Then something is seriously wrong (assuming you didn't just include the
quote mark when you tried it in your browser).

No.  setup.exe really can't use any cygwin programs or it wouldn't
be able to bootstrap a cygwin installation.

But, then, does "cygcheck /bin/wget.exe" show any missing DLLs?  That
could be the cause of non-response from wget.

  Absolutely not, no way.  You have a very serious network problem.  Probably
a bad proxy server.  Either that or you are hacked/virused and something is
redirecting your DNS.  You should see this in wget:

First, using my browser to get to http://cygwin.com/mirrors.lst, I get
a "not found on this server" error.  I think this file might be
elsewhere.

Second, you may be right about network issues.  I've had a lot of
problems in the past keeping wget working due to constantly changing
proxies, security, etc.  Anyway, right now, wget appears totally
nonfunctional.  Here are a couple of lines copied off my Cygwin

  If it's "setup.exe", it's for 1.7.  If it's "setup-legacy.exe", it's for 1.5.

Errr.. NO!

If you want to use the cygwin1.dll that's a part of cygwin, add
cygwin\bin to your path (drive letter omitted here).
Then you just make sure and remove any cygwin1.dll's from apps you install.
That way you're always using the most up to date one, and never have a
conflict between the version cygwin has installed and what you have in
your windows directory.

Your opinion is wrong.  Not only will it make future upgrades hard, it
will also not fix the problem, since, as Eric said, this is a legitimate
message that resulted from installing an experimental version of the
coreutils package.

To reiterate: there is *NEVER*[*] any reason to copy cygwin1.dll anywhere
but the directory mounted as /bin.  Doing so will only break your Cygwin
installation.

What was the title of the popup box (in other words, which
app reported this message)?

getline() is not present in 1.5.18, only in snapshots.  Did you,
perchance, install coreutils-5.90-2, which relies on a snapshot
being installed?  We would have known that had you followed
these instructions, or at least mentioned which app was in
the popup box title.

You have an older version of cygwin1.dll in your path.  Delete it.

I've reproduced the problem, by replicating the ACL above.
I will try to debug.
As a workaround, you may add back the XP default "CREATOR OWNER: Full
Control" ACE, that is missing (deliberately removed?) from the ACL above.

before you modify the permissions in any way.

If you have modified the permissions, then it would great if you could erase
C:\cygwin and reinstall it.

Don't forget to double the backslash if running the cacls command from bash.

Where are the "Install from Internet" files cached?

I've been using cygwin for year or two and have always picked "Download" 
because like Perry I assumed the first option meant 'delete downloaded 
files when done'. Does this mean I now have two copies of every 
installation archive?

It's www.cygwin.com/download.html

Even now, I see nothing there to suggest that an "install from internet"
would also retain the uninstalled packages.  I visualize it downloading
a package, installing it, and then deleting the downloaded file before
downloading the next package, so as to minimize disk requirements.

For as long as I've been aware of it, Install from Internet cached the
package archive files just like Download from Internet.  If you can suggest
an improvement in the documentation that would make that clearer for you, a
change would be gratefully received.

There shouldn't be much to do, if any of the packages you have already
downloaded won't install, find and delete the associated the archive file
(e.g., .../release/ash/ash-20020131-1.tar.bz2 for ash) then install or
download from internet again.  This file, for example, can be found by
searching for ash* starting from the local files directory.  You can tell
which packages have installed by looking in /etc/setup for *.lst.gz .

installing them.  Perhaps the documentation (and/or the behavior of
setup) has changed since then.
