That's odd. What kind of keyboard do you have? Maybe there are programs
running which grab some of the keys and translate them to a different kind
of messages.

This is a pretty plain vanilla Win XP Prof SP2 installation.

Can somebody on XP SP2 with a US keyboard please run xev and see if shift 
and control keys generate scancodes?
