cmd.exe is just an example. I use rlwrap for other Windows command line
tools like Oracle's sqlplus and others. But even in stuff like cmd.exe,
only basic history and editing is available natively, rlwrap provides
additional benefits like history search, persistence of history between
sessions, more sophisticated editing commands, etc. I have a lot of aliases
wrapping all windows tools with rlwrap.

Oh, sorry. Here are some cases:

1. Run 'rlwrap cmd'.
Expected result: a prompt with a current directory name and a cursor for
inputting commands should be displayed.
Actual result: an empty screen with the cmd logo in the two topmost lines
and an input cursor somewhere in the middle of an empty third line, the
prompt is not displayed.

2. Type 'dir' and press 
Expected result: a list of files in the current directory.
Actual result: an empty screen with the word 'dir' moved from whenever it
was typed to the top left corner of the third line (just below the 'cmd'
logo).

3. Press  key.
Expected result: a prompt with a current directory name and a previously
entered command ('dir') should be displayed.
Actual result: an empty screen with the word 'dirdir' in the top left
corner of the third line (just below the 'cmd' logo).

4. Type "exit" and press 
Expected result: cmd should exit and bash prompt should be displayed again.

Just try e.g. "rlwrap cmd" from bash and attempt to work in it ->
completely broken.
Is this related to the recent pty changes?
It worked fine earlier.

 I suspect your question is more about win-bash's nc, which seems to be
 a simple way to sent a command to a port on a machine which even
 telnet can do though I'm not sure in a scriptable fashion. Perl and Expect,
 etc. can accomplish this quite easily though (and Cygwin has both of them).

nc itself (netcat) is available in Cygwin, too.

Try rebaseall from ash.

In my experience running exim on cygwin always requires rebaseall, not

 Did you try to build it for 1.7 already?  IRSSI uses IPv6 if available
 and since IPv6 is available now, it would be one of those packages which
 definitely win built for Cygwin 1.7.

Non-X rxvt can't display UTF-8. You should install 'rxvt-unicode'
package, then read /usr/share/doc/Cygwin/rxvt-unicode-X-7.7.README
which contains a lot of useful information on how to configure and use
it. (Except that it says that vi can't display UTF-8 which is not true
because you can :set enc=utf-8).

Your perl command works well and displays Cyrillic letters in my
rxvt-unicode window.

I've actually looked in setup.exe source and I found this piece of code:

So by default setup attempts to install all packages in categories
Base and Misc. Why category Misc is treated as required? Maybe it
should be removed from this 'if'. But that requires changing
setup.exe, so the simplest fix would be just to change the category
for colordiff from Misc to Utils (like it was in the ITP).

[ANNOUNCEMENT] New package: irssi-0.8.12-1

Version 0.8.12-1 of irssi has been uploaded.

Irssi is a powerful terminal based IRC client.

Some of the features include:

- Perl scripting - The entire behavior and appearence of Irssi can be modified
within these Perl scripts. Irssi provides a script archive with many contributed
Irssi scripts which provide both useful extra features and the required
assistance to make your own scripts.

- Autologging - Irssi will automatically log any channels, queries or special
windows that you want. The logfiles will be separated per IRC network,
and even log rotation is supported. Log file formats, themes and destination
directories can be easily configured with the Irssi log settings.

- Formats and themes - Theming is a popular item in todays desktop
enviroments, it's an easy yet powerful way to customize your Irssi client's
look and feel.

  Something wrong with time in first two lines. This happens every time
  irssi starts, within all windows, not only status.

Are you running it in a cmd window, rxvt/urxvt or some other terminal?
What does your 'echo $TERM' say?
Does it only happen with the first two lines?
What about the blue bar with text irssi v0.8.12 which is normally
displayed at the top of the screen, above the first line?

Also, make sure your ncurses/libncurses8 packages are up to date.

New package connect-proxy-1.100-1 has been uploaded.

connect-proxy is a simple relaying command to make network connection
via SOCKS or https proxy. It is mainly intended to be used as proxy command
of OpenSSH. You can make SSH session beyond the firewall using
connect-proxy in ProxyCommand parameter of ssh_config, for example:

Host *
ProxyCommand connect -S cache %h %p

(in this example cache is a SOCKS5 proxy server)

  Why libintl3?  The current version of gettext provides libintl8.

The current cygwin version of glib2 requires libintl3, and so this build
of irssi won't run if cygintl-3.dll is not present.

Cygintl-8.dll is not required to run this build.

Is it better not to mention libintl3 in setup.hint, since it is
required indirectly via glib2?
