cygport is the standard method for building and maintaining packages
for the Cygwin distribution.

Highlights of this release:

* A new BUILD_REQUIRES variable is accepted as a list of package names
to check before trying to build as well as add as dependencies in the
(new) separate -src.hint file.  The DEPEND variable (which is not
compatible therewith) is deprecated.

* New [PKG_]PROVIDES and [PKG_]CONFLICTS variables are accepted and
passed into the respective .hint files.

* kde.org: default SRC_URIs are updated for KDE 19.12 and newer.

* meson: cygmeson now passes the --auto-features=enabled flag.

* ocaml-dune: new cygclass for Dune-based OCaml packages.

* perl: new CPAN_SUBDIR optional variable is accepted.

* python3: new PYTHON3_PKGVERSION definition.

* python-wheel: default PYTHON_WHEEL_VERSIONS is now just 3.7 and 3.8.

For contributors, there have been numerous testsuite improvements, and
the testsuite is now run in CI, courtesy of Jon Turney.  A full

The LLVM Core libraries provide a modern source- and target-independent 
optimizer, along with code generation support for many popular CPUs (as 
well as some less common ones!) These libraries are built around a well 
specified code representation known as the LLVM intermediate 
representation.

Clang is an LLVM native C/C++/ObjC compiler, which aims to deliver 
amazingly fast compiles, extremely useful error and warning messages and to 
provide a platform for building great source level tools. The Clang Static 
Analyzer is a tool that automatically finds bugs in your code, and is a 
great example of the sort of tool that can be built using the Clang 
frontend as a library to parse C/C++ code.

This is an update to the latest upstream stable release, with some package 
and feature changes:

* Support for all targets has been enabled in LLVM and Clang.  As a 
consequence thereof, LLVM is built with shared individual libraries to 
avoid an unusally large single LLVM library.

* The Polly library is built together with LLVM, and support for 
optimizations enabled thereby is now available in LLVM and Clang commands.

* libunwind has been added as an alternative exception handler library, and 
is used by libc++abi, and linked by default when using compiler-rt.

Rails is a web application development framework written in the Ruby
language. It is designed to make programming web applications easier by
making assumptions about what every developer needs to get started. It
allows you to write less code while accomplishing more than many other
languages and frameworks.

This is an update and rebuild for Ruby 2.6.

Installing the 'ruby-rails' package and its dependencies should provide
the gems required for an application in the default configuration;
optional dependencies also available (as listed above) need to be
selected separately for installation.

Because of how gem dependencies work, in order to assure that you use
these versions, the following steps must be followed when creating a
new Rails application:

 $ rails new testapp1 --skip-bundle
 (files are installed)
 $ cd testapp1
 $ bundle install --local
 (this will show that existing gems are being used)
 $ rails server
 (then point browser to http://localhost:3000/, or install ruby-unicorn 
and...)
 $ unicorn_rails
 (then point browser to http://localhost:8080/)

And to upgrade existing apps to this version of Rails:

 $ $EDITOR Gemfile
 (and update the gem 'rails' and other version numbers as needed)
 $ bundle update --local
 (Existing gems should be found and used.)
 $ rails app:update
 (and follow the prompts to update files)

Please note that if you do not use the --local flags as indicated
above, then other versions of these gems may end up being installed,
which will likely break things either then or down the road.
