Previously I had tried rebaseall and rebaseall with an alterante address but it still did not start. This appears to be intermittent, after a few more attempts X is now up and running. After installing service pack 1 to System 7 I got the "Failed to activate core devices." so I updated to xorg-server-1.10.2-1.
