I'm not entirely sure that this is the right thing to do in this case.
I created an empty dpatch-999.0.0-1 package and moved this into the
_obsolete category.

You probably should send an announcement saying that the package is
going away.

The upstream is no longer developing it (abandoned). Equal and better
functionality can be found from by the similar quilt package.
