy Assistant Secretary for Detainee Affairs Charles "Cully" Stimson in a radio interview critizing top US law firms for providing pro bono representation to Guantanamo detainees. "We," the deans wrote, are appalled by the January 11, 2007 statement of Deputy Assistant Secretary of Defense Charles "Cully" Stimson, criticizing law firms for their pro bono representation of suspected terrorist detainees and encouraging corporate executives to force these law firms to choose between their pro bono and paying clients." Furthering the complete destruction of the rights of the American people to 'due process' and 'fair trials', the American War Leaders have passed a new law subjecting their citizens to Military, instead of Civilian trials. According to reports from the United States, this little known law was 'slipped into' a large spending bill unbeknownst to US Congressional Leaders, and though 'seemingly' applying to American contractors in fact subjects all American citizens to Military Arrest and Trials. Writing for Global Research, General Leonid Ivashov, vice president of the Academy on Geopolitical Affairs and former Joint Chief of Staff of the Russian Armies, forecasts an American nuclear attack on Iran by the end of April. General Ivashov presented the neoconservative reasoning that is the basis for the attack and concluded that the world's protests cannot stop the US attack on Iran. There will be shock and indignation, General Ivashov concludes, but the US will get away with it. He writes: "Within weeks from now, we will see the informational warfare machine start working. The public opinion is already under pressure. There will be a growing anti-Iranian militaristic hysteria, new information leaks, disinformation, etc The probability of a US aggression against Iran is extremely high. It does remain unclear, though, whether the US Congress is going to authorize the war. It may take a provocation to eliminate this obstacle (an attack on Israel or the US targets including military bases). The scale of the provocation may be comparable to the 9/11 attack in NY. Then the Congress will certainly say 'Yes' to the US president." The Bush Regime has made it clear that it is convinced that Bush already has the authority to attack Iran. The Regime argues that the authority is part of Bush's commander-in-chief powers. Congress has authorized the war in Iraq, and Bush's recent public statements have shifted the responsibility for the Iraqi insurgency from al- Qaeda to Iran. Iran, Bush has declared, is killing US troops in Iraq. Thus, Iran is covered under the authorization for the war in Iraq. Both Bush and Cheney have made it clear in public statements that they will ignore any congressional opposition to their war plans. For example, CBS News reported (Jan. 25) that Cheney said that a congressional resolution against escalating the war in Iraq "won't stop us." According to the Associated Press, Bush dismissed congressional disapproval with his statement, "I'm the decision- maker." Everything is in place for an attack on Iran. Two aircraft carrier attack forces are deployed to the Persian Gulf, US attack aircraft have been moved to Turkey and other countries on Iran's borders, Patriot anti-missile defense systems are being moved to the Middle East to protect oil facilities and US bases from retaliation from Iranian missiles, and growing reams of disinformation alleging Iran's responsibility for the insurgency in Iraq are being fed to the gullible US media. At a high-level financial conference this past weekend, China's Premier Wen Jiabao said, "China would actively explore and expand the channels and methods for using [its] foreign exchange reserves." Considering that the bulk of China's reserves are in U.S. dollars, it should send tremors about the future of the greenback. The dollar has been reeling in recent years. A shift by China out of dollars -- as Wen is hinting -- could be catastrophic. China's reserves recently surpassed Japan's -- now exceeding $1 trillion. Some 70% of these reserves -- more than $700 million -- are in dollars. Interestingly, The Wall Street Journal carried this critical story on page A7 of Monday's editions with this pleasant spin headline: "China Shift on Reserves Isn't Likely to Hit Dollar." Perhaps I am missing something. China keeps most of its reserves in dollars -- and its leader just announced they plan on diversifying their portfolio. This means it won't affect the dollar? It is of note that the Financial Times placed its report on the China development smack in the center of Monday page one. Why would U.S. media wish to play down such an important item? While we believe that in the short-term the dollar may not be hurt -- the item should send tremors down the backs of U.S. dollar investors planning to hold the greenback over the long-term. The Journal reported that Wen's statement was the "highest-level confirmation yet that China is thinking actively how it can use its reserves, which have increased more than 6 times since 2000 and made China one of the worlds largest holders of U.S. Treasury bonds." Later the article observed that, ". . . currency traders are hypersensitive to any signs Beijing is losing its appetite for the U.S. currency." The FT went on to observe, "This policy switch opens the way for China, which has been largely passive in managing its money to establish an agency akin to Singapore's government." As I wrote in my Financial Intelligence email in December and in our sister publication, Financial Intelligence Report, as the U.S. dollar depreciates, China is actively reviewing its holdings of gold. When China resumes, or even announces its intention to resume, its purchases of gold, expect the price of gold to respond, as we have constantly warned, possibly in a major manner. Of course, we believe it is not in China's short-term interests to disrupt the currency markets or the U.S. dollar, of which it holds some $700 billion. But, in the longer-term, we believe China will use all its strengths, including economic and military to further its path towards super power status. In this respect, we note last week's news (given a low profile in our mainstream media) that China had shot down one of its own defunct satellites, 500 miles out into space, at the same height as U.S. military satellites. What sort of message does that send to any observant investor or military strategist throughout the world? To us it means that China is already on the march to super power status and is our main challenge, even in times of peace. We urge our readers and investors to pay great heed to the recent announcements and especially actions of the Chinese, even if buried deeply in our news media.
